No. EED-12029/13/2023/1145.—Whereas, Smti Nabam Anung, is presently serving at Government Upper Primary School, Lekhi Happa, Naharlagun, Capital Complex.
Whereas the aforesaid Smti Nabam Anung, had executed an affidavit on 12th October, 2022 in the Court of Executive Magistrate Naharlagun District Papum Pare Arunachal Pradesh to change her name from Smti Nabam Anung to Smti Techi Anung Nabam.
Whereas, Smti Techi Anung Nabam has followed and fulfilled all the procedures prescribed for change of name and surname by a Government employee as laid down in OM 1901/187-ESTT(A) dated 12th March, 1987 of Department of Personnel and Training and the Ministry of Home Affairs O.M. No. 62/272-48 ESTT. dated 3rd November, 1948 as amended vide O.M. No. 87/52 ESTT. dated 24th March, 1952.
And now, therefore, Smti Nabam Anung (former name) is hereby allowed to wholly renounce, relinquish and abandon the use of her former name of Nabam Anung and in place thereof, to assume the name Smti Techi Anung Nabam so that she may be hereafter be called and distinguished not by her former name of Smti Nabam Anung but by her assumed name of Smti Techi Anung Nabam.

Sub : Procedure to be followed for issue of 'Last Pay Certificate' in respect of Officers/Officials on
their transfer out from Itanagar Capital Complex.
No. PERS-21011/1/2025/363.— It has come to notice that several Government employees are retaining their quarters even after being transferred from the Itanagar Capital Complex (ICC) without notifiying the Directorate of Housing, which is in violation of the applicable rules and procedures.
In light of the growing concerns regarding encroachment and demolitions of Government quarters in the ICC, it is hereby directed that all Heads of Departments, Heads of Offices and Drawing and Disbursing Officers within the ICC will NOT issue 'Last Pay Certificate (LPC)' to any Government employee on his/her transfer out of the region without obtaining a 'No Objection Certificate' (NOC)' from the Directorate of Housing.
Prior to issuance of NOC, the Directorate of Housing shall verify the aspects of allotment of the quarter, checking of the inventory of furniture and other items and will ensure that the keys of the quarter/flat have been returned by the transferred employee.
All concerned authorities are instructed to adhere strictly to these guidelines.

P.G. of Fire and Emergency Services Department who have completed 20 (twenty) or more than 20 (twenty) years of service in the rank of Head Constable (Mechanic) without any consequential financial benefit subject to fulfillment of the following conditions:
(i) That he must have completed 20 years or more service as on the 1st January of the year 2024 vis-à-vis granted 2nd or 3rd ACP/MACP.
(ii) The Special Grade to H/C Mechanic will be granted strictly as per inter-se-seniority to resolve the undue stagnation of Head Constable Mechanic in F and ES Department.
(iii) A Head Constable Mechanic who has been designated as SFO Mechanic (Special Grade) will be promoted to the grade of SFO Mechanic as and when his turn comes in the regular line of promotion as per existing Rules and Regulations, unless he is found ineligible.
(iv) SFO Mechanic (Special Grade) will be the personal rank of the person so designated.
(v) The person so designated will be eligible to wear the uniform of SFO Mechanic with the badge of one Star each on both shoulders.
(vi) He will not be eligible for higher pay and allowances by the grant of this rank of SFO Mechanic (Special Grade).
(vii) His seniority will not be changed in the cadre of the H/C Mechanic on the grant of this rank of SFO Mechanic (Special Grade).
(viii) A H/C Mechanic who has been granted SFO Mechanic (Special Grade) will continue to perform the same duty of H/C Mechanic. In case, he does not perform the assigned duty, concerned SP shall furnish the detailed report to F and ES (HQ) for decision of Head of Office/Head of the Department to discontinue the grade of SFO Mechanic (Special Grade) in favour of that defaulter.
(ix) The H/C Mechanic who has been granted SFO Mechanic (Special Grade) will require to submit a written acceptance of the conditions of grant of the Special Grade along with an undertaking prior to his joining in the Special Grade or his candidature will be deemed cancelled.

(v) The regular posts shall be filled/abolished as under :
(a) All the regular vacant posts for direct recruitment and the vacant posts due to repatriation of the officers/officials on deputation shall be abolished immediately on occurrence of the vacancy.
(b) All the regular promotional vacancies can be filled by promotion from the eligible feeder cadre of the respective parents Department, as per the existing Recruitment Rules. However, when there is no eligible officer in the feeder cadre of the respective parent Department, the said vacant posts shall be abolished.
(vi) The vacant casual/contingency/contractual and post(s) shall be abolished immediately on occurence of the vacancy.
(vii) The manpower (Regular, Contractual and Contingency etc.) in these departments shall be re-deployed to other works department for functional purposes (they shall continue to draw pay and allowances from parent department). The redeployment of staff will be examined on case-to-case basis by a committee under the Chairmanship of Principal Secretary, PWD and its recommendations will be put up for direction of the Government.
(viii) In case of any issue in operationalizing the above decisions, the matter shall be placed before the Chief Secretary for resolution of the same.
