ORDER:
NOTIFICATIONS BY GOVERNMENT
Whereas, based on the proposal of the Chief Commissioner of Land Administration , A.P , in the reference 1st read above , common disciplinary proceedings have been instituted against Smt . Y.Subbalakshmi , former Tahsildar , Ballikurava ( Retd) and Sri T.Venkamaraju , former VRO , Vemavaram , on the allegation of tampering of Revenue Records i.e. , the Adangals for the Fasli Years 1413 to 1419 in respect of Sy.No.24 of Vemavaram village of Ballikurava Mandal vide reference 2nd read above . In the reference 3rd read above , the following Article of charges has been issued against Sri T.Venkamaraju , former VRO , Vemavaram , Ballikurava , Prakasam District . The Charged Officer has submitted her written statement of defense denying the charges.
Article of Charge :
Sri T. Venkama Raju while working as Village Revenue Officer , Vemavaram Village , Ballikurava Mandal has intentionally tampered the Adangals for the Fasli Years 1413 to 1419 in respect of Sy.No.24 and facilitated Sri Sanneboyina Kotaiah , Sanneboyina Gopaiah and Sanneboina Venkateswarlu and facilitated them to file a case under Tenancy Act , 1956 against Sri Chintanipula Hanumantha Rao and Sri Chintanippula Venkata Ramana Murthy of Vemavaram village of Ballikurava Mandal .
Thus , Sri T.Venkama Raju , Village Revenue Officer , Vemavaram Village of Ballikurava Mandal with his above mentioned act , filed to maintain absolute integrity , devotion to duty and thereby misconducted and contravened Rule 3 of A.P.C.S ( Conduct ) Rules , 1964 .
2. And whereas , as the explanation of the Charged officer is not convincing , in the reference 4th read above , Government have appointed the Joint Collector , Prakasam as Inquiry authority to inquire into the charges framed against the Charged officers . In the reference 5th read above , the Joint Collector , Prakasam district has submitted his report , among others , stating that the charge framed against the Charged Officer Sri T.Venkamaraju , former VRO is held proved .
( Ρ.Τ.Ο) 4. And whereas , after examining the findings of the inquiry officer and further explanation of the charged officer Sri T.Venkamaraju , VRO , Government have provisionally decided to impose a penalty of " Dismissal from service " against him under Rule 9 of A.P.C.S ( CC & A ) Rules , 1991. Accordingly , in the reference 8th read above , proposals has been sent to Secretary , APPSC with a request to furnish their concurrence . In the reference 9th read above , the Secretary , APPSC has informed that the Commission agreed with the proposal of the Government and advised accordingly .
5. Government , after careful examination of the matter and in exercise of the powers conferred under Rule 9 of A.P. Civil Services ( Classification , Control & Appeal ) Rules , 1991 , hereby dismiss Sri T.Venkamaraju , former VRO , Vemavaram , Ballikurava (M) , Prakasam District from service in terms of G.O.Ms.No.2 , General Administration ( Service - C ) Department , dt : 04-01-1999 , as the allegation of tampering of records is held proved against him .
6. The Chief Commissioner of Land Administration , A.P. , Mangalagiri / the Collector & District Magistrate , Prakasam shall take necessary further action in the matter accordingly .
7 . The following Notification shall be published in the extraordinary issue of the Andhra Pradesh Gazette , dated : 21.03.2023 .
NOTIFICATION
In exercise of the powers conferred under Rule 9 of A.P. Civil Services ( Classification , Control & Appeal ) Rules , 1991 , hereby dismiss Sri T.Venkamaraju , former VRO , Vemavaram , Ballikurava ( M ) , Prakasam District from service in terms of G.O.Ms.No.2 , General Administration ( Service - C ) Department , dt : 04-01-1999 , as the allegation of tampering of records is held proved against him .
