Dutta, the then Chairman, Pollution Control Board to enquire into the irregularities committed during the execution of works atMatmora and Jiadhal embankment, Shri Jogananda Pegu, the then Assistant Engineer, Dhakuakhana W.R. Division was placed under suspension with immediate effect vide Notification No. WR (E) 54/2008/62 dated 29-08-2008 pending drawal of Departmental Proceeding and subsequently reinstated in service vide Notification No. WR (CON) 23/2008/11 dated 25-05-2009; and
Whereas Shri Jogananda Pegu vide his representation dated 19-12-2008 submitted written statement Whereas after careful consideration/examination of the defence statement submitted by Shri indefence to the charges framed against him by explaining the facts and circumstances ofhis case; and Whereas Departmental Proceeding was drawn up against Shri Jogananda Pegu , the then Assistant Engineer (under suspension) , Dhakuakhana W.R. Division vide Show Cause Notice No. WR (CON) 23/2008/2 dated 11-12-2008 for gross dereliction in duties , misuse of power and adopting malpractice with malafide intention in violation of Govt . rules and procedures and standard practice of measurement in the execution of the Schemes " Immediate measures for closing of breach at 23rd KM of B/ dyke from Sisikalghar to Tekeliphuta for 2007-08 ( near Madarguri) " as the then Assistant Engineer, Dhakuakhana W.R. Division; and Jogananda Pegu, it has been decided to enquire into the matter by appointing Enquiry Officer and nominating Presenting Officers namely Shri T K Roy, the then Additional Chief Engineer , Kokrajhar W.R. Zone and Shri B.K. Agarwala, the then Additional Chief Engineer, River Research Station respectively vide notification no. WR (CON) 23/2008/8 dated 21-01-2009; and
Whereasthe Enquiry Officer has submitted his enquiry report vide letter no . ACE/ KE /ENQ/17 Dated 24-09-2009 where the charges leveled against Shri Jogananda Pegu have been stated to be not tenable ; and Whereas a copy of the enquiry report was provided to Shri Jogananda Pegu vide WR (CON) 23/2008/37 dated 29-09-2014 to furnish his representation if any on the findings of the Enquiry Officer; and Whereas Shri Jogananda Pegu vide letter no . JP/ 2014 dated 13-10-2014 has submitted his representation on the findings of the Enquiry Officer; and
Whereasconsidering all aspects of the matter and having regard to the findings of the Enquiry Officer aswell as findings of the two men enquiry committee and defence statement of Shri Jogananda Pegu , it has beendecided to impose a penalty of Censure with immediate effcct under the provision of Rule 7 (1 ) of the Assam Services (Discipline & Appeal) Rules , 1964 on Shri Jogananda Pegu ; and
Therefore, the Governor of Assam is pleased to Impose a penalty of Censure with immediate effect under the provision of Rule 7 (1 ) of the Assam Services (Discipline & Appeal ) Rules , 1964 on Shri Jogananda Pegu, the then Assistant Engineer, Dhakuakhana W.R. Division and presently working as Assistant Engineer, Dhemaji W.R. Division .
The period of suspension w.e.f. 29-08-2008 to 25-05-2009 is treated as on duty for all purposes. It is also decided to pay proportionate pay under the provision of Sub - rule 8 of the F.R. 54 (B) which is restricted to the subsistence allowance already paid to Shri Jogananda Pegu for the period of suspension. With the above order the proceeding is concluded.

Sub - Division vide letter No. WR (CON ) 8/2016/5 dated 29/07/2016 for negligence in duty, unauthorized absence during the high flood season and during the period of absence a breach occurred in the Brahmaputra Dyke from Bessamora to Haldibari under Majuli Water Resources Division on 26th July, 2016 at 4.30 pm due to lack of supervision in his sectional jurisdiction ; and Whereas the delinquent officer vide his representation No. AEE ( K) /M - 2 /341 dated 08-08-2016 denied the charges leveled against him and informed that he was doing GPS survey alongwith his subordinate officials on the day when breach occurred in the Brahmaputra Dyke from Bessamora to Haldibari .; and Whereas after careful consideration/examination of the defence statement given by the delinquent officer , it has been decided to enquire into the matter by appointing Inquiry Officer and accordingly Shri S. G. Goswami , Additional Chief Engineer , Diphu W.R. Zone was directed to cause an inclusive and efficacious enquiry for fixing of responsibilities for occurrence of breach to Brahmaputra Dyke from Bessamora to Haldibari under Majuli Water Resources Division on 26/07/2016 vide letter No. WR (CON ) 10/2016/43 dtd.18 /10 /2016 : am
Whereas the Inquiry Officer has submitted his inquiry reports vide letter no . SES /MISC- 9 /M.Ε. / 2016/446 Dated 28/11/2016 and letter no . SES /MISC - 9 / M.E. /2016/04 Dated 11/01/2017 where the charges leveled against Shri Babul Chandra Deori , Assistant Executive Engineer, Kamalabari W. R. Sub - Division , Majuli have not been proved .
Considering all aspects of the matter and having regard to the findings of the Inquiry Officer , the Governor of Assam is pleased to exonerate the officer from the charges . The officer is adviced to be careful so that no such incident occurs in future .
With the above order the proceeding is concluded .

The responsibilities of the AEFI Committee are to strengthen AEFI reporting at all levels , ensure maintenance of national policy and standards , ensure prompt and thorough investigation of serious /severe AEFI , carry out periodic review of AEFI for trends of non - serious AEFIs reported through HMIS/routine immunization reporting , respond to media and community concerns to allay fears regarding vaccine safety, ensure high standards of AEFI surveillance to ensure no serious AEFI are missed and recommend changes to the immunization programme for ensuring vaccine safety. Experts in the committee will help in timely classification and assessment of causal association between the vaccine andthe event based on the current globally accepted classification and assessment system .

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictl adhered to in sending notice to the Assam Government Press for publication in the official Gazette.
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completedby the end of every Tuesday so that it may be duly published on every Wednesday.

2.Every notification and every other matter which is required to be printed and published in aparticular issue of the Official Gazette must , therefore, reach the Deputy Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.
5.As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue.

The Kamarupa Anusandhana Samiti , or the Assam Research Society, Gauhati is the main subject in the carrying on researches in the matter relating to History Archaeology Ethography, etc. It has a library of rare books . Journal/historical and antiquarian subjects . The premises of the Samiti , situated on the southern bank of the Dighali Tank , Gauhati , remains open from 2 p . m . to 5 p. m . on all days except Monday and Gazetted and local holidays or which it remains closed.
Information which may lead to the recovery of any historical religion article including more manuscript will be thankfully received .

The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively .
