ORDER :
In the reference read above , the Managing Director , A.P. MarkFed , Vijayawada has informed that , the Tirumala Tirupathi Devastanam (TTD ) desires to procure certain Organic Products ( 15) for use in the preparation of Srivari Prasadam and also in Annaprasadams and requested the MD , A.P MarkFed to explore the possibilities of supplying required organic produce to the TTD . The MD , MarkFed has also informed that the RySS ( Rythu Sadhikara Samstha ) has come forward and expressed their willingness to coordinate with the farmers of AP Community Based Natural Farming (APCNF ) for supply of 12 produce required by TTD . Accordingly , the MD , MarkFed , TTD and Ry.SS have entered into tripartite agreement to fulfill the same . The M.D has also informed that , the TTD has agreed to pay interest on the amount ( procurement cost ) instead of giving a revolving fund to the AP MarkFed .
2 . In view of the above and in pursuance to the tripartite agreement signed , the M.D. , A.P. MarkFed has requested the Government to approve the proposal in the larger interest of the farming community cultivating natural farming produce under the guidance of Ry.SS besides helping in providing healthy Srivari Prasadam and Annaprasadams to the pilgrims of TTD and constitution of Committees at the District and State level as under,
i . To Constitute a District Level Committee for procurement of Natural Farming Agriculture Produce directly from the farmers through CMAPP which needs coordination between line Departments .
ii . The Government may constitute a State Level Committee consisting of the following members as the current market price that forms the basis for calculating the offer price to the farmer would be dynamic and will be fixed from time to time on a need basis by a committee with a representative from all the 3 Agencies .
3 . After careful examination of the proposal of the Managing Director, A.P MarkFed with regard to implementation of tripartite agreement signed by the TTD , Rythu Sadhikara Samstha ( RySS ) and A.P MarkFed for supply of certain agricultural produce cultivated by farmers practicing " Community Based Natural Farming " being monitored by RySS , Government hereby constitute the State Level Committee with the following members to facilitate procurement of Natural Farming agricultural produce : -

4. Further , the Government hereby also accord permission to the M.D. , A.P.MarkFed to utilize the services of the existing District Level Committee on par with MSP operations duly co - opting District Project Manager , Rythu Sadhikara Samstha ( RySS) and Deputy Commissioner / Assistant Commissioner , Legal Metrology in the said committee for procurement of Natural Farming Agriculture Produce directly from the farmers through CMAPP .
5. All other conditions in the proposal already included in the tripartite agreement signed by the MarkFed , TTD & Ry.SS may be implemented as per the agreed terms & conditions .
6. The Managing Director , A.P.MarkFed shall take necessary further action accordingly . ( BY ORDER AND IN THE NAME OF THE GOVERNOR OF ANDHRA PRADESH )
