No. WR( CON) 11 /2017/ 5.- Whereas the Executive Engineer, North Lakhimpur W.R. Division vide his letter No. NLWRD /G - 39 /17-18/ 4591 dtd . 04/08/2017 had informed that Shri Kamala Dutta , Assistant Executive Engineer , Bihpuria W.R. Sub - Division was arrested by Police Personnel under North Lakhimpur Police Station on 04/08/2017 in connection with North Lakhimpur Police Station Case No.1001/ 2017 U / S 214/420/409 IPC .
Whereas the Governor of Assam is satisfied that there are sufficient materials on record to draw up departmental proceeding against Shri Kamala Dutta , Assistant Executive Engineer , Bihpuria W.R. Sub - Division for his mis - conduct which amounts to violation of Rule 3 ( 1) ( i ) , & (iii ) of the Assam Civil Services (Conduct) Rules , 1965 .
Whereas the Governor of Assam is further satisfied that it is necessary and expedient to place the said Shri Kamala Dutta , Assistant Executive Engineer , Bihpuria W.R. Sub - Division under suspension in public interest.
Therefore, pending drawal of departmental proceedings, Shri Kamala Dutta , Assistant Executive Engineer , Bihpuria W.R. Sub - Division is deem to place under suspension under Rule 6 ( 2 ) of the Assam Services ( Discipline and Appeal ) Rules , 1964 with effect from date of his arrest i.e. 04/08/2017 .

No. UDD (M)98/2013/ 1293. -In pursuance of the minutes of meeting of the State level Executive Committee of Assam State Urban Livelihoods Mission Society (ASULMS) held on 8th June 2017 , the Governor of Assam is pleased to notify that the Executive Committee at City level under ASULMS ( DAY - NULM , Assam ) for areas excluding Guwahati Municipal area notified vide Govt . notification no . UDD( M ) 98 /2013 / Pt.XIII/43 dated 1st December 2015 will hereafter be known as District level Executive Committee and wiil constitute with the following members:
Chairperson 1. The Deputy Commissioner for General Areas/ Principal Secretary for 6th Schedule Areas
Member-Secretary 2. City Project Officer of CMMU in District Headquarter
Member
3. City Project Officer of CMMU other than that in District Headquarter
Member
4. General Manager , District Industries & Commerce Centre
Member
5. Principal , ITI of the District
Member
6. Joint Director of Health of the District
Member
7. District Social Welfare Officer
Member
8. Executive Engineer , PWD ( Building) Posted at the District
Member
9. Deputy Director of Supply
Member
10. Inspector of Schools of the District
Member
11. Lead Bank Officer

The Functions of the District level Executive Committee are as follows:
1. It will meet every month to review and monitor the progress of DAY - NULM implemented at the Urban Local Body/City Mission Management Unit level in a district;
2. Consider the Annual Budget and Annual Action Plan for all CMMUs in the District , its subsequent alterations placed before it to SMMU from time to time;
3. Accept donations and endowment and give grants upon such terms and conditions as it may think fit ;

4. Appoint committees , sub- committees , expert panels , task force, working or study groups and boards etc. for such purpose and on such terms as it may deem fit and to remove any of them;
5. Appoint auditors for auditing the accounts of CMMUs in the District;
6. Ensure that the CMMUs in the District consider any comments made by funding agencies on the progress in the implementation of Mission/ projects sponsored and funded by them ;
7. Monitor progress of CMMUs in the District to ensure achievement of Mission Objectives ;
8. Monitor the financial position of the CMMUs in the District in order to ensure smooth fund flow and to review annual audited accounts:
9. It will play the role of Advisory Committee for EST&P component of DAY - NULM in Assam for the concerned district. This Committee in its regular meetings will keep specific agenda on Skills Training under DAY- NULM and will advise accordingly on various aspects like mobilization , counselling , trade selection , training quality, placement, etc. The District level Executive Committee may convene special meeting if there is need for discussion on any matter on urgent basis related to the EST& P component .
10.Itshall undertake all such acts and things as may be necessary or incidental to carrying out the objectives of ASULMS or any of them provided that nothings herein contained shall authorize the District level Executive Committee to do any act or to pass any bye law which may be repugnant to the provisions hereof, to the powers hereby conferred on the District level Executive Committee and other authorities , or which may be inconsistent with the objectives of ASULMS.
The previous Govt. notification issued vide no . UDD ( M ) 98 /2013 /Pt.XIII /43 dated 1st December 2015 is herebydeclared null and void .

No. GDD.77 / 2015/ 45. - In pursuance of the decision of the State level Executive Committee of Assam State Urban Livelihoods Mission Society ( ASULMS) held on 8th June 2017 , the Governor of Assam is pleased to notify that the Commissioner of Guwahati Municipal Corporation in the capacity of Chairperson of Executive Committee for Guwahati Municipal area under DAY - NULM , Assam shall designate an Additional Commissioner of Guwahati Municipal Corporation as the City Project Officer and either the Municipal Secretary or a Joint Commissioner of Guwahati Municipal Corporation as the Additional Project Officer of City Mission Management Unit ( CMMU ) of Guwahati under DAY - NULM.
