Rumi Saikia , ACS ( DR : 2015 ) , Assistant Commissioner, Golaghat , whose services was placed at the disposal of the Revenue and Disaster Management Department vide order No.AAA 20/2015/63 , dated 28th July , 2017 was arrested by Dibrugarh Police on 21st November, 2017 in connection with the Dibrugarh PS Case No.936 / 16 U/ S 7/13 ( 1 ) ( a ) (b ) ( d) ( 2) of the Prevention of Corruption Act . and Section 120 (B ) /420 /463/468/471/ 477 ( A)/ 201 of IPC and detained under custody beyond 48 hours .

The Governor of Assam , therefore , is pleased to withdraw the service of the officer from Revenue and DM Department and in exercise of powers conferred under sub - rule 2 of Rule 6 of the Assam Services ( Discipline and Appeal ) Rules , 1964, is also pleased to order that Smti . Rumi Saikia, ACS is deemed to have been placed under suspension with effect from the date of her arrest i.e. 21st November, 2017 until further orders .

FUNCTION AND RESPONSIBILITIES OF THE COMMITTEE

1. The ConcernedOfficer of FCS & CA Deptt of the Constituency will be the Convenor of the Committee and shall remain responsible for convening the Committee's meetings quarterly i.e in April , July , Oct & Jan.

2. The Committee will have to sit once in three months i.e. from 1st to 7th of concerned month .

3. The meeting should be held preferably , in the DCs /SDO ( C) Office or other public institution .

4. The Committee will ensure timely lifting anddelivery of all TPDS/ PDS items FCI and dispatch of the items to the F.P. Shops failing under the Constituency. 5. The Committee will ensure the delivery of PDS , S.K.Oil from the storage of GPSS itselfto Agents/F.P . Shops without authorizing to lift it from S.K. Oil Sub - Wholesale / Wholesale Depot . 6. The Committee will depute one member on rotation basis to FCI / S.K. Oil Depot / Sub- Wholesale Depot at the time of takingdelivery of S.K. Oil . 7. The Committee shall examine the report submittedby F.P. Shops level V&MC Committee / take action and dispose it and if necessary send it to District / Sub-Divisional Level V&MC Committee with comments.

8. Any genuine grievance / complaint and difficulties of the F.P. Shops owners / Agents will be examined / disposed of and if required be sent to SDLV&M Committee with its recommendation .
