Νο.ΗΜΑ. 19011 (11)/ 1 / 2018 - Political ( A) /3/ECF-53960.- The Governor of Assam is pleased to constitute a One Man Enquiry Committee headed by Shri M G V K Bhanu , IAS , Additional Chief Secretary to the Government of Assam, Panchayat & Rural Dev and Labour Welfare Deptts to enquire into the circumstances leading to the death of one Hasen Ali , S/O Jafer Ali , Vill- No.2 Adakata , under Dhula PS inDarrang District , in the intervening night of January , 09 and 10, 2018 and subsequent road blockade ofNH -15 in front of Dhula PS and Police firing resulting into death of Moidul Islam , S/ o Jehiruddin of Vill- NK Gorapori under Dhula PS in Darrang District .
The terms of reference of the Enquiry Committee are as follows:
1. To ascertain the facts and circumstances leading to the death of Hasen Ali in the intervening night of January, 09 and 10 , 2018 under Dhula PS in Darrang District ;
2. With due regard to the facts ascertained , to ascertain whether there was any lapse on the part of Police Administration in tackling the road blockade carried out by the local people at NH - 15 leading to Police firing , resulting in the death of Moidul Islam , and if so , fix responsibility;
3. Any other matter which is relevant to the inquiry as may be decided by the Committee .
The enquiry report is to be submitted within 30 ( thirty) days from the date of issue of this Notification .
