ORDER: -
In the reference 1st read above , orders were issued permitting the Managing Director , Swachh Andhra Corporation , Vijayawada to approve the tenders and final rates offered by successful bidders for awarding the 37 ISWM Projects , in the respective 37 ULBs , subject to following the Solid Waste Management Rules , 2016 and the guidelines issued by the Gol as well as GoAP from time to time .
2. In references 2nd and 3rd read above , the Commissioner & Director of Municipal Adrninistration has stated that , the Managing Director , Swachh Andhra Corporation has informed that the Developers i.e. , successful bidders would run the projects on leasing a sites for a period of 20 years @ Rs.1 / - per sq.mt from the date of commissioning of Plants and sell the produced City Compost ( Organic Manure ) in the open market and also establish Material Recovery Facilities ( MRF ) for processing of Dry Waste . The Commissioner & Director of Municipal Administration has also stated that , either the agencies or their Special Purpose Vehicles ( SPV ) will execute the Projects and will be responsible for the Designing , Engineering , Financing , Procurement , Construction , Operation and Maintenance of the Projects for 20 years and transfer to the ULB's and the ULB's have to enter into a long term concession agreement in this regard .
3. Accordingly , while forwarding the proposals of the Municipal Commissioners of (16) ULBs i.e. Ongole , Nellimarla , Palakonda , Srikakulam , Vinukonda , Ananthapuram , Proddatur , Kavali , Pithapuram , Rayachoty , Gudur , Peddapuram ,

Kadapa , Badvel , Venkatagiri and Chilakaluripet in references 2nd and 3rd read above , the Commissioner & Director of Municipal Administration , Mangalagiri , has requested to issue orders to lease out the lands for a period of 20 years on nominal rent at Rs . 1/ - per square meter per annum for Integrated Solid Waste Management ( ISWM ) plants and. Scientific Landfills on free of cost ( rate recommended by AP Swachh Andhra Corporation ) for establishment of ISWM Projects in the above ULBS concerned on DBFOT Model .
4. Government , after careful examination of the proposals of the Commissioner & Director of Municipal Administration , Mangalagiri , hereby accord permission to the Urban Local Bodies as indicated in the Annexure , for leasing out the municipal lands for a period of 20 years on nominal rent @ Rs . 1/ - per square meter per annum for Integrated Solid Waste Management ( ISWM ) plants and Scientific Landfills on free of cost ( rate recommended by AP Swachh Andhra Corporation ) for establishment of ISWM Projects in the above ULBs concerned on DBFOT Model , subject to minimize the extent of land allotted for both the ISWM Plant and Landfill based on the most widely accepted benchmark of CPHEEO or the Gol and adhering the concession agreement to the relevant model and provisions of the General Financial Rules ( GFRs ) , 2017 .
5. The Commissioner and Director of Municipal Administration , Mangalagiri shall take further necessary action , accordingly , in the matter .
6. This order issues with the concurrence of the Finance ( FMU - EFS &T & MA & UD ) Department vide their U.O.No.FIN - 44027 / 272/ 2017 - SO ( FMU ( I , E , M ) ) FIN , dt.12 /12 / 2022 & U.O.No.FIN - 44027/ 272 / 2017 , dt.18/ 01 / 2023 .
