No. WR ( CON) 12 / 2017/12. -Whereas on the basis of report of the Chief Engineer , Quality Control Water Resources Department has come to know that Shri Pranab Jyoti Gogoi , Junior Engineer, Nagaon W.R. Division who was Section officer of the embankment from Ch 0.00 KM to the breach portion which was at Ch . 3.112 KM on B Dyke from Kukrakata Hill to Hatimura Hill where breach occurred on 13th August 2017 due to lack of supervision in his jurisdiction .
Whereas the Governor of Assam is satisfied that there are sufficient materials on record to draw up departmental proceeding against Shri Pranab Jyoti Gogoi , Junior Engineer , Nagaon W.R. Division for his gross negligence in duty during flood emergency which amounts to violation of Rule 3 ( 1 ) (ii ) & ( iii ) of the Assam Civil Services (Conduct) Rules , 1965.
Whereas the Governor of Assam is further satisfied that it is necessary and expedient to place the said Shri Pranab Jyoti Gogoi , Junior Engineer under suspension in public interest .
Therefore pending drawal of departmental proceedings Shri Pranab Jyoti Gogoi , Junior Engineer , Nagaon W.R. Division is placed under suspension under Rule 6 (i ) of the Assam Services (Discipline and Appeal ) Rules , 1964 with immediate effect.

The Candidate should have worked at least 15 (fifteen) years of continuous service in different branches of any of the Deputy Commissioner's Establishment in any District of Assam. Preference will be given to the candidates having experience and working knowledge of different branches in General and of the Personnel Branch in particular of a Deputy Commissioner's amalgamated establishment . Simultaneously the candidate have to possess Graduate Degree in any discipline from recognized University of India.
Application in Standard Form together with self certified copies of all testimonials such as educational qualification certificate , age proof certificate ,Home address , caste certificate and 2(two) copies of recent passport size photograph , experiences of working in different branches with period of incumbency in each branch may be submitted in the Office of the Deputy Commissioner , Biswanath, Biswanath Chariali during office hours on working days on or before 10-10-2017 along with ACR of last 5 ( five) consecutive years including 2016-17.
