Whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer, labour Court , Guwahati , constituted under Section 7 /7 - A of the Industrial Dispute Act , 1947 , (Act - XIV of 1947 ) .

No. STE 86/ 2016/ 93.- The Governor of Assam is pleased to designate "Assam Remote Sensing Application Centre ( ARSAC) " a division of Assam Science Technology and Environment Council , Assam under Science & Technology Department , Assam as the Nodal Agency for all Remote Sensing ( RS ) , Geographical Information System ( GIS ) and Global Positioning System (GPS) related work and for procurement and supply of satellite data for the State of Assam . All Government Departments of the Government of Assam including their Directorates/Societies / Corporation ( referred to as entities ) shall move the ARSAC for their requirements of Remote Sensing, Geographical Information System and Global Positioning System related work . ARSAC would also act as the centralized location for creating , storing analysing , retrieving and supply of the spatial data to all the user departments of Assam Government . The funds for execution of Remote Sensing , Geographical Information System and Global Positioning System related works shall be released directly to ARSAC as per the rates fixed by it by the Departments of Government of Assam and their other entities. Each Government Department and its entities shall identify and nominate a Nodal Officer to liaison with ARSAC on Remote Sensing, Geographical Information System and Global Positioning System related works of the Department.

No.AAP.76/2018 / 2. - Perused the report submitted by the Superintendent of Police, Dibrugarh vide letter No.RB/ 1147 Dated 14-03-2018 in connection with Dibrugarh PS Case No.936/ 16 .
It is reported that Smti Avisika Baruah , ACS , Circle Officer, Nazira , Sivasagar has become approver in the Dibrugarh PS Case No.936/2016 and her statement has been recorded U/ S 161 Cr.P.C. In her statement Smti Avisika Baruah has made disclosure of her inculpatory and exculpatory acts . This prima facie shows her involvement in a criminal conspiracy .
The Governor of Assam , therefore , is pleased to withdraw the service of Smti Avisika Baruah from Revenue & Disaster Management Department and pending initiation of departmental proceeding place her under suspension under sub rule 1 (c) of Rule 6 of the Assam Services (Discipline & Appeal ) Rules , 1964 with immediate effect and until further orders .

No. SWD . 14 /1988/252.- Whereas Late Jhandilal Upadhyaya , the then CDPO was arrested by Police in connection with a Lanka Police Case No. 59/54 under Section 406/409 IPC on 18.06.1994 (A.N) and was in police custody for more than 48 hours , he was placed under suspension vide Notification No. SWD.230/1984 / Pt.II / 141 , dated 12.07.1994 .
Whereas , vide Notification No.SWD.245 / 94/ Pt.1 / 107 - F , dated 30.07.1997 late Jhandilal Upadhyaya , the then CDPO , Lanka ICDS project was re - instated in the service pending drawal of DP and posted as CDPO , Ujani - Majuli ICDS Project , Jorhat District .
Whereas , late Jhandilal Upadhyaya , retired from his service on 29.02.2012 and expired on 20.04.2013 .
Whereas , his suspension period have to be regularized w.e.f. 19.06.1994 to 15.09.1997 to release full salary for the aforesaid period .
Now , therefore , in view of the order of Sub - Divisional Judicial Magistrate , Hojai , dated 09.04.1997 U / S 406/409 IPC , Late Upadhyaya was found not guilty for offence and was acquitted and set at liberty , it is decided to conclude the Departmental Proceeding drawn against late Jhandilal Upadhyaya . As the Charges leveled against him could not be substantiated , his period of suspension with effect from 19.06.1994 to 15.09.1997 shall be regularized by treating the period as spent on duty for all purposes .

TENDER NOTICE
No. Bn.10/Styn/ 18/ 618-28.- Sealed tender affixing court fee stamp of Rs . 8.25 ( Rupees Eight and paise twenty five ) only is hereby invited from the intending tenderer / suppliers for supply of "Stationery and Miscellaneous Articles ( as per list enclosed) for the financial year 2018-2019 to the office of the undersigned. The tender will be received by the undersigned on or before 15.04.2018 and will be opened on a later date to be fixed by the undersigned in presence of the tenderers or their authorised representatives if any.
TERMS AND CONDITIONS
1. The rate should be quoted both in figures and in words and should be inclusion of all taxes and charges(If any) .
2. The tenderer must be written in Ink and Duly typed . Any alteration erasing made in the tender should invariably bear the signature of the tenderer before submission .
3. Tender must be accompanied by Rs.3000.00 ( Rupees three thousand ) only as earnest money duly pledged in favour of the commandant , 10th A.P. Battalion , Kahilipara in the shape of call deposit /NSC / of the postal department . Bank Draft /DCR will not be accepted . The earnest money so deposited will be converted as Security Deposit in case of successful tenderer and the earnest money of the unsuccessful tenderer on finalization of the deal.
4. The tender will have to furnish up to date GST registration certificate , Income Tax clearance certificate , Firms/Contractors registration certificate , PAN Card , Tin No. and without which tender will not be accepted . All documents submitted by the tenders should be attested by a Govt. Gazetted Officers .
5. Tenderer must quoted their rates in the prescribed from which is available in the office of the undersigned neatly written / typed in both figures and words inclusive of all taxes and transporatation charge, destination being 10th Assam Police Battalion , Kahilipara , Guwahati - 19 and the rates must be tallied with the market rates .
6. The successful tenderer must have in a position to supply the articles according to the demand within3 (three) days from the date of receipt of the formal order at the Office of the Commandant, 10th A.P Battalion , Kahilipara . No extra charge will be paid to the supplier for carrying the articlesto the Headquarter .
7. In the event of any defect /defected supply or other then approval Brand will not be accepted . The supplier will have to take the rejected articles at his own cost and replacement shall have to be made promptly .
8. The undersigned reserve the right to reject any or all the tenders without assigning any reason thereof. Thedecision of the undersigned in the tender is final .
9. The Seal Cover containing the tender be super scriber " TENDER FOR SUPPLY OF STATIONERY AND MISC . ARTICLES FOR THE YEAR 2018-19 " on top of the envelop .
10. Submit self declaration letter or no objection certificate against others firms to supply of stationery and Misc articles in self approved rate . The details list of supply articles are enclosed herewith . In case of Holidayon the receiving day , the tender /quotation will be received on the nextworking day and terms and conditions will be rermain same .
