DECLARATION
The 5th February, 2026
(Under Section (19) of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013)
No. LMD-13011/26/2025/440.—WHEREAS, it appears to the Governor of Arunachal Pradesh that a total area of 93.90 Hectares (939000 Sq. mtrs) of land is required at Kantang and Khimiyang Circle of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Fence and Road along Fence from BP-166 to BP-167 KM (10 KM) (0.00 KM to 10 KM )-9 Hectares, Construction of Fence and Road along Fence from BP-167 to BP-168 KM (16 KM) (0.00 KM to 16 KM)-14.400 Hectares, Approach Road for BP-167 (24 KM)(0.00 KM to 24.00 KM)-36 Hectares and Approach Road for BP-168 (23 KM) (0.00 KM to 23.00 KM)-34.50 Hectares" by the Border Roads Organization, 103-RCC (GREF), C/o 99 APO.
ANDWHEREAS, a preliminary notification as required under Section 11 Read with Section 40(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 was issued by the Department of Land Management vide Memo No. LMD-13011/26/2025/1205 Dated Itanagar, the 22nd August, 2025 notifying the intention of the State Government for acquiring of 93.90 Hectares (939000 Sq. mtrs) of the said land and inviting public claims and objections to the proposed acquisition of land any.
AND WHEREAS, the Deputy Commissioner, Changlang District, vide his Memo No. C/LR/LA-IMB (BP-166 to 168)/25 Dated Changlang, the 19th January, 2026 certified that land is private land (except RF area and any other Government land) and free from public and Government projects and that there are no project affected families and therefore no compensation towards Rehabilitation and Resettlement are required to be paid under Section 31 of the LARR Act and has requested the State Government to issue the draft declaration under Section 19 of the LARR Act, 2013.
And WHEREAS, the Appropriate Government is pleased to note that it is satisfied that Chapters-II and III and Section-15 and 16 shall not apply to acquisition process in respect of the said land at Khimiyang Circle of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Fence and Road along Fence from BP-166 to BP-167 KM (10 KM) (0.00 KM to 10 KM )-9 Hectares, Construction of Fence and Road along Fence from BP-167 to BP-168 KM (16 KM) (0.00 KM to 16 KM)-14.400 Hectares, Approach Road for BP-167 (24 KM) (0.00 KM to 24.00 KM)-36 Hectares and Approach Road for BP-168 (23 KM) (0.00 KM to 23.00 KM)-34.50 Hectares".
AND NOW, therefore the Governor of Arunachal Pradesh is pleased to issue the Declaration under Section 19 of the Act specifying that the piece of land measuring 93.9 Hectares (939000 Sq. mtrs) at Kantang and Khimiyang Circle of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Fence and Road along Fence from BP-166 to BP-167 KM (10 KM) (0.00 KM to 10 KM)- 9 Hectares, Construction of Fence and Road along Fence from BP-167 to BP-168KM (16KM) (0.00 KM to 16KM)-14.400 Hectares, Approach Road for BP-167 (24 KM) (0.00 KM to 24.00 KM)-36 Hectares and Approach Road for BP-168 (23 KM) (0.00 KM to 23.00 KM)-34.50 Hectares". by the Border Roads Organization, 103-RCC (GREF), C/o 99 APO is being acquired. The Governor of Arunachal Pradesh is further pleased to order as under:
(i) Except such parts of the mines and minerals which may be required to be dug or removed or used during construction phase of the project for the purpose of which land is being acquired, no mines, minerals, iron, stone, slate and others minerals lying shall be extracted or removed.
(ii) A plan of the land may be inspected in the office of the Collector and DLRSO, Changlang District on any working day during the working hours.
