No. SWD . 289/2008/314 . - Whereas , a Departmental Proceeding against Smt . Santana Das , (the then CDPO, Gauripur ICDS Project , Dhubri ) CDPO, Lakhipur ICDS Project , Goalpara was drawn up by issuing Show Cause Notice vide No. SWD . 289/2008/142 , dated 11.12.2009 and,
Whereas , Smt. Santana Das vide letter dated 11.01.2010 submitted her reply to the charge framed against her explaining the facts and circumstances in defence denying the charges framed against her and ,
Whereas , on examination of the reply submitted by Smt . Santana Das , it was decided to enquire the matter by appointing the State Enquiry Officer , Assam as Enquiry Officer vide Notification No. SWD . 289/2008/156 , dated 19.12.2011 .
Whereas , State Enquiry Officer vide his letter No. ABE.2 / 2012 /42 , dated 09.02.2016 has submitted enquiry report with his findings in respect of the Departmental Proceeding against Smt . Santana Das and from the Enquiry Report submitted the charges leveled against the officer have not been found substantiated ,
Therefore , after careful examination of the enquiry report and the materials on records , it was decided to drop the charges and conclude the Departmental Proceeding drawn against Smt. Santana Das .
Accordingly , it is ordered to drop the charges leveled against Smt . Santana Das , (the thenCDPO , Gauripur ICDS Project , Dhubri ) CDPO , Lakhipur ICDS Project , Goalpara and to regularize the period of suspension w.e.f. 20.01.2009 to 19.08.2011 by treating the period as onduty for all purposes .

No. GLR. 209/2014/117 . It appears that Md. M. Hussain , Inspector of Factories , Zonal Factory Office , Guwahati has not inspected a single factory in the last 5( five ) years and nor responded to any correspondences in this regard from Chief Inspector of Factories , Assam. It also appears from the letter of Chief Inspector of Factories that Md. M. Hussain is very indisciplined , disobedient and casual in his official duties .
Under the above circumstances , pending drawal of Departmental Proceedings , under Assam Services ( Discipline and Appeal ) Rules , 1964 Md. M. Hussain, Inspector of Factories , Zonal Factory Office Guwahati is placed under suspension with immediate effect.

No. IT. 14/2014/Pt ./23 . The Governor of Assam is pleased to give assent to the constitution of the "Directorate of Information Technology, Electronics & Communication ( DITEC) " under the Information Technology Department, Government of Assam with immediate effect .
The Directorate of Information Technology , Electronics & Communication ( DITEC ) " shall be an attached office of the Information Technology Department , Government of Assam and would perform the functions of a Directorate, under the schemes and activities besides its regular functions as indicated in Annexure -I .
The Directorate of Information Technology, Electronics & Communication (DITEC ) shall be headed by a Director who will be a senior officer of the level of senior Joint Secretary to the Government of Assam from the cadre of IAS or ACS and will be located at Guwahati ,
The directorate shall start functioning with the staffs as provided by way of recruitment or on deputation as shown at Annexure- IA and till that time with the staff provided by the Information Technology Department specifically for the purpose .
Annexure- I
Functions assigned to the Directorate of Information Technology , Electronics & Communication (DITEC) are as follows .
1. To conceptualise , frame and implement Policies , Rules , and Regulations , Project / Scheme Guidelines relation to Information Technology , Electronics and Internet for the State of Assam.
2. Enforcement and implementation of Cyber Laws , the Citizen Charter , ICT Policy, e- ProcurementGuidelines , Network Security , Administration of the Information Technology Act (21 of 2000 ) and other IT related laws as enacted by the State and the Government of India.
3. To Co-ordinate , Implement and Monitor various Policies , Programmes , Projects , Schemes and Guidelines under IT Department and Government of India .
4. To promote interaction in IT related matters with National & International agencies and bodies.
5. To promote Innovation, Standardization, Testing and Quality in IT application and procedures.
6. To Promote Information Technology in Education and Digital Literacy in remote & rural areas of the State .
7. To take initiatives for capacity building and development of Hardware/ Software industry including knowledge based enterprises , promotion of IT & ITeS , IT exports and maintain competitiveness of the IT & EMC industry.
8. To frame guidelines for e- procurement, ownership , utilization , maintenance and up- gradation of core IT infrastructure and assets created by the State .
9. To assist other departments in the promotion of E-Governance , E- Infrastructure , E-health, E-Commerce, etc.
10. To make audit and analysis of programmes and schemes implemented by the IT Department .
11. To discharge responsibilities concerning establishment and secretarial matters and co- ordinate with line Departments for implementation of policy guidelines.
12. To prepare Annual Plan & Budget Proposals , sanctions , disbursements of grants , subsidies , loans, etc.
13. To cater to all matters relating to personnel under the control of the IT Department .
14. To take over the ownership and operation of the projects and schemes implemented by Nodal Agency after the plan period to look after all the IT related issues .

OVERTIME ALLOWANCE , SPECIAL DUTY ALLOWANCE ETC.

No. FM. 30/2010/7.In pursuance of the Government Resolution on the report of the 7th Assam Pay and Productivity Pay Commission and the report of the committee vide Notification No.FPC.1 /2017 / Pt/1 dtd 17th March , 2017 , the Governor of Assam is pleased to revise the Overtime Allowance etc payable to the State Government employees as follows:
1. Overtime Allowance is admissible to the protocol Officers , Drivers , Room Bearers and others in the PB -1 and PB- 2 working in Assam Bhawan/ Assam House in cities outside Assam , except Assam House , Shillong who are required to work beyond 200 hours in a month. The allowance should be paid @ Rs 20/- per hour for the extra hours of work done by each employee without any ceiling on the extra hours of work to be compensated for.
2.. LMV Drivers attached with the Ministers shall be paid special duty allowance of Rs500 /- per month for the period of such duty.
3. The Drivers engaged on VIP duty in General Administration Department shall be paid Rs 200/ -per month .
4. Transport Allowance paid to the employees of Assam Bhawan/ Assam House outside Assam is increased to Rs.2000 /- p.m. and shall be paid only to those employees who are not given accommodation within the premises of Assam House/Bhawan . Employees of Assam House , Shillong are not entitled to this allowance . [also mentioned in O.M. No. FM 12/2010/117 dated 26th April 2017 on the subject of Revision Rates of Travelling Allowance]
5. This will come into force with effect from the date of issue of the OM .
6. This will repeal the earlier Government Office Memorandums details of which are shown below-
