ABSTRACT
BACKWARD CLASSES WELFARE DEPARTMENT Sliding of ' Kandra ' Backward Class Community , which is listed at Sl.No.11 under BC -D Group to Sl . No.1 under BC - A Group along with already existing Castes / Communities and placing at the end at SI.No.1 under BC - A Group in the List of Backward Classes of Andhra Pradesh State for the purpose of Articles 15 ( 4 ) and 16 ( 4 ) of the Constitution of India Orders - Issued .

Read the following : - 1. G.O.Ms.No.1793 , Education Department , dated 23-09-1970.
2. Representations of Kandra Fishermen Community Societies / Corporations / Associations , forwarded by Dr. Applaraju Seediri , Minister for Animal Husbandry , Dairy Development and Fisheries & M.L.A. , Palasa Assembly Constituency to the Government in B.C. Welfare Department vide letter dated 23.03.2021 .
3. From the Member Secretary , A.P. State Commission for Backward Classes , Vijayawada , letter Rc . No. APSCBC / C1 / 182 / 2020 , dated 17.06.2022 along with report of the Commission .

ORDER: -
In the G.O. 1st read above , the Government have approved the list of Backward Classes ( other than Scheduled Castes and Scheduled Tribes ) and declared that the castes and communities specified in Annexure - I to the said Order are Socially and Educationally Backward Classes for the purpose of Articles 15 (4 ) and 16(4 ) of the Constitution of India .
2. In the reference 2nd read above , certain Societies / Corporations / Associations of Kandra Fishermen Community have requested to change 'Kandra ' community , which is listed at SI.No. 11 under BC - D Group to SI.No. 1 under BC - A Group in the List of Backward Classes of Andhra Pradesh State .
3. In the reference 3rd read above , the Member Secretary , A.P. State Commission for Backward Classes , Vijayawada has submitted a detailed report , recommending that " the entry ' Kandra ' community , which is at Sl.No.11 under BC - D Group in the list of Backward Classes , brought in G.O.Ms.No.1793 , Education Department , Dt.23-09-1970 be deleted and instead , it be added at Sl.No.1 under BC - A Group along with already existing Castes / Communities in the List of Backward Classes of Andhra Pradesh State .
4. The Government , after careful examination of the matter , have decided to accept the recommendation of the Member Secretary , A.P. State Commission for Backward Classes , Vijayawada and hereby order that the entry of ' Kandra ' community , which is at Sl.No.11 under BC - D Group in the list of Backward Classes , brought in G.O.Ms.No.1793 , Education Department , Dt.23-09-1970 be deleted and instead , it be added at Sl.No.1 at the end under BC - A Group along with already existing Castes / Communities in the List of Backward Classes of Andhra Pradesh State " for the purpose of Articles 15 (4 ) and 16 ( 4 ) of the Constitution of India .

5. The Director, Backward Classes Welfare , A.P. , Vijayawada and all the Collector & District Magistrates , A.P. are hereby directed to take necessary action accordingly.
