No. GLR . 169 / 2017/15. - Shri Raju Saha , ( DR. - 2015 ) , Labour Inspector , Bhawanipur was arrested by the Dibrugarh Police on 08-11-2017 in connection with Dibrugarh PS Case No. 936/16 U / S 7/13 ( 1 ) ( a ) ( b ) ( d ) ( 2 ) of the Prevention of Corruption Act, and Section 120 (B) /420 /463 /468 /471 / 477 (A) / 201 of IPC and detained under custody beyond 48 hours.
Therefore , the officer is deemed to be placed under Suspension with effect from the date of detention under Rule 6 (2) of Assam Services ( Discipline & Appeal ) Rule 1964.

No.720 / 2013 dated 30.11.2013 .
1. The period of Deputation for a period of 1 ( one ) year initially with effect from 04.04.2015 to 03.04.2016 .
2. Joining time pay of the officer while proceeding and on returning from Foreign Service will be paid by the borrowing Authority as admissible under Rules .
3. Leave Salary and Pension Contribution etc will have to be borne by the Foreign Employer .
4. The Foreign Employer is to ensure recoveries of the subscription towardsG.I. Scheme from the deputation officer .
5. The Officer will be governed by the State Govt . Leave Rules .
6. The Officer will not be allowed to join any pension of G.P.F. Under the Foreigner Employer.
7. The whole expenditure in respect of any compensatory allowances for the period of leave and or at the end of the Foreign Services till the Officer joins his / her parent Department under the State Govt . will be borne by the Foreign Employer .
8. The Officer shall furnish returns of movable and immovable properties owned by the Officer to the Government .
9. The Date of commencement and termination of his Foreign Service shall be regulated in accordance with the provisions of the Assam Fundamental Rules and Subsidiary Rules .
10. All other terms and conditions will be governed by the Rules and Regulations of the Govt . ofAssam .

6. All candidates whether in Govt . service or in Govt . owned undertaking or other similar organizations/ Corporations/ Boards/ Bodies or in private employments may submit their applications direct to the Commission . Candidates submitting application through employer should ensure that it reaches the Assam Public Service Commission by the closing date failing which it is liable to be rejected, even if it had been submitted to the Controlling Officer/ Employer before the closing date.

7. Candidates whose applications are accepted will be required to appear in a written examination after which they will be interviewed . Male/ Female Candidates must pass a walking Test covering a distance of 25 km/ 16 km within 4 (four) hours on foot respectively and a medical examination by the Medical Board and those candidates found fit in the above will be required to produce a health certificate signed by the Medical Board in the form prescribed in Article 49 of the Civil Service Regulation of the corresponding Rules in the supplementary rules testifying the candidate's sound hearing and general physical fitness for rough outdoor work in the Forest Department and to the fact that he bears on his body the marks of successful vaccination .

B. Interview :
The Commission shall conduct an interview for the candidates who qualify in the written examination . The maximum marks for the interview shall be 75 .
9. The candidate will be required to defray their expenses in connection with the written examination , interview , physical test and medical examination . No Travelling allowances are allowed for these purposes.
10. ( i ) The candidate so selected by the Commission shall be appointed as Forest Ranger on probation by the State Government and will be required to join in any of the colleges as directed on the 1st day of commencement of the course for undergoing 18 (eighteen ) months training Course for Forest Rangers and the period under training shall be treated as onprobation.
(ii) An officer on probation on joining in the College to undergo the 18 (eighteen) months training Course for Forest Rangers shall abide by the Entrance and Training Rules (Revised) 2004 for Forest Range Officers notified by the Govt . of India, Ministry of Environment and Forests .
(iii ) If any officer on probation fails to obey standing order and directions issued by the College authority in addition to the general rules as laid down in the Entrance and Training Rules (Revised ) 2004 for Forest Range Officers for smooth conduct of the training course and if found involved in any untoward activities , will be liable for disciplinary action as per prevalent rules .
(iv) . On successful completion of 18 ( eighteen ) months course for Forest Rangers at State Forest Service College, the officer on probation will be awarded Certificate in Forestry and will join in duty as Forest Rangers in Assam Forest Service on being directed by the Govt . ofAssam , Environment & Forest Department .
(v) . An officer on probation failing to obtain Certificate in Forestry at the end of 18 (eighteen) months is liable to be withdrawn from the college and all the expenses incurred by the Govt. for his education during 18 (eighteen ) months will be recovered from him , his parents , or guardian or surety .

11. The officer on probation will have to: -
a. Execute an agreement and a Bond with two sureties for a sum of Rs.6,00,000/- for the bond or such other amount prescribed by Govt . binding themselves to work diligently during the period of training and to serve the Govt . of Assam .
b. Either to deposit a sum of Rs . 2000/- or any amount as fixed by Govt . as surety for the same amount to the satisfaction of the Principal Chief Conservator of Forests and Head ofForest Force , Assam .
12. Besides they will have to deposit a sum of Rs.6000/ - as caution money or any other amount as fixed by Govt . in the post office pledged as security to the Principal of the concerned training College/ Institute within 15 (fifteen) days of their admission to the college as required under Rule 43 of the Rules of the Certificate course in Forestry .
(a) The officer on probation while undergoing 18 ( eighteen ) months course at any training college , as decided by the Govt. will draw their pay and allowance for the period of 18 (eighteen) months commencing from the date of joining the college to the date of completion of the 18 (eighteen ) months course subject to satisfactory progress .
(b) The Grade Pay, D.A. or any other amount subject to revision by the Government .

The earnest money of the successful tenderer may be adjusted as a part of security money and the earnest money of the unsuccessful tenderer will be returned after final settlement of contract. Once selected, if the tenderer fails to supply the indented articles , the security money of the tenderer will be forfeited and will be debarred from submitting any tender in future.
