Purposeand Objective of the Society (abstract of the Scheme)

Theprimary objective of the constitution of the society is to provide a local management body for the hospitals for its overall development and management . The main objectives of the society will be asfollows:

To improveservice quality, system efficiency and patient satisfaction in hospitals .

To ensurediscipline and accountability amongst staff.

To generate revenue by proving services and charging from those who can afford

Tomaintain and expand the existing hospital infrastructures including furniture.

To encourage community participation in the management of health institutions .

To arrange training for hospital staff.

To maintain and expand the equipment and laboratory services .

To supervise the implementation of health programme in the hospitals .

To generate funds by public donation , leasing vacant lands for commercial users .

To look into the public grievances regarding hospital and provide remedial measures .

Functions of the Governing Body of the Society ( abstract of the Scheme)

Thefollowing major functions would be undertaken by the Governing Body Society to full fill its objectives.

TheGoverning Body of the Society shall take general Policy decisions for improvement of the hospital services .

TheGoverning Body shall prove general guidance and delegation of financial and administrative function to the Executive Committee of the society for execution of the policydecisions, maintenance and improvement of services in the Hospital .

TheGoverning body of the society shall approve the Annual Budget of the Hospital in respect of revenue generated by the Hospital .

Governing Body shall approve all proposals of the Executive Committee for a ) new construction and for b) proving new modern diagnostic facilities in the hospital where financial involvement ismorethan Rs.5,00,000/-.

The society shall exempt people from user fees as per State Govt . instruction issued in the 'matter from time to time .

TheGoverning Body of the Society shall explore additional income generation activities by the hospital like leasing/ renting space for cycle stand/scooter stand , canteen , medicine shop , PCO etc. and accordingly delegate the execution to the Executive Committee .

Act , 1988 .

So, as per Assam Service ( Discipline & Appeal) Rules , 1964 the incumbent concerned deemed to have been suspended from the date of arrest by the police.

Therefore , pending drawal and conclusion of Departmental Proceeding against Smt . Kishori Baruah , District Social Welfare Officer , Kamrup ( M ) , is placed under suspension with effect from the date of arrest i.e. 27.02.2017 and until further order under provision of Rule 6 ( I ) ( C) of the Assam Services ( Discipline & Appeal ) Rules , 1964 as amended.

(c) to co - ordinate the functions of rural Banks and Co - operative Societies with a view to channelizing adequate credit to the freed Bonded Labourers ;

(d) to keep an eye on the number of offences of which cognizance has been taken under this Act;

(e) to make a survey as to whether there is offences of which cognizance ought to be taken under this Act;

(f) to defend any suit instituted against a freed Bonded Labourers or a member of his family or any other person dependent on him for the recovery of the whole or part of any bonded debt or any other debt which is claimed by such person to be bonded debt .

The Vigilance Committee may authorise one of its members to defend a suit against a freed bonded labourer and the member so authorized shall be deemed for the purpose of such suit , to be the authorized agent of the freed bonded labourer . The Committee shall regulate its own procedure and Secretarial Assistance shall be provided by the Deputy Commissioner of the District.

This comes into force with immediate effect .

Message , dated 27.02.2017 received from Superintendent of Police (Law) , Vigilance & Anti - Corruption , Assarr. , it has come to the notice of the Govt . that Smt . Hemi Bora , Superintendent , P.L. Home, Boko , Bamunigaon , Kamrup ( the then DSWO, Goalpara) was arrested in connection with the ACB P.S. Case No. 19/2016 U/ S 120 (B ) / 468 /420/ 409 , IPC R/ W Sec . 13 ( I ) ( D) / 13 (2) P.C. Act , 1988 .

So, as per Assam Service ( Discipline & Appeal) Rules , 1964 the incumbent concerned deemed to have been suspended from the date of arrest by the police .

Therefore , pending drawal and conclusion of Departmental Proceeding against Smt . Hemi Bora , Superintendent , P.L. Home , Boko , Bamunigaon , Kamrup ( the then DSWO, Goalpara) , is placed under suspension with effect from the date of arrest i.e. 27.02.2017 and until further order under provision of Rule 6 ( I ) ( C) of the Assam Services (Discipline & Appeal ) Rules , 1964 as amended .

During the period over suspension , she will not leave Headquarter without prior permission of the competent authority and she will be entitled to draw subsistence allowance as per rules .
