DECLARATION
The 12th December, 2025
(Under Section 19 of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013)
No. LMD-13011/20/2025/65.— WHEREAS, it appears to the Governor of Arunachal Pradesh that a total area of 36 Hectares (360000 Sq. mtrs) of land is required at Nampong-Vijaynagar area under Jairampur Sub-Division of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Nampong-Vijaynagar Road (15.000 KM to 30.00 KM)" by the Border Roads Organization, 103-RCC(GREF), C/o 99 APO.
AND WHEREAS, a preliminary notification as required under Section 11 Read with Section 40(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 was issued by the Department of Land Management vide Memo No. LMD-13011/20/2025/1121 dated Itanagar, the 18th August, 2025 notifying the intention of the State Government for acquiring of 36 Hectares (360000 Sq. mtrs) of the said land and inviting public claims and objections to the proposed acquisition of land if any.
AND WHEREAS, the Deputy Commisssioner, Changlang District, vide his Memo No. C/LR/FH/23/127-132 dated Changlang , the 31st July, 2024 certified that land is private land (except RF area and any other Government land) and free from public and Government projects and that there are no project affected families and therefore no compensation towards Rehabilitation and Resettlement are required to be paid under Section 31 of the LARR Act and has requested the State Government to issue the draft declaration under Section 19 of the LARR Act, 2013.
AND WHEREAS, the Appropriate Government is pleased to note that it is satisfied that Chapter-II and III and Section-15 and 16 shall not apply to acquisition process in respect of the said land at Manmao area under Jairampur Sub-Division of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Manmao-Hedman Road (0.000 KM to 30.00 KM)".
AND NOW, therefore the Governor of Arunachal Pradesh is pleased to issue the Declaration under Section 19 of the Act specifying that the piece of land measuring 54 Hectares (54000 Sq. mtrs) at Manmao area under Jairampur Sub-Division of Changlang District, Arunachal Pradesh for public purposes, namely for "Construction of Manmao-Hedman Road (0.000 KM to 30.00 KM)" by the Border Roads Organization, 103-RCC(GREF), C/o 99 APO is being acquired. The Governor of Arunachal Pradesh is further pleased to order as under: (i) Except such parts of the mines and minerals which may be required to be dug or removed or used during construction phase of the project for the purpose of which land is being acquired, no mines, minerals, iron, stone, slate and other minerals lying shall be extracted or removed.
(ii) A plan of the land may be inspected in the office of the Collector and DLRSO , Changlang District on any working day during the working hours.
