In pursuance of enactment of the Rights of Persons with Disabilites Act , 2016 (49 of 2016) and in supersession of earlier notification vide No. HLA. 729/98/213 dated 01/02/2013 , the Governor of Assam is pleased to notify the Joint Director of Health Services of respective districts as Certifying Authority under Section 57 (1 ) & (2) of the said Act for issue of Certificate of Disability within their local jurisdiction .
TheCertifying Authority shallfollow the procedure for certification as laid down under Section 58 ( 1 ) , (2) & ( 3 ) of the said Act and relevant provisions of the Rules thereunder .
Further, the Governor of Assam is pleased to notify the Director of Health Services , Assam , as Appellate Authority for appeals against a decision of Certifying Authority for issue of Certificate of Disability under Section 59 ( 1 ) & (2) of the Rights of Persons with Disabilities Act , 2016.

TheFunctions of the District level Executive Committee are as follows:
1. It will meet every month to review and monitor the progress of DAY - NULM implemented at the Urban Local Body/City Mission Management Unit level in a district;
2. Consider the Annual Budget and Annual Action Plan for all CMMUs in the District , its subsequent alterations placed before it to SMMU from time to time;
3. Accept donations and endowment and give grants upon such terms and conditions as itmay think fit;

4. Appoint committees , sub- committees , expert panels , task force , working or study groups and boards etc. for such purpose and on such terms as it may deem fit and to remove any ofthem;
5. Appoint auditors for auditing the accounts of CMMUs in the District ;
6. Ensure that the CMMUs in the District consider any comments made by funding agencies on the progress in the implementation of Mission/ projects sponsored and funded by them;
7. Monitor progress of CMMUs in the District to ensure achievement of Mission Objectives ;
8. Monitor the financial position of the CMMUs in the District in order to ensure smooth fund flow and to review annual audited accounts .
9. It will play the role of Advisory Committee for EST& P component of DAY- NULM in Assam for the concerned district . This Committee in its regular meetings will keep specific agenda on Skills Training under DAY- NULM and will advise accordingly on various aspects like mobilization , counselling , trade selection , training quality, placement, etc. The District level Executive Committee may convene special meeting if there is need for discussion on any matter on urgent basis related to the EST&P component .
10. Itshall undertake all such acts and things as may be necessary or incidental to carrying out the objectives of ASULMS or any of them provided that nothings herein contained shall authorize the District level Executive Committee to do any act or to pass any bye lawwhich may be repugnant to the provisions hereof, to the powers hereby conferred on the District level Executive Committee and other authorities , or which may be inconsistent with the objectives of ASULMS .
The previous Govt. notification issued vide no . UDD( M ) 98 /2013/ Pt.XIII/43 dated 1 December 2015 is hereby declared null and void.

In pursuance of sanction accorded by Government of Assam vide letter No.GAG( B ) 93/2013/69 dtd. 09/8/2017 applications are invited in Standard Form as published in Assam Gazette in part IX from intending candidates for the post " REVENUE SHERISTADAR" in the Office ofthe Deputy Commissioner , Biswanath , Biswanath Chariali in the scale pay Band ( PB- 3) + Grade pay (Rs . 22,000-87,000 + Rs . 11,500/ -) pm plus other allowances as admissible as per provision of R.O.P , 2017 and under the Assam Ministerial District Establishment Service Rule , 1967 as amended .
The Candidate should have worked at least 15 ( fifteen ) years of continuous service in different branches of any of the Deputy Commissioner's Establishment in any District of Assam. Preference will be given to the candidates having experience and working knowledge of different branches in General and of the Revenue Branch in particular of a Deputy Commissioner's amalgamated establishment .
Application in Standard Form together with self certified copies of all testimonials such as educational qualification certificate , age proof certificate , Home address , caste certificate and 2(two) copies of recent passport size photograph , experiences of working in different branches with period of incumbency in each branch may be submitted in the Office of the Deputy Commissioner ,Biswanath , Biswanath Chariali during office hours on working days on or before 10-10-2017 along with ACR of last 5 (five ) consecutive years including 2016-17 .
No application shall be accepted after the last date . The application send by post should also reach the office of the undersigned within fixed date . The undersigned is competent to reject any incomplete application.
The application should be submitted through proper channel with service particular (authenticated copy of service book) . The selection will be made by Govt. of Assam , General Administration (B) Department as per amended Rule 6 of Assam Ministerial District Establishment Service Rules , 1967 .
No T.A and D.A will be admissible for the journey performed in this connection .
