No. CON . 32 /2017/4.- Whereas Sri Vijay Kr . Singh , Asstt . Executive Engineer , PWRD , Tinsukia Rural Road Sub- Division under Tinsukia Rural Road Division was arrested by Superintendent of Police , Chief Minister's Special Vigilance Cell , Assam , Guwahati on 27.06.2017 in connection with the CM's SVC PS CASE NO.06/2017 and there is prima- facie evidence to proceed against him;
And whereas disciplinary proceedings have been contemplated against Sri Vijay Kr . Singh for the act of his involvement in criminal activities;
Now, therefore , in exercise of the powers conferred under Rule 6 (2 ) 2.2.1 of the Assam Services(Discipline & Appeal ) Rules , 1964 , Sri Vijay Kr . Singh , AEE , PWRD , Tinsukia Rural Road Sub- Division under Tinsukia Rural Road Division is deemed to have been suspended w.e.f. the date of his detention pending drawal of Departmental Proceedings against him.
It is not permissible for him without previous sanction of the Govt . to accept private employment or to do business while under suspension in view of the provision of Rule 12 of the Assam CivilService( Conduct ) Rules , 1965. If while under suspension he accepts private employment , does business in violation of Rule 12 of the Assam Civil Services ( Conduct ) Rules , 1965, he will be guilty of misconduct and will be liable to be dealt with accordingly . He is also liable in that case to forfeit his claim for subsistence allowance . The Head Quarter of Sri Vijay Kr . Singh , AEE , during the period of suspension will be Tinsukia . He will not leave the Head Quarter without prior written permission of the competent authority.

With this , all the officers and staff of the Directorate of Madrassa Education shall automatically be under the administrative control of the Directorate of the Secondary Education.
Consequent upon this merger , the Governor of Assam is also pleased to allocate the subjects dealt with by the Directorate of Madrassa Education in favour of Directorate of Secondary Education with immediate effect .
The Directorate of Secondary Education will continue to be under the administrative Control of the Education Secondary Department .

No.GLR.58 / 2017/23.- Whereas an Irndustrial dispute has arisen in the matter specified in the Schedule below between the Management of Industrial Co - perative Bank Ltd. , SS Road , Lakhtokia , Guwahati - 1 -Vs- President/ General Secy. of the Industrial Co - operative Bank Employees Association .
Whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer , Labour Court , Guwahati , constituted under Section 7/7 -A of the Industrial Dispute Act , 1947 ( Act XIV of 1947) .
Now, therefore , in exercise of the powers conferred by Clause( c ) / ( d) Sub- Section( 1 ) of Section 10 of the Industrial Disputes Act , 1947 ( Act - XIV of 1947) as amended, the Governor of Assam is pleased to refer the said Dispute to the Presiding Officer, Labour Court , Guwahati as appointed under the provisions of the said act.
-SCHEDULE-
1. (a) Whether the management of the Industrial Co- operative Bank Ltd. is Justified in changing the conditions of service in terms of extension of hours of work and enhancement of rate of interest in respect of staff loan (customary privilege) without issuing appropriate notice as prescribed under Section 9 -A ofthe Industrial Dispute Act, 1947 as amended.
(b) If not , what relief the workmen / employees are entitled to?
2. ( a) Whether the management of the Industrial Co - operative Bank Ltd. Is Justified in deducting the wages of section of workmen / employees for one day that is on the day of alleged illegal strike on 25th August , 2016 and making payment to another section of employees after forcing them to sign a good conduct bond .
(b) If not , what relief the workmen is entitled to?
3. ( a) Whether the action of the management of the Industrial Co - operative Bank Ltd. is justified in suspending Shri D.C. Deka , its employee and General Secretary of the Industrial Co -operative Bank Employees Association without giving any opportunity to be heard amounts to malafide intention and disregard to principles of natural Justice .
b) If yes , then what relief the workmen is entitled to?
4. Whether the action of the management of the Industrial Co- operative Bank Ltd. is justified in allowing Office bearers of the Industrial Co- operative Bank Workers' Union to represent the management in the conciliation proceeding with the disputant , Industrial Co - operative Bank Employees Association amounts to favouritism or partiality in terms of point 9 of the fifth Schedule of the Industrial Dispute Act as amended .
