Terms & conditions for considering research proposals :
1. Research projects having the objectives of measuring biological diversity ; monitoring the status of indicator /flagship/threatened species of flora and fauna and their breeding biology will be given priority in granting permission .
2. In addition, applied/ research will be given preference to help overcome specific management problems on PAs . Multidisciplinary integrated research encompassing scientific and socio- . economic aspects related to PA management should also be encouraged.
3. In case of research that involves capture , handling and collection of biological samples from any species listed in scheduled -I of Wildlife ( Protection ) 1972 , Act , the award of permission would lie with the Director , Wildlife Preservation , Govt. of India. (Additional Director General (Wildlife) and Preservation , MoEF ) .
4. In all cases , the proposal should be submitted to the Chief Wildlife Warden of the state with a copy of the same to the Additional Director General ( Wildlife ) , MoEF , Govt . of India.
5. In case of Foreign Nationals Desirous conducting research in Indian Protected Areas , permission from Ministry of External Affairs /Ministry of Home Affairs and National Biodiversity Authority, ifrequired in law should be obtained.
6. The proposal should contain objectives , methodology , literature review, work plan budget source offunding, duration , expected outputs and terms of reference .
7. A research project which has been approved by the department of Science and technology Ministry of Environment, Forests , Department of Biotechnology and other specific department ofthe state/ central Govt . would not be required to be reviewed by the committee.
8. The proposed project should preferably support the conservation interest of the Protected Areas as well as biodiversity of the State as envisaged in the management plan and other forest conservation plan of the Government and help in bridging the gap by addressing unattended research , development and management priorities/ need of the PAs .
9. Acceptance of the proposal should not lead to the duplicity of works already being undertaken by the Forest Department or any other individual /institution/Govt . and NonGovt . Organization.
10.An analysis of the projects costs and benefits accrued of the PA needs/ priorities should be done and modification in project items, if necessary , should be suggested .
11. Suggest monitoring protocol and indicators for implementation of the project to utilize the outcome of the research for management purpose.
12. For project cost exceeding Rs . 2.00 lakhs , scrutinize and suggest modification in draft MoU and collaborating in nature .
The non official members of the committee will be entitled to reimbursement of travel cost as admissible to Senior Grade Officers of the State .

In pursuance of D.O. letter No. 15-17/ 2017 - Sch.4 dated 01/09/2017 followed by Guidelines on School Safety Policy , 2016 issued by National Disaster Management Authority (NDMA ) , the Governor of Assam is pleased to nominate all the District Elementary Education Officers ( DEEOs ) across the State of Assam as Nodal Officer in order to ensuring adherence and compliance of the Guidelines in all the schools , including CBSE affiliated schools .
1. In this connection "Assam Comprehensive School Safety Guidelines " which is prepared on the line of NDMA is being sent by SSA , Assam .
2. It is to be mentioned that the Guidelines on School Safety Policy , 2016 prepared by the National Disaster Management Authority are statutory in nature and are statutorily required to be complied with scrupulously without any deviation . Special attention should be paidto fire safety . All the requirements to ensure safety of children in schools mentioned in the said Policy of 2016 are statutory in nature and everyone involved in the process of ensuring safety of children are statutorily bound by the same .
3. All the DEEOs ( since nominated as Nodal Officer ) are accordingly directed to discharge statutory functions and ensure strict , mandatory and scrupulous compliance with the statutory guidelines issued by NDMA as well as Govt . ofAssam .
4. In the event of failure or negligence on the part of Nodal Officer on ensuring the effective implementation of the directives / guidelines , responsibility will be fixed against the defaulting Nodal Officer under the relevant provision of law .
5. All the Nodal Officers will discharge statutory functions under the directives / guidelines in co - ordination with the State Disaster Management Authority ( SDMA ) and District Disaster Management Authority ( DDMA ) & will submit quarterly progress reports to State Disaster Management Authority as per the directions / Guidelines .
This Notification will come into force with immediate effect .

2.Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub - Divisional Officer.
3.Application for the Gazette should be addressed to the Publisher , Assam Gazette , Guwahati and must be accompanied by a remittance .
4.Applications for the free supply of the Gazette on " the Public service " should be addressed to the Under Secretary to the Government of Assam , General Administration (Printing and Stationery Department .) Dispur.

SUBJECT: - Timely publication of Government Notifications and other important matters in theweeklyOfficial Gazette.
Iam directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in aparticular issue of the Official Gazette must , therefore, reach the Deputy Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this isnot done it is infrictuous requesting the Deputy Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director .
3.Wherever it is necessary to print and publish a notification on a specified date (excluding suchNotification or communicate as are to be published in Gazette extraordinary) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4.To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercisedby the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a. m. to 8. p . m. and from 10 a. m . to 5 p. m . on Sunday and holidays notified by the Library and the Second Saturday of every month.
The Reading Room at Esplanode is open on all working days from 10 a . m. to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p. m. to 6 p . m . and Sundays and Holidays from 10 a . m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .
