Govt . of India, the Ministry of Human Resource and Development Department of School Education and Literacy vide D.O. letter No. 11- 15/2017 /EE - 110 dated 14/09/2017 has extended the period of registration to enroll for in- service untrained elementary teachers through NIOS Web Portal till 30th Sept'2017.
In view of the above , all the elementary level ( Class I to VIII ) in - service untrained teachers in Govt . / Govt . Aided / Non-Govt . educational institutions appointed on or after 03/09/2001 are directed to enroll through NIOS Web Portal on or before 30/09/2017 positively.
However, a candidate will have to pay Rs.4500 online otherwise the process of registration will not be completed. The Principals / Head Masters LP / UP / HS / HSS are also directed to ensure the registration of all elementary level untrained teachers of their institution and to authenticate the registration in the NIOS portal .

No.FRE.23 /2014/112.- In partial modification of this Department's earlier notification issued vide No. FRE.23/2014/111 dtd . 22nd MarchMarch'2017, the Governor of Assam is pleased to re- constitute the Civil Services Board with the following members :

TheCivil Services Board shall perform the following functions:
(a) The Civil Services Board shall make recommendation for all appointment of cadre offices .
(b) The Civil Services Board shall examine the case of officers who are proposed to be transferred before completion of minimum period of services as specified under sub - rules (3) and (4) of rule 7 of the Indian Forest Service (Cadre ) , 1966 .
(c) The Civil Services Board may consider for transfer before the tenure fixed under sub - rule (3) and (4) of rule 7 of the Indian Forest Service ( Cadre ) , 1966 based on such circumstances itthinks fit .
(d) TheCivil Services Board may recommend to the Competent Authority the names of officers for transfer before completion of minimum tenure with reasons to be recorded in writing .
Theprocedures to be followed by the Civil Services Board are as follows:
(a) The Civil Services Board shall seek detailed justification from the Administrative Department of the State Government for the transfer of an Officer before the tenure .
(b) The Civil Services Board shall-
(i) consider the report of the Administrative Department along with any other inputs it may have from other reliable sources ;
(ii) obtain the comments or views of the Officers proposed to be transferred based on thecircumstances presented to it in justification of the proposal .
(iii) not make recommendation for premature transfer of Cadre Officers unless it has satisfied itself of the reasons for such premature transfer.
(c) The Civil Services Board shall submit a quarterly report in such Form as it thinks fit to the Central Government clearly stating the details of Officers recommended to be transferred before the minimum specified tenure and the reasons thereof .
Provided that the Competent Authority may reject the recommendation of the Civil ServicesBoard for the reasons to be recorded in writing .

No.GLR.97 / 2017 /32.- Whereas an Industrial dispute has arisen in the matter specified in the Schedule below between the Management of Tocklai Tea Research Institute (TTR) and their workmen Shri Paban Tanti represented by Employees Union (TTRI ) Jorhat .
Whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer , Labour Court , Dibrugarh constituted under Section 7 of the Industrial Dispute Act , 1947 ( Act XIV of 1947) .
Now, therefore , in exercise of the powers conferred by Clause ( d) Sub- Section( 1 ) of Section 10 of the Industrial Disputes Act , 1947 (Act - XIV of 1947) as amended the Governor of Assam is pleased to refer the said Dispute to the Presiding Officer, Labour Court , Dibrugarh as appointed under the provisions of the said act .

No. HMA( APS) 1052 /123.- WHEREAS , Sri Daksha Ram Das , APS , was initially appointed as a constable on 26-5-1967 in the 7th APBn and as per service sheet his date of birth was shown as 1945, but as per his HSLC Examination Certificate the date of birth is 2-10-1950 i.e. at the time of his enrolment, his age was 16 years 7 months 24 days , and
WHEREAS , Shri Daksha Ram Das , APS was placed under Suspension with effect from 27-2-2006 following his arrest and forwarding into custody on 27-2-2006 in connection with CID P.S case No. 20/2005 U/S 468/471/420 IPC , and
WHEREAS , Sri Daksha Ram Das allegedly forged the year of birth as 1949 in place of 1945 in his Service Sheet in his own hand writing and he himself had allegedly forged his caste in the service sheet from Kalita to Kaiborta (SC) by manipulation of his Service Sheet forundue benefit , and
WHEREAS , a departmental proceeding against Sri Daksha Ram Das , APS ( U/S ) , the then Asstt . Commandant of 4th APTF Bn. , Howly was drawn up as per provision of Rule 9 of the Assam Services ( Discipline & Appeal ) Rules, 1964 and show cause notice issued vide letter No. HMA . ( APS ) 1052/28 dt . 6.3.2007 on the above charges of his forging of his date of birth and caste recorded in the service sheet , and,
WHEREAS , Sri Daksha Ram Das , APS ( U/S ) submitted his written statement in defence to this Department vide his letterdt . 23.3.2007 wherein he denied the charges framed against him, and ;
After examination of the written statement in defence by Sri Daksha Ram Das , APS , it was decided by the Govt . to get the matter enquired in to by the Inquiry Officer and accordingly Sri D.K. Bora , IPS , Inspector General of Police , ( CID) ,Assam as Inquiring Officer vide Notification No. HMA( APS ) 1052/42 dtd. 21-5-07 to enquire into the charges framed against Shri Daksha Ram Das , APS . The Inquiring Authority after causing an enquiry in to the charges , submitted its report vide letter No. CID -XI/ 16/07/405 dtd . 5-4-08 wherein as per findings of Inquiry Officer, both the charges against the delinquent officer has been proved beyond reasonable doubt. It is established that Shri Daksha Ram Das , APS ( U /S ) altered himself the date of birth as well as his " Caste " recorded in the service sheet by taking advantage of his posting in the 9th APBn Reserve Branch as well as the pension cell of the DGP's office .
The disciplinary authority after careful examination of the Inquiry report of the Inquiry Officer and documents on records , has decided to accept the findings of the Inquiring Officer and award the major penalty of compulsory retirement from service to Sri Daksha Ram Das , APS , Asstt . Commandant , 4th APTF Battalion (U/ S ) .

The views ofAssam Public Service Commission was also obtained in the matter and the commission agreed with the imposition of the penalty of compulsory retirement from service on Sri Daksha Ram Das , APS ( U /S ) under rule 7 (V) of the Assam Services (Discipline & Appeal) Rules , 1964.
Accordingly, the Governor of Assam is pleased to award the major penalty of compulsory retirement from service to Sri Daksha Ram Das , APS , Asstt . Commandant , 4th APTF Bn. , Howly (Under Suspension ) as per rule 7 ( V) of the Assam Services ( Discipline & Appeal ) Rules, 1964.
The period of suspension will be limited to subsistence allowance only already paid or as admissible to him.
This shall come into force with immediate effect . The disciplinary proceedings is thus finally disposed of.

No.GLR.45 / 2017 /160. - As per DIPP recommendation , the Governor of Assam is pleased to notify and mandate that with regards to the compliance inspections under the Factories Act , 1948 and rules made there under , no Inspector shall inspect the same factory consecutively in two years , as far as possible .
Apparently, the above mentioned subject doesn't involve amendment in any related Rules/Acts . Ifitis observed in future that , amendment of any Acts or Rules is required to give effect to the notification , it will be done accordingly. The notification will be modified / cancelled accordingly .
