1. D.O.No.National Master Plan / Logistics / 2021 , dated 21.12.2021 of Special Secretary ( Logistics) of DPIIT , Ministry of Commerce and Industry Department, Government of India .

ORDER :
PM- Gatishakti National Master Plan is formulated by Governmentof India with a mandate to incorporate the infrastructure schemes of various Ministries and State Governments like Bharatmala , Sagarmala , inland waterways , dry/ land ports , UDAN . Economic Zones like textile clusters , pharmaceutical clusters , defence corridors , electronic parks , industrial corridors , fishing clusters , agri zones etc. with a main objective to holistically integrate the interventions of various Central Ministries and State Government Departments and address missing gaps to ensure seamless movement of people , goods and services to make the businesses competitive , boost economic growth , attract foreign investments and enhance the country's global competitiveness .
2. In this regard , Government of India in the reference 1st read above , desires that the States to put in place an institutional set - up duly Constituting Empowered Group of Secretaries (EGOS) , Creation of Network Planning Group (NPG) and Technical Support Unit (TSU ) on the lines of Central Government , for operationalizing the State Master Plan .
3. Accordingly, In the reference 3rd cited, Government have constituted Empowered Group of Secretaries , Network Planning Group with composition and Terms of Reference (ToR) on the lines of Central Government, in order to ensure key decision - making, co - ordination amongst key stake holders , preparation of State Master Plan , review and monitoring of progress of implementation of the master plan and submission of proposal to Gol seeking support etc. ,
4. In the reference 4th cited, Government have created Technical Support Unit to assist the State Network Planning Group.
5. In this regard , Government felt that there is a need to include additional members in the Empowered Group of Secretaries , Network Planning Group and Technical Support Unit for effective implementation of PM GatiShakti State Master Plan.

i. Preparation of Master Plan for State / City Logistics , providing actionable program strategies to align the State with National Logistics Policy.
ii. Review and monitor implementation of the Plan to ascertain the logistics efficiency accruing thereof.
Shall ensure implementation of the decisions of the Central Advisory Committee on Logistic ( CACL ) , Empowered Group of Secretaries ( eGoS ) etc by the concerned Departments and report compliance .
iv. To identify the gaps and advise the Government on the formulation of policies , Programmes , legislations etc. V. To deliberate on the Best Practices followed by other States and countries and recommend on ways to reduce compliance burden and improve logistics efficiency etc.

vii . Coordinate for any changes in the project already included in the Plan , within the prescribed framework and norms .
viii . To set out a procedure and a definitive timeframe for synchronisation of various activities for construction of roads , rail , etc. along with all utility services in an area- based approach for development of infrastructure on pilot basis .
ix. Align various initiatives on development of a common integrated portal which serves the needs of all stakeholders .
Χ. Issue appropriate directions for achieving the objectives and for compliance to guiding principles of the PM GatiShakti NMP and in addressing demand side requirements of concerned Departments .
xi . The EGOS will also look at the interventions required to meet the demand side , in efficiently transporting bulk goods based on the requirements of various Ministries like Steel , Coal , Fertilizer etc.
xii . Any other matters entrusted by Government from time to time .

i . The group will be responsible for sharing their specific Action Plans 2022-23 to 2024-25 with each other for facilitating integration of networks , enhance optimization through modification/ expansion/ new network creation to avoid duplication of works for holistic development of any region as well as reducing logistics costs through micro - plan detailing .

III . Technical Support Unit :
DPIIT , in the reference 2nd cited envisages that a Technical Support Unit (TSU) shall be constituted with representatives from Line Departments on deputation to the Logistics Division . TSU shall also have domain/ subject matter experts with 15-20 years of experience under following verticals :

IV . Role of Logistic Division
The Nodal Department for Logistics is Industries & Commerce and Infrastructure and Investment Department and the Director of Industries will be head of the Logistic Division, as being a Nodal Officer under PM GatiShakti .
Logistic Division will function under the supervision of the Director ofIndustries , who will be assisted by Joint Director (Infra) . Technical Support Unit constituted would function under the guidance of Director of Industries , with the following roles as detailed below :
i. Develop and monitor the PM GatiShakti NMP in coordination with the respective line Ministries ;
ii. Operationalise the Network Planning Group ( NPG) & the Technical Support Unit (TSU);
Handhold all stakeholders and provide capacity building through BISAG - N on the use of the Monitoring Tools for updating and sharing data .
iv. Identify projects which are vital or critical from multimodal connectivity point of view through Network planning Group ( NPG ) ;
V. Coordinate with BiSAG - N for upgradation of the PM Gati Shakti NMP portal from time to time and use the monitoring tools for review by the EGOS . NPG and other stakeholders ;
vi . Act as Secretariat to the Empowered Group of Secretaries ( EGOS ) for its ToR.
7 . The Director of Industries , Mangalagiri and the VC & MD , APIIC , Mangalagiri shall take further necessary action .
