NOTIFICATION

No. DOI-13014/22/2026/3057-63.— Partial modification of Chapter 1 'Objectives" of Arunachal Pradesh Industrial Development Investment Policy, 2025, that State Government hereby notifies the following provisions :
1. The State Government shall consider unlocking vacant or under-utilised land in existing industrial clusters by reassessing and liberalising the Industrial Area Allotment norms to ensure land parcel flexibility, land-use flexibility and flexibility to sub-lease, transfer or re-assign industrial plots. In order tp provide a viable exit route to industrial units, flexibility shall be allowed for sub-leasing or re-assignment of plots, including transfer to joint ventures or subsidiaries, subject to prescribed conditions.
2. Flexible development norms are permitted within industrial areas, including higher FAR, reduced setbacks, increased ground coverage, allowance on smaller plots, common parking and relaxation of height restrictions, along with concessional land-use conversion rates and targeted waivers of duties and fees, to lower operational costs and encourage growth, particularly for MSMEs. Additionally, State Government shall consider allowing EWS or local-cost housing within industrial areas and promote the 'walk-to-work' concept, including housing for potential workers.
3. Adoption of the Public Private Partnership (PPP) model for provision of state-of-the-art infrastructure and services shall be permitted within industrial areas for the following facilities:
• Common Effluent Treatment Plants (CETP)/ETP/STP
• Solid and hazardous waste management facilities
• Fire stations, fire safety systems and emergency response facilities.
• Power distribution systems, substations, renewable energy infrastructure

• Skill development centres, training institutes
• Logistics, warehousing, truck terminals and parking facilities.
• Estate management services including security, landscaping and maintenance etc.
• Any other projects as decided by the State Government from time to time.
4. The State Governemnt shall consider providing adequate fire safety mechanisms in industrial areas, including public fire hydrants and other common facilities such as effluent treatment plants, worker safety and welfare amenities and creche facilities. One-time or periodic user charges from industrial units towards provision and maintenance of such common facilities shall be applied.
5. The State Government shall also permit industrial units located outside industrial areas to pool resources to meet compliance requirements relating to worker safety, worker welfare, fire safety, effluent treatment and other statutory obligations, subject to prescribed conditions.
6. This Notification shall come into force with immediate effect and shall be read as an Addendum to the State Industrial Policy.

Sub:- Implementation of Cabinet Decisions on Austerity Measures and Administrative Reforms.
No. GAD-33/2026.— In pursuance of the decision taken by the State Cabinet in its meeting held on 14th May, 2026 and consequent upon appeal made by the Hon'ble Prime Minister, the following austerity measures and administrative reforms are issued for immediate implementation across all Departments, Directorates, Government Educational Institutions and subordinate offices under the Government of Arunachal Pradesh.
1. No foreign travel shall be undertaken by Hon'ble Ministers and Government Officials for the next one year.
2. Convoys of the Hon'ble Chief Minister, Hon'ble Deputy Chief Minister and Hon'ble Ministers shall be reduced by 50%.
3. A "Virtual First" policy shall be adopted for all official meetings, conferences and reviews, wherever feasible.
4. Tickets for unavoidable official travel shall be booked at least 15 (fifteen) days in advance.
LTC travel tickets shall be booked at least 45 (forty-five) days in advance.
5. All Subordinate Offices, SDO Headquarters, AC Headquarters and Circle Headquarters shall ensure 100% adoption of e-office/paperless desk system by March, 2027.
6. Car-pooling and use of public transport shall be encouraged among all Government officers, employees and students of schools and colleges.
7. No procurement of new Government vehicles shall be made except for emergency service requirement vehicles.
8. Air-conditioner temperature settings in Government offices and establishments shall be maintained at 24 C or above to optimize electricity consumption.
9. Minimum use of edible oil shall be encouraged in Government Schools, Colleges, Hospitals, Hostels and Government-run canteens.
10. Certified organic and natural farming practices shall be promoted across the agriculture and horticulture sectors.
11. All Electronics items procured by Government Department and Offices shall be 5-star energy efficiency rated.
12. All Departments and Offices shall encourage the "Buy Swadeshi, Buy Local" initiative for strengthening the nation and empowering local communities.
All Heads of Departments and Heads of Offices shall strictly adhere to the above Cabinet decisions and issue necessary instructions to their subordinate offices /establishments for ensuring immediate and strict compliance.
This Notification shall come into force with immediate effect.

No. LMD-11014/7/2025/E-225688/373.—In exercise of the powers conferred by the proviso to Article 309 of the constitution of India, the Governor of Arunachal Pradesh is pleased to make the following rules to regulate the method of recruitment to the post(s) of Senior Computer Assistant, Group-'C', Non-Gazetted, Ministerial in the Department of Land Management under the Government of Arunachal Pradesh, namely:
1. Short title and commencement : (i) These rules may be called "The Arunachal General Service,
Group-'C', Non-Gazetted (Ministerial) Senior Computer Assistant, Recruitment Rules, 2025".
(ii) They shall come into force on the date of publication in the Arunachal Pradesh Gazette.
2. These rules shall apply to the posts as specified in column 1 of the Schedule annexed to this rule.
3. Number of posts, classification and Level in the Pay Matrix: The number of posts, their classification and the Level in the Pay Matrix attached thereto shall be as specified in column 2 to 4 in the Schedule aforesaid.
4. Method of recruitment, age limit and other qualifications etc: The method of recruitment to the said posts, age limit, educational qualifications and other matter relating thereto shall be as specified in column 5 to 13 of the Schedule aforesaid.
5. Disqualification: No person; unless-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for the appointment to the said posts.
Provided that the Governor of Arunachal Pradesh may, if satisfied that such marriage is permissible under the personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.
6. Power to relax: Where the Governor of Arunachal Pradesh is of the opinion that it is necessary or expedient so to do, he may, by order for reasons to be recorded in writing and in consultation with the Selection Board/Arunachal Pradesh Public Service Commission/Department of Administrative Reforms relax any of the provisions of these rules with respect to any class or category of person.
7. Repeal and saving: All rules and procedures corresponding to these rules and procedures in force immediately before the commencement of these rules are hereby repealed, provided that any order made or action taken under the rules so repealed shall be deemed to have been validly made or taken under the corresponding provisions of these rules.
Nothing in these rules shall affect reservation/ relaxation of age limit and other concessions required to provide for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.

The Arunachal Pradesh Gazette, June 15, 2026 58NOTIFICATION The 27th May, 2026 No.LMD-11014/7/2025/E-225688/419.—In exercise of the powers conferred by the proviso to Article 309 of the constitution of India, the Governor of Arunachal Pradesh is pleased to make the following rules to regulate the method of recruitment to the post(s) of Computer Assistant, Group-'C', Non-Gazetted, Ministerial in the Department of Land Management under the Government of Arunachal Pradesh, namely:
1. Short title and commencement : (i) These rules may be called "The Arunachal General Service, Group-'C', Non-Gazetted (Ministerial) Computer Assistant, Recruitment Rules, 2025".
(ii) They shall come into force on the date of publication in the Arunachal Pradesh Gazette.
2. These rules shall apply to the posts as specified in column 1 of the Schedule annexed to this rules.
3. Number of posts, classification and Level in the Pay Matrix: The number of posts, their classification and the Level in the Pay Matrix attached thereto shall be as specified in column 2 to 4 in the Schedule aforesaid.
4. Method of recruitment, age limit and other qualifications etc: The method of recruitment to the said posts, age limit, educational qualifications and other matter relating thereto shall be as specified in column 5 to 13 of the Schedule aforesaid.
5. Disqualification:- No person-
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for the appointment to the said posts.
Provided that the Governor of Arunachal Pradesh may, if satisfied that such marriage is permissible under the personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rules.
6. Power to relax:- Where the Governor of Arunachal Pradesh is of the opinion that it is necessary or expedient so to do, he may, by order for reasons to be recorded in writing and in consultation with the Selection Board/Arunachal Pradesh Public Service Commission/Department of Administrative Reforms relax any of the provisions of these rules with respect to any class or category of persons or posts and after following procedures as laid down in Government OM No.AR-89/2012/599 dated 6th March, 2013.
7. Repeal and saving:- All rules and procedures corresponding to these rules and procedures in force immediately before the commencement of these rules are hereby repealed, provided that any order made or action taken under the rules so repealed shall be deemed to have been validly made or taken under the corresponding provisions of these rules.
Nothing in these rules shall affect reservation/ relaxation of age limit and other concessions required to provide for the Arunachal Pradesh Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Government of Arunachal Pradesh from time to time in this regard.
