ORDER: -
In the G.O. 11th read above , Government have included certain names of eligible Mandal Parishad Development Officers in Panchayat Raj Department , fit for promotion to the post of Divisional Development Officers for the panel year 2021-22 duly following the ROR and other rules in vogue and in the said G.O. , the name of Sri N.Lokeswara , MPDO , was included in the Panel against R.P.172 and mentioned in the remarks that deferred . His promotion has been deferred until the termination of disciplinary proceedings pending against him .
2. In the reference 14th read above , the CPR & RD , AP, Tadepalli , has submitted that the pending disciplinary case against Sri N.Lokeswara , MPDO , was dropped vide vide Govt Memo No.PRRO1 - PROPVIG (VAE ) / 10 / 2022 - VIG - I dt. 13.04.2022 & their Office proceedings No.1520951 / 471309 /CPR & RDVIG / 2017 dt.27.04.2022 . He has further submitted that as on date there are no pending disciplinary cases against him . He requested to include his name in the promotion list and to consider him to the post of Assistant Project Director , in DWMA Office , Kurnool District.

Accordingly , Under rule 10 (a) of A.P State and Subordinate Service Rules , 1996 , read with G.O.Ms No.347 , PR& RD (E- VI) Dept. , dated 21.11.2001 & G.O.Ms.No.72 , PR& RD ( Estt.V) Department , Dt.06.10.2021 , Sri N.Lokeswara , MPDO is hereby temporarily promoted as Divisional Development Officer , under category 4 ( a) of Class A of A.P Panchayat Raj and Rural Development Service 5. In the reference 7th read above , the Government have earmarked certain posts to the MPDOs in the O / o Commissioner , PR & RD and in DWMAs in the State to work on deputation / OD Basis on their promotion to the next higher cadre , subject to fulfilment of eligibility criteria prescribed for the posts .
6. Sri N.Lokeswara , MPDO , is posted as Assistant Project Director , DWMA Adoni Cluster , Kurnool District in the existing vacancy , on deputation / OD basis .
7 . The above promotion is also subject to joining of the Officer in the promoted post within the stipulated time of ( 15) fifteen days from the date of receipt of the order of appointment on specified in rule 11 ( b ) of A.P State and Subordinate Service Rules , 1996 failing which he / she would forfeit the right of promotion to the cadre of Divisional Development Officer .
8 . The Commissioner , Panchayat Raj and Rural Development , A.P , Tadepalli , is requested to take necessary action in the matter accordingly .
