ORDER :
In the reference read above , the Director , Directorate of Economics & Statistics has stated that , Assistant Director posts have not been filled in 13 districts which causes very much administrative inconvenience to attend departmental works and as well as newly allotted planning works and requested the Government to accord permission to fill up of vacant Twelve (12) Assistant Director posts earmarked for Direct Recruitment with promotees in all District Economics & Statistics Officer offices through promotions so that , the District Economics & Statistics Officers could run the office smoothly and co - up the work relating to Flagship programmes entrusted by the Government and also most of the Statistical Officers , who are at the verge of retirement will get promotion as Assistant Director and also it will benefit the lower cadreemployees who are not getting a single promotion even after completion of 30 years of service in the Department .
2. After careful examination of the matter, Government hereby accord permission to the Director , Directorate of Economics & Statistics to fill up the vacant Twelve ( 12 ) Assistant Director posts earmarked for Direct Recruitment quota with promotees i.e. , from the cadre of Statistical officers during the current panel year 2022-23 duly relaxing Rule 4 ( b ) (ii ) of APS & SS Rules, 1996 , subject to following conditions:
1 . " If an employee is promoted to a post earmarked for direct recruit , his probation shall not be commenced from the date of his appointment into the slot earmarked for direct recruitment but shall be reckoned only from the date on which he would have occupied the vacancy meant for promotee . "
II . "This is purely administrative arrangement . The promoted candidates cannot claim any seniority based in this promotions . The Seniority shall be decided as per existing rules only ."
3. The Director , Directorate of Economics & Statistics is directed to take further necessary action in the matter .
