ORDER :
In the G.O 1st read above , orders were issued for continuation of the (10) Ham Radio Operators posts in ( 07) Costal Districts viz . , Vizianagaram , Visakhapatnam , Kakinada , Eluru , Guntur , Prakasam and SPSR Nellore for a further period of one year i.e. from 01.03.2021 to 28.02.2022 .
2. In the reference 2nd read above , the Managing Director , APSDMA has reported that at present Nine ( 09 ) Ham Radio Operators are working and requested for continuation of their services with honorarium of Rs.15000/ - per month by virtue of their immense experience in various capacities and the Collector, SPSR Nellore has informed that the budget allotted for the year 2021-22 was under freezing and no budget allotment was made during the current financial year and requested for sanction of the amount for payment of honorarium , accordingly for the period of 2021-22 & 2022-23 to SPSR Nellore District .
3. Inthe reference 3rd read above , the Finance Department have issued BRO for allocation of budget of Rs 18,00,000/ - ( Rupees Eighteen lakhs only) as additional funds in relaxation of treasury control and quarterly regulation orders pending provision of funds by obtaining supplementary grants at an appropriate time during the C.F.Y.2022-23 .
4. After consideration of the above proposal , the Government hereby order to the District Collectors to continue the Nine ( 09 ) Ham Radio Operators posts in ( 07 ) Coastal District Collectorates viz . , Vizianagaram , Visakhapatnam , Kakinada , Eluru , Guntur , Prakasam and SPSR Nellore for a further period of one year i.e from 01.03.2022 to 28.02.2023 with a consolidated honorarium of Rs 15,000/ - P.M. , to each one .
5. In pursuance of the BRO issued in the reference 3rd read above , administrative sanction is hereby accorded to the District Collectors for allocation of budget of Rs.18,00,000/ - ( Rupees Eighteen lakhs only) in the Current Financial year 2022-23 towards payment of honorarium to the Nine (09) Ham Radio Operators in their respective districts as shown below : -

7. The District Collectors of Vizianagaram , Visakhapatnam , Kakinada , Eluru, Guntur , Prakasam and SPSR Nellore are authorized to draw the amount sanctioned , subject to following conditions:
i . The amount sanctioned should be utilized for the purpose for which it is sanctioned .
ii . The honorarium shall be paid on due verification of attendance every month . In case of unauthorized absence , the amount to that extant shall be deducted from the honorarium and remitted to the above Head of Account and particulars of such remittances shall be furnished to the Government .
iii . The District Collectors shall ensure that there is no outstanding dues to Ham Radio Operators working in District Ham Radio clubs .
iv . The District Collectors shall send Utilization Certificates duly verified by the State audit authorities to the Revenue (Disaster Management Accounts) Department .
