The 26th October , 2016

No. PDB. 115/2007/197 . Whereas , on receipt of a report vide letter No. DRS - 20/ 2004/ 05/ SGRY / 138 , dated 02/01/07 from the Deputy Commissioner , Dhubri regarding non handing over of charges by Sri JakirHussain, the then Junior Engineer & Nodal Officer (Foodgrains) , Nayeralga Development Block , Dhubri , Sri Jakir Hussain, the then Junior Engineer , Nayeralga Development Block , Dhubri was placed under suspension vide Govt. notification No. RDD.303/2004/130 , dated 01/02/07 and a Departmental Proceeding was initiated against him vide show cause notice No. RDD.303/2004/132, dated 06/02/07 .

Whereas , the aforesaid Charged Officer submitted his written statement of defence vide letter dated 10/05/07 and denied the charges leveled against him .

Whereas , the Charged Officer was reinstated in service and accordingly , posted at Telahi Development Block , Lakhimpur vide Govt . notification No. RDD.303 /2004/137, dated 25/06/07 .

Whereas, the Disciplinary Authority, after considering the allegation and the defence statement submitted by the Charged Officer , decided to enquire into the charges leveled against him and accordingly appointed Inquiry Officer and Presenting Officer vide Notification No. RDD.303/2004/138 , dated 27/06/07 .

Whereas , the Inquiry officer submitted his reports of enquiry on 24/04/12 alongwith the findings and observation that the charges leveled against Sri Jakir Hussain , the then Junior Engineer , Nayeralga Development Block , Dhubri could not be established.

Whereas , the Disciplinary Authority after considering the enquiry report, decided to accept the findings arrived as by the Inquiry Officer and to drop the departmental proceeding drawn against Sri Jakir Hussain , the then Junior Engineer , Nayeralga Development Block , Dhubri exonerating him from the charges .

Accordingly, the Governor of Assam is pleased to dispose of the Departmental Proceeding drawn against Sri Jakir Hussain , the then Junior Engineer , Nayeralga Development Block, Dhubri (now posted at Jugijan Development Block , Nagaon) and exonerated him from the charges leveled.

The period spent on suspension shall be treated as on duly for all purposes .

Whereas , a report received from the Deputy Commissioner , Hailakandi vide letter No.HPE.9/Gazetted/2012/ Pt /77-78 dated 09/11/2016 reveals that Sri Mainul Haque Choudhury, Block Development Officer, Hailakandi Development Block , Hailakandi was arrested on 27/10/2016 in connection with Hailakandi P.S. Case No.412/2016 U/S 120 ( B )/409/468 /418/420 IPC and forwarded to judicial custody and he remained in Judicial Custody for more than 48 hours .

Andwhereas Rule 6(2) of the Assam Service (Discipline & Appeal ) Rules , 1964 envisages that the Govt . servant is detained in Police Custody, whether on a criminal charge or otherwise for a period exceeding 48( Forty Eight) hours shall be deemed to have been suspended w.e.f. the date of such detention by an order of the AppointingAuthority and shall remain under suspension until further orders .

And whereas , the report reveals that Sri Mainul Haque Choudhury, Block Development Officer , Hailakandi Development Block , Hailakandi was under detention for more than 48 hours .

Andwhereas, the Governor of Assam is satisfied that it is necessary in the interest of public service to placeSri Mainul Haque Choudhury , Block Development Officer, Hailakandi Development Block , Hailakandi under suspension.

Accordingly Sri Mainul Haque Choudhury , Block Development Officer , Hailakandi Development Block, Hailakandi is placed under suspension under Rule 6(2 ) of the Assam Services (Discipline & Appeal ) Rules , 1964 witheffect from 27/10/2016 , pending drawal of Departmental Proceeding .

The Institute shall design and implement the educational development of the Majuli district to upscale it to the status of a model district in the country in the field of education .

The pilot project ' MISSION BETTER MAJULI' shall conduct orientation programmes for identified master trainers to co ordinate implementing facilities , formation of academic committees for effective implementation , identifying resource persons to assist in organising follow up activities, selection of one Goverment College for Support Centre of ICAI , establish the office of the coordinator , ICAI for MAJULI Under, the pilot project ' MISSION BETTER MAJULI initially, 1000 numbers of students will be oriented and trained and shall be provided with Certificate of Accounting Technician which will widen the entry scope in Management and Accounting professions in different sectors .

Thepilot project will be executed by The Institute of Cost Accountants of India , Kolkata , All cost for the same shall be borne by the Institute .

1. Centres for the Preliminary & Main Examination:

(A) The centres for the Combined Competitive (Preliminary ) Examination are BARPETA, BONGAIGAON , DHEMAJI , DHUBRI , DIBRUGARH , DIPHU, GOALPARA , GOLAGHAT, GUWAHATI , HAFLONG , JORHAT, KARIMGANJ, KOKRAJHAR, MANGALDOI , MORIGAON , NAGAON , NALBARI, NORTH LAKHIMPUR, SILCHAR, SIVSAGAR , TEZPUR AND TINSUKIA .

3. HOW TO APPLY: Candidates shall be required to download the prescribed application form from the website : http://resultsassam.nic.in w.e.f. 09.01.2017 and send the duly filled application with the following documents . One candidate should not submit more than one application . The envelope sending the application should be superscripted 'Combined Competitive ( Prel . ) Examination , 2016 on the top of the envelope . The size of the form is approximately 21cmx 34 cm .

( i ) Original Treasury Receipt for Rs.300.00 (Rupees Three Hundred only) , ( Rs. 150.00 (Rupees One Hundred and fifty only) for candidates belonging to S.C./S.T. community ) as Combined Competitive (Prelim. ) Examination , 2016 fee under the Head of Account viz . , ' NON TAX REVENUE OTHER NON TAX REVENUE , 0051 PUBLIC SERVICE COMMISSION , 102 STATE PUBLIC SERVICE COMMISSION , APPLICATION / EXAMINATION FEE RECEIPT OF ASSAM PUBLIC SERVICE COMMISSION ' . The fees are not refundable and no other mode of deposit of fee other than through Treasury Challan shall be accepted . Those candidates selected to appear in the Main Examination will have to pay another Examination fee to be fixed in due course separately by Treasury Challan under the same head of Account specifying the fee as C.C. (Main ) Examination Fee, 2016 .

(ii) One copy of recent passport size photograph to be pasted on the space provided in the application form . Do not staple the photograph .

(iii) Age- proof certificate (Admit Card / Certificate of HSLC or equivalent exam )

(iv) Degree Pass Certificate

(v) Caste Certificate in respect of candidates belonging to SC/ ST /OBC/MOBC community issuedby competent authority.

(vi ) ID Card/Certificate in respect of PWD candidates issued by competent authority.

Since the practice of furnishing attested copies of certificates has since been discontinued by the Government , the applicant shall furnish photostat copies of the above mentioned documents declared by the candidate himself/ herself as' Certified to be true copy of the original ' along with the application .

However, in case of detection of any false declaration made by the candidate/ applicant , he / she will be penalized as per rules/ law.

The candidates already employed should note that the prerogative for according permission to appear in C.C. (Preliminary and Main ) Examinations /join services on being selected by the Commission in due course of time shall rest upon the appropriate appointing authority The Commission shall not be in any way responsible/accountable .

PWD (Persons with Disabilities ) candidates are to inform the Commission in writing , for services of scribe, if required, within one month of the expiry of the closing date for submission of application.

Applications not signed by the candidates will be summarily rejected.

Application for the Preliminary Examination duly filled will be received till 09.02.2017 only.

APPLICATIONS ( INCLUDING THROUGH POST/PROPER CHANNEL ) RECEIVED AFTER THE LAST DATE SHALL NOT BE ENTERTAINED .

Candidates whether in Govt. service or in the service of Govt . undertaking/Banks /Corporation/Bodies/ private employment should forward his /her applications through his/her controlling officer/employer . He/she should ensure that the application reaches the office the Commission within the closing date, failing which it is liable to be rejected even if it had been submitted to the controlling officer/employer before the closing date.

4. ELIGIBILITY

( a) Nationality: The candidate must be an Indian citizen .

(b) He/She should not be less than 21 years and more than 43years of age as on 01.01.2016 as per Govt. OM No.ABP 06/2016/04 dtd. 3/3/2016 . The upper age limit is relaxable by 5 years for SC/ ST candidates i.e. upto 48 years . There will also be relaxation of upper age limit in respect of Persons with Disability by 5 years i.e. upto 48 years . The age limitof the candidates will be calculated on the basis of the Matriculation / HSLC Admit Card/Certificate issuedby a recognized Board/Council , and no other document shall be accepted in lieu thereof for the purpose .

However , the aforesaid age limit will not be applicable in case of the endre of Assam Palice Hervice as per Govt . OM No.ABP 06/2016/04 dtd . 3/3/2016. For this category, age limit willbe counted as 38 years as on 01.01.2016 (43 years in case of SC/ ST and PWD candidates ).

(c) The candidate must hold a Degree from any of the Universities incorporated by an Act of Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess such qualification as may be declared equivalent by the Government .

(d) Candidates must possess the prescribed qualification on the date of submission of their applications .

(1) Candidates awaiting results of the qualifying examination for eligibility on the closing date of submission of application need not apply .

(g) Persons with Disabilities should ascertain the post for which a particular category of disability is entitled for reservation as per the advertisement and should apply/opt for the preference accordingly at the time of filling up the forms for Main Examination .

5. STAGES OF THE EXAMINATION

The candidates will be interviewed by a board . The interview, however , will not have any qualifying marks . The marks scored at the interview will be added to the marks scored in the written Examination (Main) and the ranking of the candidates will be determined on the basis of the total marks obtained.

( a) On the results of the written part of the Main Examination the number of candidates to be called for interview will be about twice the number of vacancies advertised. The selection will be strictly on the basis of merit adheringto the norms of Vertical and Horizontal Reservation as per prescribed law in force.

6. ADMISSION CERTIFICATES ( ADMIT CARD)

(b) The mere fact that a certificate of admission has been issued will not imply that his/her candidature has been finally cleared by the Commission . Candidates may note that the Commission takes up the verification of eligibility conditions only after the candidates have qualified for the Main Examination .
