NOTIFICATION
The 16th June, 2026
No. CLMCA-20025/4/2021.—In exercise of the powers conferred by sub-section (2) of Section - 53 of the Legal Metrology Act, 2009 (1 of 2010), the State Government hereby makes the following rules further to amend the Arunachal Pradesh Legal Metrology (Enforcement) Rules, 2011, namely: -
1. (1) These rules may be called the Arunachal Pradesh Legal Metrology (Enforcement) (Amendment) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Arunachal Pradesh Legal Metrology (Enforcement) Rules, 2011, in rule 11, in sub- rule (1), (2), (3), (4) the following shall be substituted: -
("1) Every manufacturer or repairer, or dealer in weights and measures shall make online application through the single window portal constituted under The Arunachal Pradesh Ease of Doing Business Act, 2021 with URL:https://eodb.arunachal.gov.in for the purpose of applying for license in weights and measures for manufacturer, repairer and dealer of weights and measures, with details as below: -
(i) The procedure and documents required for online submission of applications for licenses shall be as specified in Annexure - 'A'.
(ii) A license issued under the Act shall be based on self-declaration, provided the applicant submits along with an undertaking, as per Annexure - B in compliance of the provisions of Legal Metrology Act, 2009 and Arunachal Pradesh Legal (Enforcement) Rules, 2011 and as amended from time to time.
(iii) The license shall be valid for a period of 5 (five) years and shall be applied for renewal within a period not less than 30 (thirty) days from the date of expiry of license.
(iv) No prior inspection shall be required for grant of the license and the license shall neither be saleable nor transferable.
(v) On submitting required documents and fee, these licenses under the Act shall be granted within 15 working days from the date of submission of application, otherwise the license shall be automatically granted."

4. Sub-rule (7) be read as sub-rule (4),
5. Sub-rule (8) be read as sub-rule (5),
6. Sub-rule(9) be read as sub-rule (6),
7. Sub-rule(10)*repealed.

Annexure-'A'
See rule-11(1) of Arunachal Pradesh Legal Metrology (Enforcement) (Amendment) Rules, 2026 1. Name of Organization to whom application is to be submitted : Legal Metrology;
2. Name of Services :-
(i) License to manufacture weight and measure.
(ii) License to repair of weight and measure.
(iii) License to deal in weight and measure.
3. Provision of rule applicable : Rule 11 of the Arunachal Pradesh Legal Metrology (Enforcement)
Rules, 2011.
4. Procedure to be followed (for online processing):
(i) Submission of application through https://eodb.arunachal.gov.in under jurisdiction where the applicant desires to apply for.
(ii) Uploading required documents.
(iii) Scrutiny of application and documents by the Legal Metrology Officer (LMO) concerned i.e at applicant's district level.
(iv) Intimation of deficiencies, if any, to the applicant for removal of the same.
(v) After removal of deficiencies, the application forwarded to Technical Assistant, Headquarter.
office for put up for consideration.
(vi) Depending on veracity of information, final decision to be taken by the Controller.
(vii) Review by the Controller and issue of signed license in the eligible cases to be
viewed/downloaded by the applicant using login.
5. Procedure to be followed for renewal of license (for online processing):
(i) Submission of application through https://eodb.arunachal.gov.in under jurisdiction where the applicant desires to apply for.
(ii) Scrutiny of application and documents by the Legal Metrology Officer (LMO) concerned, i.e at applicant's district level.
(iii) Intimation of deficiencies, if any, to the applicant for removal of the same.
(iv) After removal of deficiencies, the application forwarded to Technical Assistant, Headquarter office for put up for consideration.
(v) Depending on veracity of information, final decision to be taken by the Controller.
(vi) Review by the Controller and issue of signed license in the eligible cases to be
viewed/downloaded by the applicant using login.
6. Documents to be furnished with the application:-
(a) Check List for License of Manufacturer of Weights and Measures:-
(i) Pan Card*
(ii) Aadhar Card*
(iii) Passport size photo*
(iv) Trading Licence*
(v) GST Registration Certificate
(vi) Experience Certificate from Manufacture/Dealer/Repairer
(vii) Required Fee : ` 500
(viii) Timeline of Service :-15 Days.
(b) Check List for Repairer of Weights and Measures:-
(i) UBIN*
(ii) Candidate Photograph*
(iii) Trading Licence*
(iv) VAT/IT Number/GST*
(v) Experience Certificate from manufacturer/dealer/repairer*
(vi) Pan card etc*
(vii) Aadhar Card*
(viii) Required Fee : ` 100 per year for repairing all types of weights, capacity measures, length measures, beam scales and counter machines

(c) Check List for Fresh License as Dealers of Weights and Measures:-
(i) Aadhar Card*
(ii) Pan Card*
(iii) GST Registration Certificate*
(iv) Trading Licence*
(v) Authorization letter issued by manufacturer to sell weight or measure*
(vi) Lease Agreement
(vii) General Power of Attorney
(viii) Company Tie up Agreement
(ix) Dealerships license on weights and measures (if partnership)
(x) Required Fee : ` 100
(xi) Timeline of Service : 15 Days
