No. AR. 46/2017/15 : In the interest of public service , the Governor of Assam is pleased to order for renaming of the Planning and Development Department , Government of Assam as 'Transformation and Development Department' without any change in the nomenclature of their existing subordinate Directorates and their attached offices .

Consequently, the Governor of Assam is pleased to allocate the following subjects to the Transformation and Development Department with immediate effect .

Allocation of funds based on State Funding for Priority Development ( SFPD) for ( a ) State's Own Priority Development ( SOPD ) schemes , ( b ) State Share for ( i ) Centrally Sponsored Schemes (CSS ) ( ii ) Non- Lapsable Central Pool of Resource (NI.CPR ) (iii) North Eastern Council (NEC ) ( iv) Rural Infrastructure Development Fund ( RIDF) (v) Amount required as counterpart funding for Externally Aided Project (EAP) , (v) Hill Areas ( vi ) Bodoland Territorial Councils (BTC) , ( vi ) Tribal Sub Plan (TSP) including Tribal Councils ( vii ) Scheduled Castes Sub Plan ( SCSP ) and (c) any other similar allocations .

2. Monitoring of implementation of all Centrally Sponsored Schemes and Central Sector Schemes by the line departments of the State Government .

3. Coordination with the Line Ministries at the Centre and the departments in the State with a view to have two way communications between concerned central Ministries and the State Government to ensure smooth implementation.

4. Monitoring & Evaluation of all schemes under SOPD , NEC , NLCPR , RIDF , EAP .

5. Matters relating to MLAAD and MPLAD , including grants for medical and educational assistance under SUHRID .

6. Untied Fund Schemes selection and monitoring of implementation .

7. Monitoring and evaluation of schemes and plans of all Administrative Departments in line with Assam Vision 2030 and Sustainable Development Goals .

8. Matters related to " Team Assam Hub " and " Knowledge and Innovation Hub " .

9. Assam Economic Survey and all subjects related to Directorate of Economics and Statistics.

C. Submission of Tender

1. The tenders should be submitted in sealed envelope in 2 bids system in a sealed envelope super scribing with the words " Tender for supply of Refreshment during 2017-18 " 2. The technical bid should comprise of all the necessary documents as listed at Sl . (A) above in a separate sealed envelope super scribing as "Technical Bid" .

3. The Financial Bid will comprise the financial aspect of the Tender only as specified at Sl . (B) above in a separate sealed envelope super scribing as "Financial Bid" .

4. Selected Tenderer will have to supply the required foods within the stipulated time fixed for bythe undersigned failing which the supply order will be cancelled .

5. The payment of the supplied food items will be made by RTGS /NEFT after submission of bills in triplicate along with delivery challan duly signed by receiving officer , subject to release of fund by the Govt . under FOC system.

6. No request for enhancement of rates other than quoted rates shall be considered after submission of Tender on any ground whatsoever .

7. The rates should be quoted both in figures and in words inclusive of delivery charges but excluding of VAT/ GST rates once quoted will be fixed and prayer for any change will not be considered later on .

8. Evaluation of Technical Bid: As a part of Technical Evaluation , the Department will

evaluate if the bidder complies with all the eligibility conditions given in condition ' A' under section and furnish all documentary proof of the same , they would be considered for participation in the financial bid .

9. Evaluation of Financial Bid: - Financial Bids shall be opened of those bidders whose technical bids found responsive.

10. The undersigned reserves his right to cancel any or all tenders without assigning any reason thereof and doesn't bind himself to accept the lowest on any particular tender .
