Terms of reference :

b) In the case the State Service Officers appointed to an all India Service by promotion or by selection, they should have completed a minimum of 5 years of actual service in the respective All India Service .
2. In case there are Officers who have completed 16 years or more of qualifying service but their review was not carried out as the rule has been amended recently . Therefore , a review is required to be carried out by the State Governments in respect of the officers who have completed qualifying service of 16-23 years and recommendations of the respective State Governments may be sent to the Central Government for further necessary action .

No. FISH. 224 /2014.- In exercise of power conferred by section 155 and 156 of Assam Land & Revenue Regulation 1886 (Regulation 1 of 1886) read with section 6 of Indian Fisheries Act 1897 (Act.No.4 of 1897) the Governor of Assam is pleased to vest the administrative control of all natural water bodies viz . beels , ox - bow lakes , low laying areas , swamps , derelict water bodies , dead river courses , river tributaries and reservoirs with the Fishery Department henceforth which are presently being settled by Revenue & Disaster Management Department and are administered by concerned Deputy Commissioner / SDO of a district / civil subdivision for proper scientific method of conservation and management and for sustainable development of such rich natural resources in a productive manner for overall economic development of people living in the vicinity of such natural water bodies .
Accordingly , the Revenue & Disaster Management Department shall hand over possession of such natural water bodics under the Department through concerned DC/SDO to Fishery Department represented by DFDO of the concerned district . Consequent upon above , the land record of concerned Revenue Circle & Sadar records shall be modified to reflect the administrative control of such natural water bodies by the Fishery Department .
It is further ordered that , in case of any such natural water body already leased out by concerned DC/ SDO; the right of fishing over such natural water bodies by the lessee shall not in any way get affected till expiry of the lease period subject to the condition that such lessee shall not obstruct in any way the steps taken by the Fishery Department for development of such natural water bodies in the intervening period till completion of leasc.
The Governor is further pleased to allow settlement / leasing of such natural water bodies by Fishery Department for which detailed procedure shall be worked out based on existing Act/Rules by the Department within a period of 30 days from this Ordercoming into force .
Such natural water bodics shall be administered by Govt . of Assam Fishery Department through its Directorate / District/ Sub divisional level offices and in case if such natural water bodies falls within the Sixth Schedule arca , the respective Council will administer through District / Sub Div . Level offices of Fishery Department under overall control of Government of Assam Fishery Department .

The quotations will be received bythe undersigned at 10th Assam Police Battalion , Kahilipara , Guwahati - 19 up to 12:00 hours on 16th April 2017 and will be open on the same day at 13:00 Hours . in presence of the tenderer or their representatives .
Thetenderer must be supported together with earnest money of Rs . 5000/- ( Rupees five thousand ) only in the form of KVP / NSC etc. duly pledged in favour of undersigned without which tender will not to be considered .
The tender will have to furnished up to date VAT registration certificate , VAT clearance certificate, Firms/Contractors registration certificate , PAN Card , Tin No. and without which tender will notbe accepted . All documents submitted by the tenderer should be attested by a Govt . Gazetted Officer .

TERMS AND CONDITIONS : -
1. Contractors should quote their rates both in figures & in words on flat percentage basis i.e. as per/ above/ below the schedule of rates for building (Civil , Sanitary & Water Supply and Electrical works) for 2013-14 of all Divisions under Assam PWD Building .
2. No labours under 14( fourteen ) years of age shall be employed on the work and all labours employed should have to be paid at rates not less than those generally paid for similar works in the neighborhood .
3. Detailed particulars and tender papers will be issued to the contractor who have produced Pan Card / up-to-date Registration for the year 2016-17 along with application duly approvedby the undersigned at the time of issuing tender paper or their authorized person on 09.03.2017 up to 4.00 Pm
4. At the time of the receiving tender Form , the tenderer will have to submit the following documents along with the tenderwithout which tender shallbe rejected: - (a) PAN Card
b)-Upto date Registration Certificate for the year 2016-17
( (c) Upto date VAT (GRN)
(d) Upro date labour License and
(e) Partnership Deep / Power of Attomey in case of Proprietorship firm attestedby Govt , Gazetted Officer etc. 5. IPO and Bid Security mustbe payable in favour of Executive Engineer P.W.D. Silchat Building Division , Silchar,
6. Bid security of the amount as specified for the work in the table above in the form of NSC / KVP / FD /TD / Call Deposit received from any Nationalized Bank & Post Office . Tender without requisite bid security shallbe summarily rejected.
7. If for any reason of date of issuing tender paper is decleared holiday / band , Tender paper will be issued the next working day upto 4.00 Pm .
8. If the date of receiving of tender is a holiday / band , the next working day will be the date of receiving and opening of
tender at the same time and place .
9. Theundersigned will be the sole authority to cancel or accept any tender without showing any reason ,
10. The short N.I.T will form a part of the contractAgreement ,
