ORDER :
In order to create employment opportunity in the potential regions , Government vide G.O. 1st and 2nd read above , have proposed to develop Electronics Manufacturing Clusters at Tirupathi , forming EMC - 1 in extent of 113.27 Acs in Chittoor District and EMC - 2 in an extent of 501.40 Acs at Vikruthamala ( V) , Yerpedu ( M ) , Chittoor District , and also YSR Electronics Manufacturing Cluster at Kopparthy, YSR District , in line with the modified Electronics Manufacturing Clusters ( EMC 2.0 ) Scheme of Government of India , to catalyze the economic growth of the region by attracting investments in the ESDM sector verticals like Automotive electronics , Industrial electronics , Consumer electronics , Medical electronics , Computer Hardware , Telecom Networking & Communications , E - mobility products /components etc. 2. In the G.O. 3rd and 4th read above , Government have posted Smt . M. Gauthami , IAS . , as CEO , EMC at Tirupathi (Head Quarters) to administer the existing EMCs at Tirupathi & Kopparthy and also for ( 1 ) planning & Establishing more Electronic Manufacturing Clusters (EMCs ) across the State , based on the demand ; ( 2 ) Promoting Electronic Manufacturing Cluster (EMC ) in the State particularly under Electronic System Design & Manufacturing ( ESDM ) Sector ; and ( 3 ) Facilitation of various statutory approvals , hassle free operations and toresolve all other issues , if any .
3. In the letter 5th read above , the C.E.O. , EMC, Tirupathi & Kopparthy , has requested the Government to issue necessary instructions to the Zonal Managers , APIIC Ltd. , Tirupati & Kadapa , and also to issue delegation of Powers to look after all the issues of existing EMCs as well as the EMCs to be created in future as an independent Corporation who may directly report to Govt . in all the aspects of EMCs for necessary approval from the Government for creation , operationalization and allotments of plots / sheds created in the respective EMC Clusters .
4. Government after careful examination , hereby decided to issue job chart fixing the role and responsibility to the Chief Executive Officer , EMC , Tirupati and Kopparthy in the first instance , so as to look after all the issues of existing EMCS as well as the EMCs to be created in future as an independent Corporation who may directly report to Govt. in all the aspects of EMCs for necessary approval from the Government for creation , operationalisation and allotments of plots / sheds created in the respective EMC Clusters . Therefore , the following powers are delegated to the Chief Executive Officer , EMC , Tirupati and Kopparthy :
Roles and Responsibilities
Category
1. Setting up a dedicated office with sufficient number of Officers and Staff for project management.
2. Coordination with MeitY, Invest India , State Government departments concerned, Andhra Pradesh Industrial Infrastructure Corporation (APIIC ) , Andhra Pradesh Electronic and Information Technology Agency (APEIΤΑ) , Andhra Pradesh Economic Development Board (APEDB ) .
Establishment
3. The ZMs and GMs of the Districts concerned shall report to CEO in addition to the existing roles and responsibilities .
4. The officers of APIIC , DICS , APEITA & EDB looking after investment promotion shall report to CEO to assist her in promotion of Electronic Clusters .
5. The CEO shall report to Spl CS, Industries and Commerce Department .
6. The LA unit set - up in Kadapa shall also assist the CEO in the matters related to LA .
1 Preparation of master plan duly bench marking and considering feedback from expert's/ industry associations in terms of developing internal infrastructure and also for common facilities within the parks .
2 Fixing the financial model which will be viable for both industry and to the government in order to offer the land/ ready - made industrial sheds and other facilities at competitive prices to the industry.
Planning
3 Preparation of DPR with the help of experts / companies for in housing the best in class facilities to be offered within specific timelines in order to take off the project . (Already prepared)
4 Preparation of road map for the entire life cycle of theproject and ensure all project milestones should be achieved within specified timelines with the support of govt./non-govt. agencies concerned.
All the files related to the above aspects of planning and development of EMCs in the State , shall be routed to VC & MD , APIIC through CEO , EMC.
1. Responsible for bringing high valued investments to the state by way of promotion highlighting the strengths of the State in various forums across the globe under ESDM sector with a focus of component manufacturing and consumer electronics .
2. To hire the services of individuals/ companies , on contract basis , for the promotion of state across the globe to leverage in reaching out of maximum entrepreneurs /investors .
3. To prepare market collateral with support of experts/ companies .
To identify the ways of promoting policies and executing with best in class resources . 4.

5. To conduct and participate in networking meets with ESDM companies and associations on regular basis to reach out both domestic and international investors .
6. To develop and make available a single point of web portal for ESDM investment promotion integrating with Industries portal for meeting the ease of doing business standards .
In all the investment promotion events , the CEO shall be part of the delegation / Event.
1. Responsible for evaluation of DPRs received from the investors with due diligence with the in - house team of APIIC for fixing the extent of land that suffice to the project proponent on case- to - case basis .
Land Allotments
2. Negotiate with the companies on fixing the tailor - made incentives to the high value investments i.e. , Mega Projects and responsible bringing to the notice of Spl . C.S. , Ind . & Comm . Department for taking up with SIPC / SIPB .
3. CEO , EMC shall also be made as a member in CCITE meeting in order to expedite the process of land allotment .
4. Further , the CEO , EMC shall also be made as member in the State Level Allotment Committee of APIIC .
1. Empowered to resolve all day to day administrative and technical issues arise during the project implementation .
2. To take necessary steps for ensuring the smoother operations with Meity and other Government bodies .
3. To define SOPs , to globally market the park with the approval of Government .
4. Implementing various interventions as outlined and approved in DPR.
5. To ensure providing civil and public facilities within thePark as per the master plan .
6. To facilitate disbursal of funds as per project milestones on proportionate basis with the approval of Government. Other support and project facilitation .
7. To facilitate all statutory approvals for individual units from the local authorities concerned within specified timelines to set the standards in ease of doing business .
8. To monitor that all statutory approvals are given for project as well as for companies within EMCs .
9. To take the services of APEITA for promotions / development and other related activities of EMCs , duly taking the consent of the Group CEO of APEITA .
10. To discharge such other functions as may be assigned to her by the State / Central Government under the scheme or any other law for the time being in force .
5. The VC & MD , APIIC Ltd. , and the CEO . , EMC . , shall take further necessary action in the matter accordingly .
