NOTIFICATION
The 20th October, 2023
No. DMETR-11012(17)/1/2022/9567-77.—In exercise of the powers conferred by the provision to Article 309 of the Constitution of India, the Governor of Arunachal Pradesh hereby makes the following rules to regulate the method of recruitment to the post (s) of Librarian, Group 'C' Non-Gazetted, Non-Ministerial in the Department of Health & Family Welfare, under the Government of Arunachal Pradesh namely :
1. Short title and commencement : (i) These rules may be called The "Recruitment to the post(s) of Librarian, Group'C', Non-Gazetted Non-Ministerial Recruitment Rules, 2022".
(ii) They shall come into force on the date of their publication in Arunachal Pradesh Gazette.
2. Number of posts, classification and Level in Pay Matrix/Pay Level : The number of posts, their classification and the Pay Band and Grade Pay/Pay Level/Pay Matrix attached thereto shall be as specified in columns 2 to 4 in the Scheduled aforesaid.
3. Method of Recruitment, to the said post, age limit: The method of recruitment to the said post, age limit, education qualifications and other matter relating thereto shall be as specified in columns 5 to 13 of the Schedule aforesaid.
4. Disqualification : No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the said posts.
Provided that the Government of Arunachal Pradesh may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rules.
5. Power to relax : Where the Governor of Arunachal Pradesh is of the opinion that it is necessary or expedient so to do, he may, by order for reasons to be recorded in writing and observing the procedures as prescribed under OM No. AR-89/2012 dated 6th March, 2013 and in consultation with the Commission relax any of the provisions of these Rules with respect to any class or category of persons.
6. Repeal and savings : All rules and procedure corresponding to these rules and procedures in force immediately before the commencement of these rules are hereby repealed, provided that any order made or action taken under the rules so repealed shall be deemed to have been validly made or taken under the corresponding provisions of these rules.
Nothing in these rules shall affect reservation/relaxation of age limit and other concessions required to be provided for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.

No. HC(IB)14/2019/Admn/7315-36—In pursuance of the minutes of meeting of the Committee for the Transfer and Posting of Judicial Officers held on 18th December, 2023, Shri Nani Grayu, District and Sessions Judge, Aalo has been recommended for appointment as the Secretary (Justice)-cum-Legal Remembrancer, Government of Arunachal Pradesh.
Further, the District and Sessions Judge, Pasighat will be the In-charge of the District and Sessions Court of Aalo and the Additional District and Sessions Court, Basar till further order(s).
Shri Nani Grayu will hand over the charge of his Court and Office to the District and Sessions Judge, Pasighat upon his appointment to the new assignment.
This Notification will come into effect from the date of issue of appointment order by the Government of Arunachal Pradesh.
