No. 265031/F/DDM-17/1/2021/8046-59.— In pursuance of the exigencies related to Disaster preparedness, response and mitigation and in accordance with the provisions of the Disaster Management Act, 2005, under which the Department of Disaster Management is mandated to coordinate, control and manage emergency and civic response services during natural Disasters and unforseen calamities, it is hereby notified that all vehicles pertaining to the Department of Disaster Management deployed for field duties and as a part of the Incident Response System (IRS), both at the State and District Level, shall be exempted from requisition by any other Department/Office/Agency.
These vehicles shall remain exclusively available for deployment by the Department of Disaster Management to ensure uninterrupted and timely Disaster Management Operations.
All Departments and Authorities concerned are directed to strictly comply with the above instructions.
This notifications shall come into force with immediate effect.

Terms of reference :
1. Examine and approve various short term as well as long term flood protection measures and their priorities.
2. Scrutinise estimates for the Flood Control Projects costing more than 70 (seventy) lakh rupees. Finalize the same with modification as considered necessary and as per advice of the Technical Advisory Committee formed to assist the Board and approve the schemes for issuing administrative approval by the Water Resources Department, Government of Arunachal Pradesh as per norms laid down by the Planning commission from time to time. It will also examine and approve the Projects costing less than ` 70 (seventy) lakh, specifically referred by the TAC for the purpose.
3. Examine and decide all proposal for preparation of Design and for obtaining expert advice.
4. Examine and approve from time to time the delegation of powers, both technical and financial as it may deem necessary to the officers of the State Government for efficient execution of the projects.

The Principal, Police Training Centre (PTC), Banderdewa shall function as the ex-officio Commandant of the Central Training Institute and shall oversee all training matters of the Home Guards Organisation, in accordance with the provisions of the aforesaid Rules.
