ORDER :
In the proposal 3rd read above , the Vice Chairman & Managing Director , APIIC Ltd. , has submitted that M / s.KRIBHCO Ltd. , has represented on 09.12.2011 & 11.04.2012 for allotment of 295.00 Acres at Sarvepally ( V ) , Venkatachalam ( M ) , SPSR Nellore District for establishment of a manufacturing complex of 1.20 MT DAP/ Complex fertilizers per annum in two phases , based on which an MoU has been entered on 13.01.2012 between M / s.KRIBHCO and GoAP .
2. As per the decisions of SIPB Meeting held on 27.06.2012 , orders were issued vide G.O. 1st read above , extending certain incentives to M / s.KRIBHCO Ltd. , for their proposed DAP/ Complex Fertilizer plant and also based on the approval of Cabinet , land alienation orders were issued vide G.O. 2nd read above for an extent of 336.37 Acres situated in Survepalli Bit - II ( V) , Venkatachalam ( M ) , SPSR Nellore District . Accordingly , a total extent of 289.81 Acres ( 115.33 + 174.48 ) has been allotted to M / s.KRIBHCO Ltd. , with total sale consideration of Rs.27,88,99,841 / - and the possession of land was handed over on 08.03.2015 & 10.07.2015 respectively with a stipulated time period of 5 years for implementation of the Project , treating it as Mega Project as the investment is Rs.700 Crores .
3. As the Project implementation period was lapsed , notices were issued to the Company on 27.06.2018 and 21.12.2020 . In response to the same , the Company in their Lr.dt.11.08.2021 , has informed that since the logistics of transportation of voluminous and hazardous liquid raw material from Krishnapatnam Port to the current site makes the project not only complex but also economically not viable due to its distance of over 20 Kms from Port .
4. Subsequently , M / s.KRIBHCO Ltd. , has submitted a new DPR with change in line of activity for " Manufacturing of Bio - ethanol " from rice , broken rice & maize in an extent of 100 Acres in two Phases ( 50 Acres each ) with Project cost of Rs.560 Crore ( Rs.285 Crore & Rs.275 Crore respectively in two phases ) with the time line of project implementation in 30 months , without any penalty ( 18 months & 12 months in Phase . I & II ) . The proposed employment generation under in each Phase is 200 people . Besides , the Company has proposed 5 more projects in the balance 189.81 Acres of land , with each Project cost ranging from Rs.40 to 200 Crores with an average employment generation of 100-150 people in each Project anticipating a total of 205-250 Acs of land requirement for all the 5 Projects . The Company , on the other hand , has yet to submit the detailed Project report for the balance land .
5 . The Vice Chairman & Managing Director , APIIC Ltd. , has recommended for ( i ) for change in line of activity from DAP /Complex Fertilizers to Bioethanol project in an extent of 100 Acres ; and ( ii ) to grant EOT for 30 months for implementation of the Project in an extent of 100.00 Acres , subject to the regular EOT fees of APIIC .

8. The Vice Chairman & Managing Director , A.P. Industrial Infrastructure Corporation Limited is directed to advise the Project proponent to submit the DPRS for the balance land of 189.81 Acres at the earliest , for further evaluation and shall take necessary action in the matter .
