No. HMA.802 /2013/54 - Whereas a Departmental Proceeding was drawn up against Shri Dr. Abdel Quadir Arief, APS , the then Deputy Superintendent of Police ( HQ) , Sonitpur now Addl . SP (B) , Dhubri vide letter No.HMA.802 /2013 / 24 , dated 28th October , 2016 for gross misconduc , negligence , dereliction of duty on his part , and
Whereas Dr. Abdel Quadir Arief, APS , submitted his written statement in defence vide his letter dated 14th July, 2017 wherein he denied the charges leveled against him and stated that it is not based on facts and records , and
Whereas having not been satisfied with the written statement in defence submitted by Dr. Abdel Quadir Arief, APS and after careful consideration of all aspects , the Government decided to enquire into the allegations and therefore appointed Kumar Sanjit Krishna , APS , Commandant , 12th APBN , Jamugurihat as Inquiry Officer to enquire into the charges framed against Dr. Abdel Quadir Arief, APS , vide Notification No.HMA.802/2013 /46 , dated 6th September , 2017 , and
Whereas the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide Memo No.Bn. 12/C/ 110, dated 15th March , 2018 , wherein the Inquiry Officer concluded that the charges of gross misconduct , negligence , dereliction of duty on the part of the delinquent officer are not substantiated .
Now, therefore , the Governor of Assam is pleased to direct that Dr. Abdel Quadir Arief, APS , be exonerated from the charges leveled against him and the Departmental Proceeding drawn up against him be dropped .
The Governor of Assam is therefore pleased to drop the Departmental Proceeding drawn against Dr. Abdel Quadir Arif, APS , the then Deputy Superintendent of Police (HQ) , Sonitpur now Addl . SP (B ) , Dhubri and the departmental proceeding is thus finally disposed off.

No.GLR.54/2018 /30.- Whereas an Industrial dispute has arisen in the matter specified in the Schedule below between the Management of Dullabcherra Tea Estate , Karimganj and their workman Shri Janardhan Ahir.
Whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer, Industrial Tribunal , Silchar constituted under Section 7-A of the Industrial Dispute Act , 1947 (Act XIV of 1947) .
Now, therefore in exercise of the powers conferred by clause ( d) Sub - Section ( 1 ) of Section 10 of the Industrial Disputes Act . 1947 (Act - XIV of 1947 ) as amended the governor of Assam is pleased to refer the said Dispute to the Presiding Officer, Industrial Tribunal , Silchar as appointed under the provisions of the said act.

2. The committee shall meet as and when necessary and at least once in a quarter .
3. The Chairman of the committee may co - opt any expert/ s , Officer for specific proposals.
4.At least four members including Chairman , Member Secretary shall be necessary for any sitting of the committee .
5. The Member Secretary shall submit a quarterly report to the Government about holding the meeting .
6. The Committee may also review of implementation of various incentives and may suggest remedial measures to the higher authority as and when felt necessary .
7. Eligibility certificate shall be issued by the Director of Tourism , Assam after taking approval of the Government .
