No. GAG (B) 421/2016/68.- The review meeting of the Deputy Commissioners and Superintendents of Police was held on 29th September 2016 at AASC , Khanapara. List of Participants are placed at Annexure I , II & III .

At the outset of the meeting Shri P. K. Tiwari , IAS , Principal Secretary, Revenue & D. M. , General Administration, & Secretariat Administration Department requested Shri K. K. Mittal , IAS, Additional Chief Secretary, Agriculture etc. Department to initiate the meeting. Accordingly Shri K. K. Mittal , IAS , Additional Chief Secretary, Agriculture etc. Department addressed the Hon'ble Chief Minister, other Hon'ble Ministers and distinguished participants and asserted that this is an annual exercise wherein all the senior officers interact with Deputy Commissioners and Superintendents of Police and believe that the meeting will discuss problems in thread bare and the outcome will be very fruitful . The DCs and SPs are expected to bring out their views and problems . Thereafter the Hon'ble Chief Minister, Assam addressed the conference with his valuable speech.

The Hon'ble C.M. urged upon the Deputy Commissioners and Superintendents of Police to work at the best of their abilities to make Assam a leading state in the country and this should be the basic responsibility. He emphasised on the programme of " SABKA SATH SABKA BIKASH" to address the poorest of the poor sections of the society for making a visible change in the country.

The Hon'ble Chief Minister stated that "NRC " and the issue of Illegal Immigrants are national issues and we are proud to prepare the NRC after 70 years of independence. Therefore the DC's and all employees should work dedicatedly to prepare an "error free" NRC by 2017 .

The Hon'ble C.M. stressed on the creation of a corruption free society for which every citizen/ employees/ officers should be vigilant, conscious and work in a dedicated manner .

The Hon'ble Chief Minister Stated that all employees/officers should know that "Respect is not demanded, it is commanded" . The DCs/SPs should visit the villages and interact with theGaon Bura at the grassroot level , identify the poorest family in each village .

The Hon'ble Chief Minister urged for discussion with the senior citizens and collect information on the way of working of the present Govt . discuss the better functioning of Govt. schemes . DC's should be vigilant on the construction of PWD roads . He asked the DCs to discuss with Agriculture officer to prevent further onslaught of rest on crops. Infrastructure should be constructed around the field engaging NGO's , Youth clubs to prevent further onslaught of rests .

The Hon'ble Chief Minister stressed on the need for initiative to be taken by DCs for Digital Literacy programme. DCs . and SPs should be strict on eviction of illegal encroachers specifically from the Satras , Tribal Belts and Blocks and Forests . DCs /SPs to monitor the proper implementation of " Swacch Bharat Abhiyan" . They should take weekly meetings with all departments .

The Hon'ble Chief Minister asked DCs And SPs of South Salmara- Mankachar, Cachar and Karimganj to hold meeting jointly to expedite the acquisition of land for border sealing. Cattle smuggling should be looked upon seriously. He asked all the DCs and SPs to submit report on social and economical status of the Char areas by physically visiting them.

The Hon'ble Chief Minister also spoke on trans border terrorism and creation of aterrorism free state . He urged the DCs/ SPs to develop Public Relation with the people and try tobring solutions at the district level .

Slogan for corruption free state "I will not give; I will not take".

NRC :

Action points for all Deputy Commissioners and Superintendents of Polices .

1.1 Sri PrateekHajela, IAS, State Co- ordinator, NRC stressed on the need for increasing the rate of office verification in all districts .

1.2 Quality checks done by the DRCR, CRCR, LRCR should continue and done in an extensive manner.

1.3 The landdocuments verified during NRC office verification should be thoroughly checked to prevent any scrupulous or duplicacy ofrecords .

1.4 The DCs were directed to attend a separate training on NRC process on 30.9.2016 at the state NRC office .

Π. LAW AND ORDER Actionpoints for all Superintendents of Police .

2.1. Sri HemantaNarzary, IAS, Principal Secretary directed all the SPs to develop a defence mechanism for strengthening the intelligence gathering to prevent any law and order situation.

2.2. SPs should focus on crimes against women, child trafficking , kidnapping internet / cyber crimes for which they should work unitedly with the civil administration.

2.3. Conviction rates for all crimes are poor, so SPs were instructed to co-ordinate with thepublicprosecutor.

2.4. Smti . L. S. Changsan, IAS, Commissioner & Secretary instructed the SPs and DCs to gather knowledge about post draft NRC publication and any apprehension of untoward situation and also to go continuous clearing of illegal encroachments.

2.5. The SPs were instructed to maintain vigil on the S.T. status of six communities demand and anti S.T. status of six communities demand group .

2.6. SPs were also instructed for speedy registration and proper and timely investigation of cases as the Police Accountability Commission is taking serious note on non registration of FIR's.

2.7. SPs were instructed for continuous vigil in disturbed areas to check crime against women, crime against children, cyber crimes , etc.

2.8. Deputy Commissioners impressed upon all for holding of crime conference in all districts in a structured manner.

2.9. DCs should take necessary action for timely submission of post - mortem reports and MVI reports through medical and transport Department to expedite the pending accident cases .

DCswill be the DDO for Foreigners Tribunals .

2.12. DCsshould also mark " D " status against the voters on any referral cases to Foreigners Tribunal .

SWACCH BHARAT MISSION (GRAMIN) :

Action points for Deputy Commissioners :

3.1

Sri Siddhartha Singh , IAS, Secretary, PHE Department instructed the DC's to concentrate on the ODF programme . MIS should be updated . Planning should be done in the terms of materials , and monitoring in the field to target individual' house hold latrine (IHHL) . Capacity building amongst all stakeholders block wise should be targeted. DCs were further instructed to fix monthly target of Gaon Panchayats and Villages to be made ODF.

3.2 The Commissioner to C.M. asked the DCs to submit UCs on ODF before 7/10/2016. DCs should target 4 to 5 villages every month to be made ODF.

3.3 Shri MGVK Bhanu, IAS , Additional Chief Secretary in his speech on Swacch Bharat (Urban) stressed for the need of DCs to monitor Community toilets in slum areas , public toilets and solid waste Management . DCs were also asked to mobilise community resources / work through municipal bodies and prepare a "City level Sanitation Plan" .

3.4 Chief Secretary asked the Department to update on daily MIS of states of IHHL , monitoring ofthe MIS , weekly submission of reports on IHHL and create a whats app group on Swacch Bharat ".

3.5 ChiefSecretary also asked the dept . to fix the target of IHHL/ ODF for each districts.

3.6 Chief Secretary will have a video conference with the D.C. , Chairman/Vice Chairman Municipal Board, Executive Officer at 5 PM on 7/10/2016 . Every week. a video conference will be held on " Swacch Bharat " to be Chaired by the Chief Secretary.

IV. GARIB KALYAN :

4.1: Dr. Ravi Kota, IAS, Commissioner & Secretary , Finance with a presentation on the various schemes urged upon the Deputy Commissioners to supervise and monitor the schemes through financial inclusion .

5.1. Sri P. K. Tiwari , IAS , Principal Secretary instructed the Deputy Commissioners to inspect the Circle Offices and check the petition wise disposal within 2 months .

5.2. Deputy Commissioners to review the progress of the construction of modern RecordRooms .

5.3. Deputy Commissioners should take up steps for protection of PGR; VGR's and Wetlands . Social forestry and P &RD should implement green fencing in the VGR and PGR and ensure completion by March .

5.4. Sri Deepak Sarma, IAS, Commissioner & Secretary urged the DCs to submit R.G Proposals and UCs for GR funds .

5.5. Deputy Commissioners should complete the process of recruitment of Gaonburahs by December 2016 .

5.6 . DCsshould complete the second round of training of VLMCC by the end of this year.

VI . FINANCE : Action points for Deputy Commissioners .

6.1 : Deputy Commissioner's were instructed to check up the lists of pendency of MLAD fund ofprevious MLA and as per direction of the Govt. and problems on pendency will be sorted out .

VII . HEALTH AND FAMILY WELFARE : Action points for Deputy Commissioners .

7.1: Deputy Commissioners were instructed to prepare three lists,

(i) Lists of routine immunization.

(ii) Lists of those who were missed during routine immunization.

(iii) Left outs kids to be identified.

7.2: Deputy Commissioners should inspect the health centres and check up the availability of vaccines , nursing staff, money.

7.3 : Deputy Commissioner's should ensure Data entry in three formats by the health Department.

7.4: Deputy Commissioners should ensure completion of third round of immunization by January and lists should be displayed in the Panchayats .

VHI . INDUSTRY :

Action Points for Deputy Commissioners .

8.1 : Shri Ravi Capoor , IAS , Principal Secretary urged upon the D.C.'s to register the "Mines Trust Foundation " with the sub- register before the 31st October being the Chairman .

8.2: Deputy Commissioners to identify Govt . land without effecting agricultural land, VGR, PGR specially barren land to be used as industry land pool .

8.3 : Deputy Commissioners will motivate the young entrepreneur on the "Start - up " and "Stand up" Indian programme launched by P.M.

Whereas , a Departmental Proceeding was drawn up and Show Cause notice was issued under Rule 9 of Assam Service ( Discipline & Appeal ) Rule 1964 against Shri Bedanta Prakash Barkakoti , APS , vide letter No. HMA.457/2014/ 75 dtd . 30/03/2015 on his gross negligence , dereliction of duty and indisciplined conduct , and ;

Whereas , Shri Bedanta Prakash Barkakoti , APS submitted his written statement in defence vide his letter dated 09/05/2015 wherein he denied the charges framed against him , and;

Whereas , the Government appointed Shri S. C. Das , IAS , the then Addl . Chief Secretary, Revenue & Disaster Management Department , Assam vide No. PLA.210/ 2014/4 dated 08/06/2014 as the Inquiry Officer to enquire into the matter , and;

Whereas , after careful consideration of all the facts placed on record and after perusal of the report of the Inquiry Officer , the Government is pleased to accept the enquiry report and accordingly Shri Bedanta Prakash Borkakati , APS is exonerated from all charges brought against him .

Now, therefore , the Governor of Assam is pleased to drop the Departmental Proceeding drawn up against him;

The Departmental Proceeding drawn up vide Govt . order No. HMA.457 /2014 /75 dtd . 30/03/2015 stands disposed of and the period of suspension with effect from 24/06/2014 to 29/12/2014 will be treated as on duty and restoring all benefits of pay and pension as due thereof .
