As per recommendation of the APSC , Khanapara , Ghy- 22 vide letter No. 114PSC / DR - 19 / 1 / 2012-2013 , dated 10-03-2016 and in the interest of public service , the Governor of Assam is pleased to appoint temporarily the following 6 ( six ) doctors as IMO , ESIS , Assam in the scale of pay of Rs . 12,000 / - to 40,000 / - Grade Pay Rs . 5400 / in the Pay Band- 4 w.e.f. the date of joining at their respective place of posting .

No. AGA./16/2015/55.-Whereas , pending finalization of departmental proceeding, Shri Budhindra Nath Hazarika , District Agricultural Officer , Golaghat was placed under suspension vide notification No.AGA.16/ 2015/ 46, dtd. 12-09-2016 .
And
Whereas departmental proceeding was initiated by issuing show cause notice vide letter No. AGA.16/ 2015/ 49 , dtd . 05-10-2016 for gross negligence and dereliction of duties .
And
Whereas, Shri Budhindra Nath Hazarika District Agricultural Officer , Golaghat (under sussuspension) submitted his reply in defence vide letter No.DAO/GLT/ Personal /BNH / 2016-17/157, dtd.18-10-2016 against the show cause notice .
And
Whereas, after careful examination of the written reply of the charged officer in response to the show cause notice and having regards to the evidence and circumstances appearing in the case, the Governor of Assam is satisfied with the explanation preferred and has decided to drop the charges . Accordingly , the Governor of Assam is pleased to drop the departmental proceeding drawn up against Shri Budhindra Nath Hazarika the then District Agricultural Officer , Golaghat and now consequent upon reinstatement he is posted District Agricultural Officer, Goalpara . The period of suspension will be treated as on duty for all purposes with effect from 12-09-2016 to 02-11-2016.

No. PDS . 45/98/214. In pursuance of the decision taken by the Cabinet in its meeting held on 09-11-2016 , the functions and rank/ pay and allowances/status/ facilities of the Vice Chairman, State Innovation and Transformation Aayog (SITA) will be as follows:
1. The Functions of the State Innovation and Transformation Aayog (SITA) .
i. To evaluate and monitor through the use of new I.T./GPS and other techniques , as well as , by modern economic analysis , the impact and modes of implementation of all Govt . schemes both Central and State, within the State ofAssam.
ii. To advise/guide the areas of coordination and division of responsibilities as well as functioning between the State Government and the next layers of Governance, viz, Panchayati Raj Institutions, Autonomous Councils , Territorial Councils and the Councils for development of different Communities created within the State of Assam
To analyze and suggest improvements in the flow of credit and management of financial resources in the financial and banking sector in the State of Assam.
iv. To advise/guide the State Government on development priorities and needs as well as suggest policy guidelines on (a) identifying these priorities and (b) coordinating with all departments of the State Government in implementing these priorities . In this connection, the State Innovation and Transformation Aayog should be guided by the Sustainable Development Goals and the vision for the State of Assam.
V. To appoint consultants and fund studies/ reports on various issues and also ensure implementation by Departments concerned the recommendations of such studies .
vi. To coordinate and conduct techno - feasibility and viability studies and advise the State Government on critical issues such as (a) regeneration of sick industries in the State of Assam (b) Industrial and infrastructure development in line with Make in Assam and Act East Policy (c) Revival of the tea industry (d) development issues within the Assam Accord and (e) Management and development of river water resources.
vii. To advise the Government on whatever issues are referred to the Aayog.

a. The Vice Chairman of the State Innovation and Transformation Aayog can call any officer of any department and discuss issues linked with the above functions .

No. ΑΒΡ. 129/ 2011 /Pt/187.- Whereas Sri Rakesh Kumar Paul Chairman Assam Public Service Commission was arrested on 4th November 2016 by the Dibrugarh Police as per report received vide CID/Cell- IV/R - 449/2016/2872 dated Guwahati 16th Nov 2016;
Whereas Shri Rakesh Kumar Paul was produced before the Special Judge Guwahati , Assam on 5th November 2016 and has been remanded to Police custody for 14 days by the Court as appears from the copy of the order of the Court dated 5th November 2016.
Whereas , as per the Rule 17 read with Schedule at Annexure - A of the Assam Public Service Commission (Procedure and Conduct of Business ) Rules 2010, it is the procedure that Chairman of the Public Service Commission decides all matters related to General administration and Financial maters including sanction and expenditure of budget .
Whereas, the Commission has several pre -determined schedules for holding interviews and examinations for various services and posts on day to day basis ;
Whereas, the Governor of Assam has placed Shri Rakesh Kumar Paul Chairman APSC under suspension with immediate effect vide No GSA 21 / 2010 /Pt.1 dated 25th November, 2016;
Whereas , in absence of the Chairman, the regular work schedules of the Commission cannot be deferred indefinitely, Whereas , the Secretary Assam Public Service Commission has conveyed a request for restoring normal functioning of the Commission vide No 121 PSC /ESC -4 / 2007-2008 dated 11th November 2016 and
Whereas the Article 316 ( 1A) of the Constitution of India provides that:
If the office of the Chairman of the Commission becomes vacant or if any such Chairman is by reason of absence or for any other reason unable to perform the duties of his office, those duties shall , until some person appointed under clause ( 1 ) to the vacant office has entered on the duties thereof or , as the case may be , until the Chairman has resumed his duties, be performed by such one of the other members of the Commission as the President , in the case ofthe Union Commission or a Joint Commission , and the Governor of the State in the case of a State Commission, may appoint for the purpose" .
Now therefore, the Governor of Assam, in exercise of powers under Article 316( 1A) of the Constitution hereby appoints Brig Ranjit Bortrhakur (Retd) , Member , Assam Public Service Commission to perform the duties of the office of the Chairman until further order or till the date ofhis retirement whichever is earlier .

If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3. Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.

This contract is liable to be cancelled if either the contractor or any his employees is found at a time to be such a person who had not obtained the permission of the Government as aforesaid before sub of the tender or engagement in the contractions service.
