NOTIFICATION
The 23rd January, 2026
No. FOR. 133/EA/SFS/2024.—In exercise of the powers conferred by the provison to Article 309 of the Constitution of India the Governor of Arunachal Pradesh hereby makes the following rules to regulate the method of recruitment to the post(s) of Special Tiger Guard Group - C Non-Gazetted (Non-Ministerial) under Special Tiger Protection Force in the Department of Environment, Forest and Climate Change, Government of Arunachal Pradesh:
1. Short title and commencement : (i) These rules may be called the "Special Tiger Guard under Special Tiger Protection Force (STPF) Recruitment Rules, 2025".
(ii) They shall come into force from the date of its publication in the Arunachal Pradesh Gazette.
2. These rules shall apply to the posts as specified in column 1 of the Schedule-I Annexed to this Rule.
3. Number of posts, classification and Pay Level in the Pay Matrix : The number of posts, their classification and the Pay Level in the Pay Matrix attached thereto shall be as specified in the columns 2 to 4 in Schedule aforesaid.
4. Method of Recruitment, age limit and other qualifications etc. : The method of recruitment to the said posts, age limit, educational qualifications and other matter relating thereto shall be as specified in columns 5 to 13 of the Schedule aforesaid.
5. Disqualification : No person,
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living has entered into or contracted marriage with any person shall be eligible for the appointment to the said posts.
Provided that the Governor of Arunachal Pradesh may, if satisfied that such marriages permissible under the personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing exempt any person from the operation of this rule.
6. Power to Relax: Where the Governor of Arunachal Pradesh is of the opinion that it is necessary or expedient so to do, he may, by order for reasons to be recorded in writing and observing the procedures as prescribed under OM No. AR-89/2012 dated 6th March, 2013 and in consultation with the Arunachal Pradesh Staff Selection Board relax any of the provisions of these Rules with respect to any class or category of persons.
7. Repeal and Saving: All rules and procedures corresponding to these rules and procedures in force immediately before the commencement of the rules are hereby repealed.
Provided that any order made or action taken under the rules so repealed shall be deemed to have been validly made or taken under the corresponding provisions of these Rules.
Nothing in these rules shall affect reservation/relaxation of age limit and other concessions required to be provided for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.

(b) 75% by direct recruitment on the basis of merit adjudged through a written competitive examination conducted by the Arunachal Pradesh Staff Selection Board in terms of Omnibus Rules issued vide Notification No. AR-27012/2/ 2022-SECT-1-AR dated 14th August, 2023 as amended from time to time. |

| 11. | In case of recruitment by promotion/deputation, grades from which promotion/deputation/ absorption to be made. | (a) 25% by absorption from amongst Contingency Forest Protection Watcher/STPF engaged under CSS-Project Tiger in the Tiger Reserves who have completed 10 (ten) years continuous service, duly recommended by Departmental Selection Committee comprises of the following : (i) PCCF (WL and BD) - Chairman (ii) CF (HQs) - Member (iii) CF/DCF (WL and BD) - Member (iv) Representative from Personnel - Member Department not below the rank of JS/US (v) Representative from Police - Member Department not below the rank of DIG (vi) Field Director/DFO of concerned - Member Tiger Reserve (vii) One APST Group "A" Officer, if - Member none of the member belong to APST and who possess minimum physical standards as prescribed at column 7(i), (ii) and (iii) of schedule. Failing which direct recruitment (b) During the probation period they will have to successfully complete the professional induction cum jungle combat training of 6 (six) months in a recognized training institute allocated by the Department. (c) After attaining the age of 40 years Special Tiger Guards of Special Tiger Protection Force (STPF) shall be absorbed in the Department as Forest Guard subject to the availability of vacancies based on recruitment seniority. He/she will also not get any increment till he/she completes the training successfully. |

No. HOME-11011 (13)/102/2022/10546.—In partial modification of the Notification No. HOME-11011(13)/ 102/2022 dated 14th February, 2023 pertaining to the Recruitment Rules of Sub Fire Officer (Driver) and Sub Fire Officer (Mechanic) Group 'C', Non-Gazetted (Non-Ministerial), following corrections are hereby issued:
(i) In Column 4 of Schedule-II of the Recruitment Rules in respect of Sub Fire Officer (Driver), Directorate of Fire and Emergency Services:

(ii) In Column 11 of Schedule-I of the Recruitment Rules in respect of Sub Fire Officer (Mechanic), Directorate of Fire and Emergency Services:

11. Promotion from Head Constable (Mechanic), in the Pay Matrix Level - 4 ` 25,500 - 81,100 PM. + allowances with minimum 5 (five) years of regular services in the grade.
All other contents of the said Notification shall remain unchanged.
