ORDER :
Inthe reference 5th read above , the Director of Health & Family Welfare , AP , has informed that, the Government with a noble cause has established Dr.YSR Village Health Clinics in rural areas . These Rural clinics are providing the health services to the rural people round the clock . They are manned with one Community Health Officer ( MLHP) who is qualified in B.Sc Nursing with Certificate programme for community health ( CPCH ) . These CHOs were issued with definite job chart in the G.O.1st read above and also specific guidelines were issued in the circulars 2nd to 4th cited for their activities in the field level.
2. The Director of Health & Family Welfare further informed that, the other functionaries such as ANMs /ASHAs from Health Department , Anganwadi workers from Women Development and Child Welfare , School health ambassadors from School health department and Village organisations from Self Help Groups (SHG ) at Village level to provide services to rural people . The Director of Health & Family Welfare has indicated that there is a need for convergence among these field functionaries in bringing the unified effect on the health care of the rural people .
3. Therefore , the Director of Health & Family Welfare has proposed to nominate the Community Health Officer (i.e. , Mid-level Health Provider ) as a team leader and responsible person to bring all the activities being provided by all the line departments viz . , Health Department , School Education , AWCs and SERP under one platform so as to ensure their full assimilation by the community.
4. Accordingly , the Director , Health & Family Welfare has requested to issue orders to Community Health Officer ( Mid -level Health provider ) as team leader of SDG task force at village level . The constitution of the committee and salient functions of the SDG task force at village are as follows .

ii . CHO (MLHP) is supposed to give overall guidance to ANMs , AWWs and ASHAS on Anaemia monitoring , Maternal Health , Child Health , NCD diagnosis , prevention and management and all other health activities .
The CHO ( MLHP ) has to coordinate with School Health Ambassadors of the Schools in their jurisdiction of the YSR Village Health Clinics in monitoring of Anaemia in adolescent girls in School / and also the underweight children in school .
iv. The School Education department shall provide the required data to the CHO (MLHP) about the health of the students and
a. Status of daily distribution of IFA tablets and intake to Anaemic adolescent girls , weekly IFA tablet supplementation to other children .

b . Details of supply of sanitary napkin to adolescent girls .
c. Details of intake of Mid - Day -Meals to underweight children.
V. The CHO (MLHP ) has to coordinate with school ambassadors to conduct student examination by the Family Physician Doctor during the school visits .
vi . The CHO ( MLHP ) has to coordinate with the Anganwadi Centres for enhanced service delivery and awareness in villages on Anaemia Monitoring , Nutrition supplementation , Antenatal care and post natal care, De -worming of children & pregnant women at appropriate time.
vii . The Participation of CHO ( MLHP) is must in coordination with SERP in Village Organization meetings for creating awareness on the following .
a . Awareness on NCD- prevention measures - need for testing and follow up treatment.
b. Anaemia in pregnant women and children health. causes- ill effects of anaemia on mother c. Precautions to be taken during pregnancy.
d . Importance of USG Scanning during ANC-four ANC checkups .
e. Immunization- need for full immunization- prevention of diseases .
f. Prevention of early marriages , child marriages and teenage pregnancies in the community.
g.Family planning - need for birth planning and spacing .
h . Friday -dry day - hygiene measures .
5. Further , the Director of Health & Family Welfare while stating that the PHC Medical Officer shall be responsible for proper convergence at field level among the CHO ( MLHP ) , ANM , AWW , ASHA , School Ambassadors and Self Help Groups has therefore requested to issue necessary instructions among the line departments.
6. After careful examination of the entire proposals of the Director of Health & Family Welfare , Government hereby appoint Community Health Officer ( MLHP ) as a Team Leader of Sustainable Development Goals ( SDGs ) Taskforce in bringing the unified effect on the health care of the rural people to perform the above activities in close coordination with all line departments i.e. , School Education , Women Development and Child Welfare Department , Rural Development departments. The Community Health Officer ( MLHP ) being the Team Leader , SDG task force shall conduct all converge activities by WCD , School Education , SERP at Dr YSR Village Clinic as a platform for proper dissemination .
7. The line departments are requested to issue necessary guidelines /instructions to the respective field functionaries to take part in their respective activities envisaged for achieving the sustainable development goals for health of rural people as noted below.
a . Women and Child Welfare Department : To issue guidelines on Sustainable Development Goals ( SDGs ) taskforce committee with AWW as member and instruct the field functionaries for coordination with the CHO ( MLHP ) and also to motivate the pregnant women to participate in nutrition counselling , anemia 4
monitoring , IFA and calcium distribution and stock monitoring , birth planning and high risk management .
b . School Education Department: To issue guidelines to the field functionaries ( Head Masters and CRPs ) to coordinate with CHO ( MLHP ) so as to involve in daily and weekly iron folic acid supplementation (WIFS ) , de -worming programme , menstrual hygiene , anemia monitoring of adolescent girls health check- ups by the family physician during the visit to the schools.
c . SERP Department : To issue the guidelines to the field functionaries and Presidents of Village organisations in inviting the CHO ( MLHP ) for the Village Organization meetings and arranging counselling sessions .
8. The Director of Health & Family Welfare , AP , Mangalagiri shall take further necessary action .
