Whereas an investigation by the Dibrugarh Police is going on in the recruitment of ACS and otherallied Service Officers of 2015 batch. Therefore , the Service of the above mentioned Officer of 2015 batch is not required to be confirmed at this stage .
Therefore the Governor of Assam in exercise of the powers conferred under Rule 12(1 ) ofthe Assam Labour Service Rules , 1970 is pleased to extend the period of probation of Sri Raju Saha , Labour Inspector, Bhawanipur for another 2 years or till completion of the investigation, whichever is earlier.

3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.

(i) The candidate so selected by the Commission shall be appointed as Assistant Conservator of Forests on probation by the State Government and will be required to join in any of the colleges as directed on the 1ª day of commencement of the course for undergoing 2( two years ) Diploma Course in Forestry and the period under training shall be treated as on probation.
(ii)An officer on probation on joining in the College to undergo the 2 (two years ) Diploma Course in Forestry shall abide by the Entrance and Training Rules (Revised) 2004 for State Forest Service Officers notifiedby the Govt. of India , Ministry of Environment and Forests .
(iii) If any officer on probation fails to obey standing order and directions issued by the College authority in addition to the general rules as laid down in the Entrance and Training Rules (Revised ) 2004 for State Forest Service Officers for smooth conduct of the training course and if found involved in any untoward activities , will be liable for disciplinary action as per prevalent rules .
(iv) On successful completion of 2 (Two years ) Diploma Course in Forestry at State Forest Service College, the officer on probation will be awarded Diploma in Forestry and will join in duty as Assistant Coservator of Forests in Assam Forest Service ( Class - I) on being directed by the Govt. ofAssam, Environment & Forests Department .
(v)An officer on probation failing to obtain Diploma in Forestry at the end of 2 (two ) years is liable to be withdrawn from the college and all the expenses incurred by the Govt . for his education during 2 (two) years will be recovered from him , his parents , or guardian or surety.

No.FISH- 19/65/2017 - FISHERY/ 1 ( eCF No.50022) .- A lot of anomalies /discrepancies have been observed while verifying the tender documents forwarded by Deputy Commissioners/ SDOs pertaining to settlement of 60 % Govt . fisheries by Govt in Fishery Department. As a result, most of such settlement orders are challenged by aggrieved parties before the Hon'ble High Court .
It is, therefore, felt that there is need for streamlining the procedure for submission of information/documents with the tender so that there is uniformity in all such tenders though Notice Inviting Tenders (NIT) floated by the Deputy Commissioners/SDO ( C ) to maintain transparency and avoid legal complications..
Further, it is felt that this will help in submission of competitive bids with authentic documents which will augment the State Exchequer with increased revenue from Fishery sector.
In this connection , it is worthwhile to mention here that in many cases , the lease value assessed by the DC/ SDO with the help of concerned district/ Sub Divisional Fishery Officers often have wide variations with the bids submitted with Tenders which in some cases are found to be exorbitantly high comparedto annual lease value fixed by DC/ SDO . It thus appears that in such cases , the concerned Fisheries are undervalued. In a few such cases in recent times, the Hon'ble High Court has also expressed adverse views in case of such huge disparity . As such , DC/ SDOs should ensure that valuation suggested by DFDO/ SDFDOs are proper based on ground situation. If necessary, the concerned Revenue Circle Officers assistedby LR Staff should also be involved in the process of assessment of revenue of a Fishery along with Fishery officials
1. Accordingly , it has been decided that the following clauses are to be included in the Notice Inviting Tender (NIT) for settlement of 60 % Govt Fishery:
(i) Documents to be submitted to DC/ SDO ( C ) along with tender documents by the Tenderers :
The following documents shall be insisted upon with the Tenders while floating a NIT for settlement of a Fishery by the DC/ SDOS:
1. 100% Actual Fishermen Certificate : Submission of 100% Actual Fishermen certificate of Fishermen Cooperative Society, SHGs , NGOs issuedby the ARCS indicating that all the members of the Fishermen Cooperative Society , SHGs , NGOs are actual fishermen belonging to Schedule Caste Community or Maimal Community of erstwhile Cachar district of Assam 2. Neighbourhood certificate: Neighbourhood Certificate to be issued by the concerned Revenue Circle Officers only against Fishermen Cooperative Society, SHGs , NGOs with clear indication of specific distance of the Fishermen Cooperative Society , SHGs , NGOs to the concerned Fishery. If the fishery falls under more than one Revenue Circle , then such certificates are to be furnishedby all such Circle Officers.
3. Fishermen experience certificate: Experience certificate of Fishermen Cooperative Society, SHGs , NGOs is to be issued by the DFDOs indicating that all the Members of Fishermen Cooperative Society , SHGs , NGOs have ample experience in fishing and related activities and they are fully involved in such activities.
4. Bakijai clearance certificate: Bakijai clearance certificate is to be furnished by the Bakijai authority under the concerned Deputy Commissioner where the Society /NGO is registered which should invariably be in the name of the Society /NGO/ SHG and not in the name of the office bearers of the Society/NGO / SHG
5. Security Deposit : The security amount to be deposited in the form of Call deposit clearly pledging the same in favour of concerned DC/ SDO( Civil ) with name of the Bidder Society in case of60% Govt Fishery which shall not be less that one- tenth of the revenue of the fishery for first year ofthe full term of settlement.

6. Society Registration: The Society /NGO/ SHG Registration Certificate issued by competent authority should be up to date as on date of submission of tender date with renewal where applicable.
7. PAN card : PAN Card issued by Income Tax Authority is to be in the name of Fishermen Cooperative Society, SHGs , NGOs and not individual PAN card in the name of the office bearers ofthe Society/NGO/ SHG.
8. PASSPORT size Photograph The pass port size photograph of authorised person (Secy/President of the Fishermen Cooperative Society, SHGs , NGOs ) is to be submitted.
9. Balance sheet and profit loss account: Balance sheet and profit loss account for consecutive preceding three years shall be submitted duly verified by Competent Authority of Cooperation Department in respect of Coop Societies and by Chartered Accountants in respect of NGOs /SHGS
( ii) Documents to be submittedby DC/ SDOs while forwarding the tender documents to the Fishery Deptt.
1. The bid opening certificate shall also be signed by the respective bidders present in addition totheMembers of the Advisory Committee constitutedby DC/ SDO.
2. While preparing the Comparative Statement , the above mention points ( 1-9 ) shall be taken into consideration and such Comparative Statement should be signed by the authorised officer duly authenticatedby DC/ SDO as the case maybe with specific comments against each bid along with proceedings of the meeting of Tender Committee
III Settlement of 40% Govt Fishery:
The instructions vide Para I above shall be followed by Deputy Commissioners /SDO( Civil) so far applicable in case of 40%Govt Fisheries which are under administrative control of DC/SDO(C) .
The above instructions shall come into force with immediate effect .
