SWD.477 / 2010 / 289.- Whereas the Director , Social Welfare , Assam Vide No. DSW ( ICDS ) E / 3 / 2017 / 86 , dated 31/07/2017 forwarded a preliminary enquiry report of Deputy Commissioner , Darrang , Mangaldai against Sri Balendra Nath Barman , Child Development Project Officer , Sipajhar ICDS Project wherein it is alleged that Sri Barman has engaged some Anganwadi Worker/ Helper without following due procedure and approval from the Director , Social Welfare . It has been also alleged that he took bribe in the amount of Rs.2.30 Lakhs for engaging those Anganwadi Worker/ Helpers .

Whereas subsequently the Director , Social Welfare Vide letter No. DSW ( ICDS ) E / 3 / 2017 / 93 , dated . 12/10/2017 forwarded another enquiry report of the Deputy Commissioner , Darrang , Mangaldoi against Sri Balendra Barman wherein it was revealed that Sri Barman has been harassing some of the Anganwadi Workers / Helpers by demanding money.

Whereas the Deputy Commissioner , Darrang Mangaldai submitted one report Vide No. DDP / CDPO ( ICDS ) / 168 / 2017/ 215 , dated 8th November/ 2017 wherein it was stated that AWW & AWH association under Sipajhar ICDS has been resorting to agitational programmes like Dharna , Gherao etc against Sri Balendra Nath Barman which has become a concern for the District Administration . The Deputy Commissioner has recommended to take stern departmental action against Sri Barman .

Whereas Shri Barman submitted petition to the Govt . stating he has been engaged as LRCR under NRC . This Department vide letter No. SWD.477 / 2010 / 78 , dated 11/09/2017 had requested State Coordinator , NRC , Assam to release the concerned officer from NRC duty immediately . On this the NRC Authority informed that if a suitable officer is posted , Shri Barman may be released.

Whereas having gone through the enquiry reports submitted by Deputy Commissioner , Darrang from time to time , it is seen the alleged behaviour of Sri Balendra Nath Barman , CDPO , Sipajhar ICDS Project is totally unbecoming an officer of his stature . The Charges brought against the officer are very serious in nature , which inter - alia includes taking of bribe for engagement of Anganwadi Worker / Helper and causing harassment to Anganwadi Worker/ Helper by asking for bribe .

It is also carefully noted that the alleged illegal activities of the officer has resulted in a law & order situation thereby placing the District Administration in an embarrassing situation .

Therefore , it has become necessary to initiate action against the officer concerned .
