In the G.O. 11th read above , Government have included certain names of eligible Mandal Parishad Development Officers in Panchayat Raj Department , fit for promotion to the post of Divisional Development Officers for the panel year 2021-22 duly following the ROR and other rules in vogue and in the said G.O. , the name of Sri D.V. Mallikarjuna Rao , MPDO presently working as Dy . Commissioner , O / o Commissioner , PR & RD was included in the Panel against R.P.285 and mentioned in the remarks that deferred . His promotion has been deferred until the termination of disciplinary proceedings pending against him .
2. In the reference 14th read above , the CPR& RD , AP, Tadepalli , has submitted that the pending disciplinary case against D.V. Mallikarjuna Rao , MPDO presently working as Dy.Commissioner , O / o Commissioner , PR & RD was dropped vide their Office proceedings No.465035/ CPR & RD /A2 / 2013 dt.30.05.2022 . He requested to include his name in the promotion list.

Accordingly , Under rule 10 (a) of A.P State and Subordinate Service Rules, 1996, with G.O.Ms No.347, PR& RD (E -VI) Dept. , 21.11.2001 G.O.Ms. No.72 , PR & RD ( Estt.V) Department , Dt.06.10.2021 , D.V. Divisional Mallikarjuna Rao , MPDO is hereby temporarily promoted as Development Officer , under category 4( a) of Class A of A.P Panchayat Raj and Rural Development Service Rules , 2001 in the time scale of pay Rs.65360- 154980 / - in RPS 2022 with usual allowances .
5. In the reference 7th read above , the Government have earmarked certain posts to the MPDOs in the O / o Commissioner , PR & RD and in DWMAs in the State to work on deputation / OD Basis on their promotion to the next higher cadre , subject to fulfilment of eligibility criteria prescribed for the posts .
6. Sri D.V. Mallikarjuna Rao , MPDO , is posted at 0/0 Commissioner RD in the existing vacancy , on deputation / OD basis .
7 . The above promotion is also subject to joining of the Officer in the promoted post within the stipulated time of ( 15) fifteen days from the date of receipt of the order of appointment on specified in rule 11 ( b) of A.P State and Subordinate Service Rules , 1996 failing which he/ she would forfeit the right of promotion to the cadre of Divisional Development Officer .
8. The Commissioner , Panchayat Raj and Rural Development , A.P , Tadepalli , is requested to take necessary action in the matter accordingly .
