The Terms of Reference of the State Forensic Science Development Board are asfollows-

1) The Committee will examine the existing zones /circles/divisions/sub -divisions including their present jurisdiction , workload and man power position etc. and suggest necessary modification in respect of jurisdiction , workload and man power position etc.
2) The Committee will examine the possible/ feasible reorganization of the Department in reference to new districts/ sub - divisions and popular demands.
3) TheCommittee will examine the requirement of creation of new divisions / sub- divisions under Water Resources Department .
4) The Committee will examine whether investigation divisions under Water Resources Department may also be given added responsibility to work as works divisions .
5) The Committee will examine the possible / feasible cadre review of the Department including suggestións for creation of new posts , conversion of some old posts like conversion of some Deputy Director posts to Executive Engineer, conversion of AEE ( TC ) to AEE or shifting of one less essential post of one office to required /essential post of another office.
6) TheCommittee will examine the possible /feasible conversion of redundant post of the Department to some essential and special expertise post like conversion of tracer/blue printer posts to some computer assistant posts with AutoCAD degree or diploma , GIS ex - parte posts in lieu of such redundant posts etc.
The Committee will hold its meeting as conveyed by the Member Secretary of the Committee . The Committee will submit its final report within 90 days from the date of issue of this notification .

No. ΗΜΑ . 648 / 2012 / 102.- Whereas a Departmental Proceeding was drawn up against Shri Ananda Tokbi,APS, thethen SDPO, Gossaigaon now SDPO , Nazira, Sivasagar vide letter No.HMA.648 / 2012 /47 dated 18/05/2013 for gross misconduct, negligence and dereliction of duty on his part ; and ,
Whereas Shri Ananda Tokbi , APS submitted his written statement in defence vide his letter dated 29/09/2013 and denied the charges framed against him and;
Whereas having not been satisfied with the written statement in defence submitted by Shri Ananda Tokbi , APS and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri S. N. Singh , IPS , IPS , Inspector General of Police (L& O ) , Assam , Guwahati as Inquiry Officer to enquire into the charges framed against Shri Ananda Tokbi , APS vide Notification No. HMA.648 /2012 / 59 dated 21/03/2014 , and ;
Whereas the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide letter Memo . No.ADGP/ STF /CA/ 2017 / 936 dated 11/04/2017 , wherein the Inquiry Officer concluded that the charges of gross negligence and dereliction of duty against the delinquent officer has been partially proved.
Now therefore , after careful examination of the report of the Inquiry Officer and materials on records and also in consideration of the facts and circumstances and the Governor of Assam is pleased to order the minor penalty of " withholding of 1 ( one ) increment with cumulative effect " as provided under the Assam Services (Discipline & Appeal ) Rules , 1964 .
The Governor of Assam is therefore pleased to order " withholding of 1 (one ) increment with cumulative effect " with effect from the date of next increment due to Shri Ananda Tokbi , APS , the then SDPO, Gossaigaon now SDPO , Nazira , Sivasagar and the Departmental Proceedings drawn up against Shri Ananda Tokbi , APS , are thus finally disposed off by treating the period of suspension with effect from 26/07/2012 to 07/10/2013 as on duty.

Whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer, Labour Court , Dibrugarh constituted under Section 7 /7 -A of the Industrial Disputes Act , 1947 , ( Act - XIV of 1947).

TENDER NOTICE
No.Bn.10/ Q / 72 / VOL - XV / 2018-19/ 2022-2031 . Sealed tender affixing Non- refundable court court fee stamp of Rs . 8.25 ( Rupees Eight and Paisa Twenty five ) only are invited from the suppliers / contractors for supply of "Misc Articles " to this unit for the financial year of 2018-19. The quotations will be received by the undersigned at 10th Assam Police Battalion , Kahilipara , Guwahati - 19 up to 12:00 hours on 15th April , 2018 and will be opend on a later date to be fixed by the undersigned in presence of the tenderers or their authorized representatives if any.
The tenderer must be supported together with earnest money of Rs.5000/ - (Rupees five thousand) only in the form of KVP /NSC etc. duly pledged in favour of undersigned without which tender will not be considered.
The tender will have to furnish up to date GST registration certificate , Income tax clearance certificate , Firms / Contractors registration certificate , PAN Card , Tin No. and without which tender will not be accepted . All documents submitted by the tenderer should be self- attested .
Tenderer must quoted their rates in the prescribed from which is available in the office of the undersigned neatly written/ typed in both figures and words inclusive of all taxes and transportation charge , destination being 10th Assam Police Battalion , Kahilipara , Guwahati - 19 and the rates must be tallied with the market rates .
The successful tenderer will have to deposit security money of Rs . 2000 /- ( Rupees two thousand) only which will be released on completion of the duration to supply.
The selected tenderer will have to the supply the intending articles within 3 (three ) days on receipt ofthe supply order. The supplier will have to replace the rejected articles immediately attheir own cost .
The undersigned is not bound to accept the lowest rates tender if not reasonable . He also reserve the right to accept or cancel any or all the tenders without assigning any reason thereof.
The details list of supply articles are enclosed herewith . In case of holyday on the receiving day, the tender /quotation will be received on the next working day however , other terms and condition will remain same .
