ORDER:
In the G.O. 1st read above , orders were issued notifying the A.P. Wood Based Industries (Establishment & Regulation ) Rules , 2018 (APBIE & R) .
2. In the G.O. 2nd read above , orders were issued extending the Special package of incentives under Mega Project category as per APIDP, 2020-23 in favour of M/ s.Century Ply Boards India Ltd. , for establishment of manufacturing plant for production of Ply wood , Black Board , Medium density Fiber Board & Particle Board at Gopavaram (V) , Badvel ( M ) , YSR Kadapa District.
3. In his proposal 3rd read above , the Vice Chairman & Managing Director , APIIC Limited , has stated that, advance possession of the subject land was issued by Revenue Department on 20.12.2021 to the APIICLtd. Since the land is falling in Gopavaram Reserve Forest Extension under the control of Forest Dept, the State Government has to issue Notification for establishment of Wood based Industrial Park in terms of G.O.Ms.No.48 , EFS & T (Sec.II ) Dept, dt.08.05.2018 . The VC & MD , APIIC Ltd. , has therefore , requested Government to issue notification accordingly .
4. The EFS & T Department has concurred the proposal on 12.01.2022 informing that, once the I.P. in an extent of 482.00 Acs land at Gopavaram (V) , Badvel (M ) , YSR Kadapa District is established & notified, the distance restriction of 5 km from the nearest Forest boundary for establishment of new Wood Based Industry , as specified in Rule 3 (2 ) of A.P. Wood Based Industries (Establishment & Regulation ) Rules, 2018 (APBIE & R Rules , 2018) is not applicable . Exemption is given under Rule 3 (4) of establishment of WBIs in Industrial area and Municipal area . The EFS & T Dept has further stated that, as per Rule 6 (i ) of APBIE & R Rules , 2018 , assessment of the availability of timber by way of appropriate study on demand and supply for sustainable use of timber by the wood based industrial units shall be essentially done for considering the applications for setting up new sawmills by the SLC . However , the units falling under Rule 8 of APBIE & R Rules , 2018 do not require license. These Industries can be established at any time without obtaining license from the Forest Dept. They shall register themselves with the Divisional Forest Officer (DFO) concerned. As far as other Wood Based Industries , which involve band saw or circular saw more than 30 CM diameter, are concerned, they are required to obtain license from the DFO concerned, taking prior permission from the SLC. At present, permission for establishment of fresh Wood Based Industrial units with installation of Band Saw, Re Saw or Circular Saw of more than 30 CM diameter is not being issued in the absence of Wood Balance Study.
Ρ.Τ.Ο NOTIFICATION
In pursuance of the provisions of A.P. Wood based Industries (Establishment & Regulation) Rules , 2018 issued vide G.O.Ms.No.48 , EFS & T (Section - II ) Dept, dt.08.05.2018 , Government hereby declare that the extent of 482.00 Acs land at Gopavaram (V) , Badvel ( M ) , YSR Kadapa District in Sy.Nos.1801 to 1895, 1904 to 1906 & 1775 to 1777, 1784 to 1789, 1791 to 1799 etc. , of Gopavaram (V) falling in Velluruvaripalli Beat, Bramhanapalli Section of Badvel Range of Proddatur (WL ) Division of Gopavaram extension R.F. (1.018 Kms to proposed factory area ) , C. Kothapalli R.F. (3.70 Kms to proposed factory area) , Sri Penusila Narasimha Wildlife Sanctuary (Thurupukonda RF) ( 2.235 Kms to proposed factory area) & Gopavaram R.F. (1.735 Kms to proposed factory area ) as an Industrial Park for promotion of Industrial Park to exempt 5 KMs restriction from the nearest Forest boundary for establishing wood based industries on the ground that the proposal has no bearing for notification of Industrial Park as per Rule 6 ( i ) of A.P. WoodBased Industries (Establishment & Regulation ) Rules, 2018.
6. The Vice Chairman & Managing Director , APIIC Limited, shall take furthernecessary action in the matter accordingly.
