No.GLR.71 / 2016 /Β/19.- To make the service delivery system in Inspectorate of Boilers rational and simple under ease of doing business , the Governor of Assam is pleased to notify information regarding format of application , procedure/ checklist , documents , timelines applicable fees , format of approved certificate etc. for inspection and certification of boiler in the state of Assam .
The information enlisted below are notified in Annexure :
I. Standard procedure / steps for Registration of Package Boiler (Annexure - 1 )
II. Standard Procedure/ Steps for Registration of Assemble Boiler (Annexure - II )
III . Standard Procedure/ Steps for Registration of Steam/ feed/ blow down line(Annexure - III )
IV . Standard procedure / steps for Renewal of Certificate of Boiler / Economizer (Annexure- IV)
V. Standard procedure/ step for repairing of Boiler (Annexure - V),
VI . Payments of fees , applicable under Inspectorate of Boilers (Annexure -VI )

Apparently, the above mentioned subject doesn't involve amendment in any related Rules , Acts . If it is observed in future that , amendment of any Acts or Rules is required to give effect to the notification , it will be done accordingly . The notification will be modified/ cancelled accordingly .
This notification will come into force with immediate effect .

6. Form I ( MI Book) s duly filled inby concern officer and it is to be forwarded Inspector , for allotment of the registration Number. to Chief
7. Allotment of Registration Number by the Chief Inspector .
8. Conducting steam test after engraving the registry number ontheboiler .

Application for steam test to be submitted before expiry ofprovisional order.
9. If steam test is satisfactory Concerned Officer makes FormVI and forward to Chief Inspector for countersignature . If steam test is not satisfactory, owner will be informed for rectification.
10. ChiefInspector has to countersign the FormVI and send to the owner with an intimation to concern officer.

Conducting Hydraulic Test as per Regulations and after satisfactory inspection and test , a steaming certificate in Form-V ofIBR will be issued .

Ifthe condition of boiler/ economizer and steam pipeline are not in order , then notice under Sec 8( 5) ( b) of the Act- a defective order ( not fit for use) will be issued with a copy to Chief Inspector .
If the boiler is not ready for inspection , then notice under Sec 14( 2 ) of the Act will be issued with a copy to Chief Inspector. After that the owner have to apply for inspection again alongwith payment of fee .

In case of any defects of boiler/economizer and steam pipeline , repairing shall be proposed through a Repair Order by concern officer and forward the same to Chief Inspector for approval .

Repairing of boiler/economizer . A recognized repairer is to be engaged by theowner.
ii ) List of technical persons of thefirm.
As per convenience of the owner .
iii) List of tools and tackles to be used in repair .

The payment of fees for the following services are to be made into Treasury under the Head of Accounts " 0230- Labour and Employment , 103- Fee for inspection of Steam Boilers " . The treasury challan in original is to be submitted to the Chief Inspector of Boilers , Assam , Lalmati , NH - 37 , P.O : Beltola , Guwahati - 29 .
