The 17th April, 2018
No. HMA. 806/ 2010/87.- Whereas a Departmental Proceeding was drawn up against Dr. Manabendra Gogoi , APS , the then SDPO , Rangia now SDPO, Tamulpur vide letter No.HMA.806/ 2010 / 57 dated 20/04/2017 for gross misconduct and dereliction of duty on his part , and;
Whereas . Dr. Manabendra Gogoi , APS , submitted his written statement in defence vide his letter dated 02/05/2017 stating that the charges for gross misconduct and dereliction of duty is misplaced and as such denied, and;
Whereas , having not been satisfied with the written statement in defence submitted by Dr. Manabendra Gogoi , APS , and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri Nitul Gogoi , IPS ,Commandant , CDO Bn . Mandakata as Inquiry Officer to enquire into the charges framed against Dr. Manabendra Gogoi . APS vide Notification No. HMA.806 / 2010/ 71 dated 01/08/2017. and:
Whereas , the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide Memo No.CDO / C / DP/ 2018 / 207 dated 31/03/2018 . wherein the Inquiry Officer concluded that the charges of gross misconduct and dereliction of duty on the part of the delinquent officer are not proved .
Now, therefore , the Governor of Assam is pleased to direct that Dr. Manabendra Gogoi , APS , be exonerated from the charges leveled against him and the Departmental Proceeding drawn up against him be dropped .
The Governor of Assam is therefore pleased to drop the Departmental Proceeding drawn against Dr. Manabendra Gogoi , APS , the then SDPO , Rangiya now SDPO, Tamulpur and the departmental proceeding is thus finally disposed off by treating the period of suspension with effect from 06/11/2010 to 24/01/2011 as on duty and restoring all benefits of pay and pension as due thereof.

No. SWD . 6 / 2018 / 8. - Whereas , a letter No.HD.5 / Misc / Complaint/ 2018/19 , dated 07.04.2018 received from Deputy Commissioner , Hailakandi , it has come to the notice of the Govt . that Shri A.H. Laskar, CDPO , Lala ICDS Project & i / c DSWO , Hailakandi was arrested in connection with the Hailakandi P.S. Case No. 242/18 U / S 120(B )/409 /420 / 468 /471 / 166 IPC read with 13 ( 1 ) ( c) ( d) / 13 ( 2 ) PC Act . 1988 .
So , as per Assam Service (Discipline & Appeal ) Rules , 1964 the incumbent concerned deemed to have been suspended from the date of arrest by the police if he is in custody beyond 48 ( forty eight) hours .
Therefore , pending drawal and conclusion of Departmental Proceeding against Shri A.H. Laskar , CDPO , Lala ICDS Project & i / c DSWO , Hailakandi , is placed under suspension with effect from the date of arrest i.e. 06.04.2018 at 8:00 p.m. and until further order under provision of Rule 6 ( I) ( C) of the Assam Services ( Discipline & Appeal) Rules , 1964 as amended .
Henceforth , it is not permissible for him , without previous sanction of the competent authority to accept private employment or business while under suspension .
During the period over suspension , he will not leave Headquarter without prior permission of the competent authority . He will be entitled to draw subsistence allowance as per rules .

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Deputy Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director .
3. Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director , Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4.To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Library is entirely closed on the Republic Day , Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
