( HQ) , Nalbari now Under Suspension vide letter No.HMA.249 / 2001 / 131 dated 23/04/2002 for gross misconduct of harbouring militant and hiding the fact about the militant in his custody ; and , Whereas Shri Bidyut Buragohain , APS submitted his written statement in defence vide his letter dated 10/06/2002 and denied the charges framed against him and ;
Whereas having not been satisfied with the written statement in defence submitted by Shri Bidyut Buragohain , APS and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri Khagendra Nath Buragohain , IAS , Addl . Secretary to the Govt. of Assam, Home & Political Department as Inquiry Officer to enquire into the charges framed against Shri Bidyut Buragohain , APS vide Notification No. HMA.249/ 2001 / 151 dated 02/08/2002 , and;
Whereas the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority wherein the Inquiry Officer concluded that the charges of gross misconduct of harbouring militant and hiding the fact about the militant in his custody has been partially proved .
Now, therefore , after careful examination of the report of the Inquiry Officer and materials on records and also in consideration of the facts and circumstances of the case , the Governor of Assam is pleased to order the minor penalty of " withholding of increments for two years or till superannuation without cumulative effect " as provided under the Assam Services ( Discipline & Appeal ) Rules , 1964 .
The Governor of Assam is therefore pleased to withhold increments for two years or till superannuation without cumulative effect with effect from the date of next increment due to Shri Bidyut Buragohain , APS , the then Addl . S.P. (HQ) , Nalbari now Under Suspension and the Departmental Proceedings drawn up against Shri Bidyut Buragohain, APS , are thus finally disposed off and the period of suspension with effect from 02/03/2013 to till his joining will be treated as on duty for pension purposes only and no further financial emoluments other than subsistence allowances received by the officer will be allowed .

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided, therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday .

2.Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Deputy Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Childrens Wing at Belvedere remains open on all working days from 3 p . m . to 6 p. m . and Sundays and Holidays from 10 a. m . to 5 p. m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .
