No. CMRRS/2025/02.—The Governor of Arunachal Pradesh is pleased to order that the Chief Minister Renal Replacement Society (CMRRS) is hereby renamed as the Chief Minister Organ Transplant Society (CMOTS), with a view to expand and strengthen the scope of financial assistance in Organ Transplantation Services in the State.

Accordingly, the scheme implemented under this society shall henceforth be known as the Chief Minister Organ Transplant Scheme (CMOTS). The associated fund under the scheme shall be referred to as the Chief Minister Organ Transplant Fund (CMOTF).

This change shall take effect immediately and all existing references to CMRRS in official records shall be deemed to refer to CMOTS henceforth.

No. APBRDA/GB/01/07 (Part-2).— The Governor of Arunachal Pradesh is pleased to re-constitute the State Level Executive Committee (SLEC) under the Governing Body of Arunachal Pradesh State Bamboo Mission (SBM) to guide the policy and implementation of various programmes and activities coming under the ambit of the re-structured National Bamboo Mission, Ministry of Agriculture and Farmers Welfare, Government of India.

This supersedes GoAP Notification No. SBDA/05/2018-19/02, dated 14th October, 2019 constituting the State Level Executive Committee (SLEC) under State Bamboo Mission (SBM).

The State Bamboo Mission (SBM) is anchored in the Department of Agriculture, Arunachal Pradesh vide order No. AGRI/SBM-01/2018-19, dated Itanagar, the 21st February, 2022.

This notification issues with the approval of the competent authority vide File No. APBRDA/GB/01/07 (Part-2).

No. AGRI./SBM-01/2018-19.—In 2017, an amendment was made to the Indian Forest Act, whereby Bamboo was removed from the category of trees. Accordingly, the National Bamboo Mission Project, which was earlier under the Ministry of Forest and Environment, Government of India, was transferred to Ministry of Agriculture and Farmer's Welfare, Government of India.

Further, vide letter D.O. No. 15-01/2017-CC, dated 7th May, 2018, the Ministry of Agriculture and Farmer's Welfare, Government of India has directed the State Government to designate the Nodal Department for anchoring the mission in the State and nominate the Mission Director (MD), State Bamboo Development Agency (SBDA).

The matter was reviewed by the Agriculture Production Commissioner on 1st May, 2025, wherein representative from the Department of Agriculture and Department of Forest and Environment were present.

Accordingly, with the approval of the competent authority, the State Bamboo Mission is hereby transferred and placed under the Department of Agriculture.

Henceforth, the matter of National Bamboo Mission will be anchored in the Department of Agriculture, Government of Arunachal Pradesh in terms of the Arunachal Pradesh Transaction of Business Rule, 2012.

This shall come into force with immediate effect.

This supersedes all previous orders in this matter.

(d) He shall submit his ACRs/APARs for the last 5 years, VCR and property returns to the pointing authority within 3 (three) months from the date of issue of the appointment order.

(e) In the event of any discrepancies arising regarding the inter-se-seniority, PwBDs certificate, etc. of the officer, his functional appointment to the post of Assistant Engineer shall be revoked and he may be reverted back to his original post of Junior Engineer with immediate effect.

(f) The other terms and condition which are not specified herein shall be governed by the relevant rules and orders of the Government in force from time to time.

The transfer and posting of officer will be processed in separate file for approval and decision of competent authority shortly. In the meantime, he is directed to report to the Executive Engineer, Yupia WRD Division untill further order.
