The inter- se- seniority of the incumbent shall be determined in due course as per rules .

" I understand and accept that Government servants joining in the service of State Government on or after 1st of February , 2005 shall not be governed by the existing Assam Services (Pension) Rules , 1969 and orders issued there under from time to time and that their pension and other retirement benefits will be governed by a set of new pension rules under the provision of The New Defined Contribution Pension Scheme " .

No. HNS / COM/ 2017/ 04/ 03.- Whereas , an One Man Commission of Inquiry headed by Justice H. Ν .
Sarma, former Judge of the Gauhati High Court, Guwahati , has been constituted under Section 3 of the Commissions of Inquiry Act, 1952, to inquire into the circumstances leading to deaths of persons due to electrocution in the State since 1st April, 2017 with onset of monsoon season , with the following terms and reference : -
(1) To ascertain the circumstances leading to deaths of persons due to electrocution in the State since 1st April , 2017 with onset of monsoon season.
(2) To identify persons/ officials responsible for such deaths and lapses/ errors on theirpart.
(3) To ascertain the causes of technical faults / reasons causing these deaths .
(4) To suggest to enhance safety measures including technical/managerial to avoid such deaths in future and minimise such fatal incidents .
Now, therefore , the Commission hereby invites written statements of facts/representations relating to the matter mentioned above from the Government of Assam , APDCL , aggrieved persons including the relatives/friends of the victims , parties , organizations and members of general public acquainted with the issues relating to the subject matter of the Inquiry.
Such written statements /representations may be filed either individually or collectively by a group of persons . Every person filling written statement shall furnish full name, postal address , phone No. and enclose therewith:

And; whereas the Governor of Assam considers that an Inquiry Officer should be appointed to enquire into the charges framed against him .
Now therefore , the Governor of Assam in exercise of the powers conferred by the Rule 9 (4) of Assam services ( Discipline & Appeal ) Rules 1964 , hereby appoints Sri P. Shivkumar , IFS , Conservator of Forests , O/ o the Northern Assam Cicle , Tezpur as the Inquiry Officer to enquire into the charges framed against Shri Krishna Kamal Deori , Assistant Conservator of Forests .
The Inquiry Officer so appointed will submit the enquiry report within a period of 2 (two) months from the date of issue of this order .

Note:
1. The Contractors /Bidders must be registered with the E - tendering System provider for participating in the bidding process . The Bidding document may be downloaded through the online portal www.assamtenders.gov.in by using their own user ID.
2. Online submission of Technical & Financial Bid is mandatory. Manual submission (without online submission) of bid will be considered as non responsive . EarnestMoney shall have to be valid for 45 days beyond the validity of the Tender . Tenders without requisite Earnest Money shall be summarily rejected.
5. The successful tenderer will be required to execute an agreement with the undersigned and to deposit anamount of 2% ( two percent ) of the work value as security deposit in the form of NSC / KVP /BD /FDR or B.G. ofschedule Bank before commencement of works .

12. The contractors shall be responsible for the defect liability period of 12 ( Twelve ) months after the project is completed . An undertaking should be submitted by the tenderer.
13. Taxes as per rule in force will be deducted from the bill of organization /firm at the time of payment.
14. The authority is not bound to accept and make allotment to the lowest tenderer and reserves the right to reject any or all the tenders received without assigning any reason .
