No. FRE . -170 / 2017 /3. - Whereas a report regarding indulgence in illegal activities of Shri Rafiqul Islam Ahmed, Forest Ranger , Lakhipur Range, under Goalpara ( T ) Division has been received from the Principal Chief Conservator of Forests and Head of Forest Force, Assam , Guwahati , and
Whereas it is expedient to conduct further enquiry into the matter and whereas the Govt. is contemplating to conduct the enquiry and it is utmost necessary to remove Shri Rafiqul Islam Ahmed, Forest Ranger , Lakhipur Range from the Range so that no evidence is removed and no documents are infringed.
Therefore, in the interest of public service and in the interest of conducting the enquiry in a free and fair manner and pending drawal of Departmental Proceeding , Shri Rafiqul Islam Ahmed, Forest Ranger, Lakhipur Range is placed under suspension under Rule 6 ( 1 ) ( a ) of The Assam Services ( Discipline and Appeal ) Rules , 1964 with immediate effect .
Shri Rafiqul Islam Ahmed, Forest Ranger , Lakhipur Range will be entitled to subsistence allowance as admissible under the Fundamental Rule and Subsidiary Rules .

The Functions of the District level Executive Committee are as follows: -
1. It will meet every month to review and monitor the progress of DAY - NULM implemented at the Urban Local Body/City Mission Management Unit level in Guwahati MunicipalArea;
2. It will consider the Annual Budget and Annual Action Plan for CMMU Guwahati , its subsequent alterations placed before it to SMMU from time to time;
3. It will accept donations and endowment and give grants upon such terms and conditions as it may think fit;
4. It will appoint committees , sub - committees , expert panels, task force, working or study groups and boards etc. for such purpose and on such terms as it may deem fit and to remove any of them; 5. It will appoint auditors for auditing the accounts of CMMU Guwahati ;
6. Itwill ensure that the CMMUs in the District consider any comments made by funding agencies on the progress in the implementation of Mission / projects sponsored and fundedby them;

7. It will monitor progress of CMMUs in the District to ensure achievement of Mission Objectives;
8. It will monitor the financial position of the CMMUs in the District in order to ensure smooth fund flow and to review annual audited accounts .
9. It will play the role of Advisory Committee for EST& P component of DAY- NULM in Assam for the concerned district . This Committee in its regular meetings will keep specific agenda on Skills Training under DAY - NULM and will advise accordingly on various aspects like mobilization , counselling, trade selection , training quality, placement, etc. The District level Executive Committee may convene special meeting if there is need for discussion on any matter on urgent basis related to the EST &P component .
10. The Executive Committee will do all such acts and things as may be necessary or incidental to carry out the objectives of ASULMS or any of them provided that nothings herein contained shall authorize the District level Executive Committee to do any act or to pass any bye law which may be repugnant to the provisions hereof, to the powers hereby conferred on the District level Executive Committee and other authorities , or which may be inconsistent with the objectives of ASULMS.

2. Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub - Divisional Officer .
3.Application for the Gazette should be addressed to the Publisher, Assam Gazette , Guwahati and must be accompanied by a remittance .
4.Applications for the free supply of the Gazette on " the Public service " should be addressed to the Under Secretary to the Government ofAssam , General Administration (Printing and Stationery Department . ) Dispur.
5. Complaints regarding non - receipt of any number , part or page of the Gazette should be forwarded within two weeks of the date on which such number or page is due .
6. Subscribers will please note that their Gazette will be discontinued at the date of expiry unless it is renewed before such expiry .
7. Remittances by money or Postal Order or Bank draft payable at the State Bank of India, New Guwahati will only be accepted. Out- station Cheques may kindly be avoided.
8. The half-yearly subscriptions will be half of the annual rate . Subscriptions are accepted circle annually or half-yearly commencing from Ist April to 31st March of the year and half-yearly from 1st April to 30th September and from 1st October to 31st March of the year .

[Attention of all officers ending matters for publication in the Assam Gazette is drawn to the following Government circular with the request that instructions contained therein may kindly be strictly adhered the orders to avoid delay in publication of Notification in the Assam Gazette : - ]

SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in aparticular issue of the Official Gazette must , therefore , reach the Deputy Director, Assam Government Press on theMonday of the week preceding the week in which it is required to be published . If this isnotdone it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3. Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .
I am to request you to acknowledge the receipt of this letter and confirmed that the instructions have been duly voted . If you have suggestion on this behalf they may please be communicated.

The Kamarupa Anusandhana Samiti , or the Assam Research Society, Gauhati is the main subject in the carrying on researches in the matter relating to History Archaeology Ethography, etc. It has a library of rare books . Journal /historical and antiquarian subjects . The premises of the Samiti , situated on the southern bank of the Dighali Tank, Gauhati , remains open from 2 p . m . to 5 p . m. on all days except Monday and Gazetted and local holidays or which it remains closed.
Information which may lead to the recovery of any historical religion article including more manuscript will be thankfully received .

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a. m . to 8. p. m . and from 10 a. m. to 5 p . m . on Sunday and holidays notified by the Library and the Second Saturday of every month .
The Reading Room at Esplanode is open on all working days from 10 a. m. to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p. m . to 6 p . m . and Sundays and Holidays from 10 a. m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library. Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books .
