In the references 1st to 3rd read above , the Ministry of Home Affairs , Government of India vide their Letterdt.14-03-2020 declared the COVID - 19 as a Notified Disaster for the purpose of providing assistance under SDRF and allowed the states to utilize 35 % of SDRF funds towards containment of Covid- 19 measures for the financial year 2019-20 . Subsequently, the percentage was enhanced to 50% of annual allocation of SDRF and extended the facility for the financial year 2020-21 and 2021-22 . The Government of India , has also permitted the State Governments to utilize the District Mineral Fund available with the State Government for the same purpose .
2. Inthe reference 4th read above , the HM & FW Department is requested to release of an amount of Rs.572,47,16,386/ - ( Rupees Five Hundred Seventy Two Crores Forty Seven lakhs Sixteen Thousand Three Hundred and Eighty Six only ) towards the HR & Non Salary requirement for COVID Management in the financial year 2022-23 to comply the HonourableHigh Court Orders in respect of pending bills towards Covid Management .
3. Inthe reference 5th read above , the State of Andhra Pradesh has addressed letter to Ministry of Home Affairs , GOI to permit the state Government to utilize the 50 % of Annual allocation of SDRF funds towards covid - 19 containment measures to clear the pending bills worth of Rs.532.65 Cr . under SDRF as a special case.
4. In the reference 5th read above , the Finance Department has issued BRO for an amount of Rs.6,00,00,00,000/ - ( Rupees Six Hundred Crores only ) as additional funds in relaxation of treasury control and quarterly regulation orders pending provision of funds by obtaining supplementary grants at an appropriate time during the C.F.Y. 2022-23 towards COVID - 19 and advised the HM &FW Department to incur the expenditure for Non- salary related expenditure .
5. Further, the Finance Department advised Revenue ( DM ) Department to obtain details of Covid - 19 expenditure from the HM & FW Department and satisfy themselves that theexpenditure incurred is in strict conformity of the norms stipulated by the Government ofIndia under SDRF .

After consideration of the above circumstances , pending submission of details of Covid-19 expenditure from the HM &FW Department , the Government hereby accord administrative sanction order for an amount of Rs.532,65,00,000/- ( Rupees Five Hundred Thirty Two Crores and Sixty Five Lakhs only) towards COVID- 19 and advised the HM & FW Department to incur the expenditure for non - salary related expenditure in strict conformity of the norms stipulated by the Government of India under SDRF.
7. Further, this administrative sanction is subject to approval of Special Permission for utilization of 50% of SDRF funds towards containment of Covid - 19 measures in the current financial year 2022-23 or if any deviation from MHA , GOI for this sanction , the Government of Andhra Pradesh shall reimburse the funds .

9. The Director of Public Health and Family Welfare , Andhra Pradesh , Vijayawada is authorized to draw the amount sanctioned in the para ( 6 ) above and to furnish the Utilization Certificates duly verified by the Audit authorities of the State Audit to Revenue (DM-Accounts) Department for the amount released .
10. This order issues with the concurrence of Finance ( FMU - Revenue ) Department vide their Fin.U.O.No.FMUOASD ( REV ) /42 / 2022 , Computer No.1677720 ,dt.11/ 07/2022 .
